Below the radar, senators maneuver on budget and taxes
From CNN Capitol Hill Producer Dana Bash WASHINGTON (CNN) While the campaign finance reform debate dominates the Senate floor, senators behind the scenes senators are preparing for a partisan brawl next week over the budget and tax cuts. Senate Republicans plan to call for President Bush's $1.6 trillion tax cut in their budget resolution next week, but moderates on both sides of the aisle believe the cut is too big, which could imperil the resolution in an evenly divided Senate. Republicans want to use the non-binding budget resolution to send a symbolic message of support for the president's proposal. White House and GOP Senate sources say there are only 47 Republicans who can now be counted on to support the president, and the pressure is on to court the three outstanding Republican senators as well as some moderate Democrats. Sen. Ben Nelson, D-Nebraska, who says he is on the fence about whether to vote for the president's budget outline next week, said Bush called him Wednesday to try to get his vote.

Web posted at: 2:21 p.m. EST (1921 GMT) CONCORD, New Hampshire (The Telegraph of Nashua) - Republican presidential contender Alan Keyes railed against abortion Thursday, calling it "the slavery issue of our time" and saying his competitors haven't taken a position on the issue. "Phony politicians get tripped up on their own words, revealing that their hearts are not with the stands that they take," Keyes said Thursday. The pro-life radio commentator, who has never held elected office but came in a strong third in Iowa, spoke to the N.H. House of Representatives on Thursday five days before the state's primary election.

Double taxation
Most governments world wide make more or less extensive use of double taxation. Double taxation often arises from concurrent corporate and personal income taxation. Assume, for instance, that you own Acme Inc., a small company. Assume further that your company annually yields a bottom-line, pre-tax profit of $100,000. Your government levies a 30% corporate tax and a 50% personal income tax. Full double taxation means that the government collects $30,000 from your company’s profit, leaving you with a post-tax profit of $70,000; and, provided that the whole post-tax profit is made payable to you, the shareholder, it collects another $35,000 from your personal income, leaving you with a total post-tax profit of $35,000. You have paid tax totaling $65,000 ($30,000 plus $35,000) on $100,000 of pre-tax earnings! This is what double taxation does. You may well call double taxation for shareholders predatory taxation. Tax credits Governments sometimes give tax credits. A tax credit is intended to ensure that only personal income is taxed. A tax credit, therefore, completely removes double taxation. In the above example, the government first collects $30,000 from your company’s profit, then gives you as a shareholder a tax credit worth the same amount. Your $30,000 tax credit allows you to pay no more than an additional $20,000 to comply with your obligation as a taxpayer. In the end, you have paid a total of $50,000 ($30,000 plus $20,000) in tax on pre-tax earnings of $100,000. You may consider a full tax credit for shareholders is 'fair' taxation.

Jeffords' move significant for Supreme Court, education, taxes
WASHINGTON If Sen. James Jeffords' expected defection from the Republican Party leads to a Democratic majority in the Senate, environmental regulations, education, a proposed income tax cut and the makeup of the U.S. Supreme Court could all hang in the balance. The switch would give Democrats a majority in the Senate for the first time since they lost it in the 1994 elections, possibly elevating a Democrat to the post of majority leader with the ability to bring bills to the floor. Democrats could possibly also take over as chairmen of most committees. Jeffords' voting record shows that he frequently has voted with Democrats on high-profile issues. He supports abortion rights. Jeffords votes more often for environmental legislation and favors more education spending than many other Republicans, including President Bush. Democrats have quietly courted Jeffords in recent weeks, offering him the chairmanship of the Environment and Public Works Committee if he bolts the GOP, sources familiar with the discussions told The Associated Press.
