The State of Wyoming has less than one-half million people in more than 97,000 square miles. The majority of recycled materials collected in Wyoming are shipped to out-of-state markets, often more than 1,000 miles. Currently, all recycling in Wyoming is voluntary. The vast majority of communities that offer recycling have drop-off programs (vs. curside).
The State in cooperation with the nonprofit Wyoming Recycling Association has recently developed an Integrated Solid Waste Management Handbook. The purpose of the Handbook is to provide hands-on, how-to-do-it type of information for decision makers and solid waste personnel in Wyoming's rural communities. The Handbook is set up like a toolbox and each tool is designed to assist local governments with long range planning for solid waste. It includes Wyoming case studies, how to conduct the solid waste planning process, feasibility level information, full cost accounting methods, regionalization and other timely topics. Enzi says President Clinton's budget proposal harms Wyoming education opportunities, leaves U.S. in debt "The President and I have basic differences in our philosophies and our geography," said Enzi. "Overall this budget proposal increases taxes and increases spending. It shifts control away from people in the state and local government by taking away their revenue and pooling it in Washington to be disbursed according to the priorities of those in the federal government.
"I'll use examples from one of my committee assignments, the Health, Education, Labor and Pensions Committee. To free up money for spending on urban school districts and his own national educational agenda he wants to slash other education programs. For example, he plans to cut $375 million from Title 6, which funds innovative classes like foreign languages and computers. Wyoming schools received nearly $2 million from this program last year. The president's budget also changes the money distribution in the basic program for disadvantaged children. He would shift $1 billion to a part of the funding formula that favors concentrated areas of poverty. Wyoming's disadvantaged students are more spread out and our schools will lose money. The president also proposes a $150 million cut in Impact Aid, a program that provides more than $7 million per year to Wyoming school districts.

Education measure benefits Wyoming Washington, D.C. Wyoming will have more freedom, more funding and a better system for educating its citizens with disabilities if legislation soon to be debated on the Senate floor passes, according to U.S. Senator Mike Enzi. Enzi, who serves on the Labor and Human Resources Committee, which oversees educational funding, said the committee unanimously passed its version of the Individuals with Disabilities Education Act (IDEA) this week. The new IDEA would improve a law that hasn't been updated in more than 20 years. "We have come up with an IDEA that releases state and local governments from much of the unfair funding burden mandated by the federal government and improves the educational system for those who need specialized teaching, as well as for those who don't," said Enzi. Enzi said that when Congress decided to require states to provide special education some 20 years ago, it also agreed to pay for 40 percent of the cost. Today federal funding makes up only 7 percent of special education costs, but Enzi wants to go further for special education. He plans to support an amendment on the floor of the Senate that would increase federal spending to the 40 percent that was promised. For Wyoming, that would mean an increase from $5.06 million in 1996 to more than $12.5 million in the year 2000. "It is time to make the federal government live up to its commitment and end this massive unfunded mandate," he said.

Cable Access Delivery Methods Distance Education and Lifelong Learning credit courses are available to individuals who want to improve their academic or vocational skills or to develop new skills for advanced job opportunities. Distance Education credit courses may be provided via traditional classroom instruction, telecourse, videotape, computer-assisted instruction, CD-Rom or live interactive instruction. Each delivery method is discussed below. DELIVERY METHODS
Traditional Classroom Instruction. The CWC Distance Education and Lifelong Learning Centers offer courses in a variety of geographic areas in the traditional instructional manner. Classes meet at published times in a traditional classroom setting and students are expected to attend class regularly. Instructors are physically present during the scheduled class time. Telecourses. Telecourses are generally transferable college credit courses and are aired on KCWC-TV two times every week. For students outside the KCWC broadcast area, tapes of the telecourse broadcasts can be leased from RMI Productions by contacting them at 1-800-745-5480 or at http://www.rmimedia.com. Section II: Introduction The OES Wage Survey is an annual mail survey measuring occupational employment and wage rates for Unemployment Insurance (UI) covered wage and salary workers in non-farm establishments. In 1998, Wyoming sampled 1,469 units (an economic unit, generally at a single physical location, where business is conducted or where services or industrial operations are performed). In 1998, the response rate was 83.3% for units and 82.2% for employment. The Occupational Employment Statistics Wage Survey data presented in this publication have a fourth quarter 1998 reference period, and are based on information collected during the 1998, 1997 and 1996 surveys. The three years of sample responses for employment and wage data have been combined to produce this year's results. The 1996 and 1997 wage data have been adjusted to the 1998 reference period by using the over-the-year wage change in the most applicable Employment Cost Index series. The employment estimates have been adjusted to the full universe counts for the 1998 survey reference period based on the Covered Employment and Wage program. See
