    WYOMING FEDERATION OF WOMEN'S CLUBS
Dates: 1904 - 1995 Vol.: 17.5 cubic feet Arrangement: Alphabetical Scope and Content: The Wyoming Federation of Women's Clubs is a statewide, non-profit organization. Its membership is comprised of local, independent women's clubs who have joined together to promote civic, social and political activities for the state as a whole as well as support the activities of each club. This collection is comprised of three series. Administration is comprised of various records maintained by the federation president and administrative assistants. These records not only document the administrative history but also the myriad of social and political concerns expressed by the federation. There is insightful information about the organization and activities of local clubs. Most of the records date from the early 1950s when the federation showed signs of growing and later fading in statewide influence with the closure of many local women's clubs. Of particular importance are minutes, yearbooks (annual and biennial reports), histories, and the Wyoming Clubwoman , the newsletter of the federation.

    Summary of 2003 Funding Changes

HB 78: School Finance - Amendments

SF 59: School Finance - Vocational Education

SF 141: School Finance - Hold Harmless
    Background
The Wyoming Constitution establishes education as a fundamental right of Wyoming citizens. Historically, local property taxes comprised a significant source of funding for our state's schools, a situation that created huge disparities around the state in education spending per student.
A series of lawsuits over the past 30 years nudged the Legislature toward reworking the state's school funding system to provide a more equitable distribution of resources statewide, a task that was finally undertaken in earnest (under court deadline) in 1997.
Lack of leadership in both the executive and legislative branches, along with numerous political undercurrents - e.g., mistrust of local school district management despite rhetoric exalting "local control" - has since impeded reasonable and efficient resolution of school finance issues.
In the Wyoming Supreme Court's 2001 decision in State of Wyoming, et al. v. Campbell County School District, et al. (Campbell II), the Court validated the Legislature's new approach to school funding - a statewide education resource block grant model based on historical costs and adjusted for various factors - saying that the model was capable of supporting a constitutional funding system. However, the Court invalidated numerous components of the model as flawed, often because of insufficient or poor quality data.

This program was a collaborative effort between the Wyoming Geological Survey and a production of University Television, a division of the Outreach School. The program specifically was made for Wyoming Public Television. The initial showing on or about April 6, 2001 was the centerpiece of Wyoming Public Television's fund raising effort. It has been shown periodically since that time and will continue to be shown. The video tape is available to schools, businesses, government and can be provided to the public and is available through all Wyoming County libraries. In addition to airing on Wyoming Public Television, parts of the video have been used in a KTWO three-part series on earthquakes, resulting in many inquiries coming to the Wyoming State Geological Survey. It is and will be used as educational outreach for a number of years to come.
