Freudenthal Governor of Wyoming Dave Freudenthal was born in Thermopolis in 1950, the seventh of eight children. He grew up on the family farm, north of town. He earned money for college by working construction during the summers. His jobs included building tanks as a member of the National Brotherhood of Boilermakers and Blacksmiths Union. After graduating from Amherst (Massachusetts) College in 1973, he permanently returned to Wyoming to take a position as an economist for the Wyoming Department of Economic Planning and Development. Governor Ed Herschler appointed him State Planning Coordinator in 1975. As a graduate of the University of Wyoming College of Law, Dave opened his own one-man law office in Cheyenne in 1980. The office grew into a general practice firm, representing individuals and businesses. In 1994 he was appointed United States Attorney for Wyoming, a position he held until May 2001. Over the years, Dave actively participated in a wide variety of civic activites. Among other things, he has been Chairman of the Greater Cheyenne Chamber of Commerce; a founding director of the Wyoming Student Loan Corporation; a member of the Education Policy Implementation Council; a member of the state Economic Development and Stabilization Board; a member of the Laramie County Community Action Board; and a lay reader and Vestryperson in his church.

Despite a call to rethink schooling, Wyoming is a big believer in the way things are. eople in Wyoming don't have many complaints about their schools. Their children score above average on standardized tests. They spend more of their per capita income on education than wealthier states like New York. The average student-teacher ratio of about 15-to-1 is one of the nation's smallest. Only nine states have more K-6 teachers reporting class sizes of fewer than 25 pupils, and only nine have more secondary teachers with fewer than 80 students. Wyoming's 480,000 residents sometimes characterize themselves as stubbornly independent. In 1869, it became the first state to enfranchise women, and enshrined the principle in its constitution in 1889. In 1925, the state elected the nation's first woman governor. Wyoming's nickname is the "Equality State," and its motto is "Equal Rights." But some residents believe that school districts don't share in that equality; in 1994, they filed a lawsuit against the state department of education charging that the state's funding scheme was inequitable. In 1995, in a scenario that played against the common sentiment that "everything's OK in Wyoming," the Wyoming Supreme Court ruled that the funding formula was unconstitutional because it favored smaller districts. In its decision, the court held that "the legislature must first design the best educational system by identifying the 'proper' educational package each Wyoming student is entitled to have."

WYOMING yoming's education community spent the last year watching the ups and downs of a continuing legal battle over the finance system. In 1992, the state's four largest school districts challenged the state's funding system, which counts the number of classrooms in a district rather than its total enrollment. In 1995, the state supreme court ruled that the system was unconstitutional because it created inequities in per-student funding between districts. The court gave the legislature until July 1 of last year to put a new system in place. Lawmakers met in a special session last summer, finally adopting a new school finance system that will take effect in two phases, allowing most of the changes in the formula to take place after the legislature's budget session this year. In the meantime, the legislature decided to leave the existing formula in place to give schools time to shift to the new system. But the four districts that originally filed suit were not satisfied. Lawyers for the districts filed for an injunction, saying the legislature failed to meet the court's deadline of July 1997. A district court judge threw out that charge, saying that the legislature had acted in good faith and moved as quickly as possible to devise a new system. The judge ruled that the original funding system would remain in place for one more year. The decision was good news for Republican Gov. Jim Geringer, who had cited concerns over the impact of an injunction on school districts' budgets in the middle of the school year.

Meeting began with the presentation of the Raising Readers In Wyoming Proposal submitted by WECA (Wyoming Early Childhood Association) President, Ginny Harmelink. Nancy Krauss, WECA Treasurer, presented the budget portion. Each member received a draft copy of the proposal as Ginny and Nancy stressed the importance of receiving feedback and recommendations from the Council prior to finalizing the proposal. The final copy will be sent to various foundations to request support for the project. The target date for WECA to have the final and complete proposal ready to send out is February 20, 2002. The Council was pleased to have Nancy Arnold from Maine in attendance. Nancy has been involved since the inception of Raising Readers in Maine. She provided much insight and several recommendations about developing a program like this in Wyoming. Nancy spoke about how Maine selected some pilot sites initially, and how they did not attempt to roll the program out in the entire state all at once.
