An Analysis of The Modified Census Based Special Education Program
EXECUTIVE SUMMARY In May 1997, MAP recommended to the State of Wyoming a "Cost-Based Block Grant" for school finance. That recommendation has subsequently been adopted. As part of its proposal, MAP recommended that the State of Wyoming eventually move towards the adoption of a modified "census-based" funding mechanism for special education. This report attempts to initiate a discussion about how such a mechanism might be implemented. The May 1997 report noted that a specific design of a modified census-based funding mechanism for special education could not be developed until the State "implement[s] procedures that allow tracking special education specific costs to each handicapping condition. When these data are available, MAP recommends adoption of a modified, census based formula." These procedures are not yet in place, and data are not yet available by which specific historical special education costs in Wyoming can be determined. When these data are available, the Wyoming Department of Education will develop detailed proposals to implement the modified census-based recommendation. In the absence of these data, the present report makes a number of estimates and assumptions in order to illustrate what these detailed proposals might look like. The eventual proposals of the Department of Education, however, may look very different from the illustrations in this report, as they will be based on actual data.

General Education Development
The General Education Development Tests (GED Tests) were first developed in 1942 by the United States Armed Forces Institute in an effort to allow returning World War II veterans a way to easily pursue their educational, vocational, and personal goals. During the 1950's it became apparent that civilians could also benefit from the program, and were first allowed to test in 1952. The GED Tests are developed by the General Educational Development Testing Service of the American Council on Education ( http://www.gedtest.org ). They are designed to provide an opportunity for adults who have no graduated from high school to earn a high-school-level educational diploma. They focus on five areas:
  • Language Arts - Writing
  • Language Arts - Reading
  • Social Studies
  • Science
  • Mathematics

Student Academic Achievement
The University of Wyoming has a tradition of excellence in education at both the undergraduate and graduate levels. To continue to enhance and strengthen this tradition, and to respond to the changing expectations of various university constituencies for data to demonstrate that excellence, the University has articulated a comprehensive plan for the assessment of student academic outcomes. The assessment plan derives from the mission statement of the university, specifically those elements that focus on the various instructional programs offered by the university. First, the university will offer excellent baccalaureate instruction in a broad array of programs. It is expected that each student will master the fundamental concepts of at least one major and that all majors will be based on the solid foundation of a general education program. Second, the university will offer graduate programs of recognized excellence in disciplinary and interdisciplinary fields.

The vast bulk of it went to the very priorities most lawmakers targeted before the session began education, corrections and savings with schools, both K-12 and higher education, getting close to half. (See box.)
Michael Walden-Newman, director of the Wyoming Taxpayers Association, said most of the calls he received during the session were from people who had two main questions:
What exactly is the surplus? Where did it go in the budget?
First, the surplus is found in the General Fund, Budget Reserve Account, and School Foundation Program slices of the overall state budget. Those are the funds that lawmakers directly control.
Prior to the session, revenues came in higher than forecasts had projected, to say the least. Unexpectedly high mineral prices, especially for natural gas, were the main factors, according to Walden-Newman.
