World business group hits taxes on airlines and users Paris, 7 May 1997 - The International Chamber of Commerce today criticized governments for imposing hundreds of new taxes on airlines and users and said these charges had a distorting effect on world commerce and travel. The ICC, which represents business throughout the world, said in a statement: "The situation is clearly getting out of hand. It is time to reverse the trend to heavier taxation on airlines and passengers and to recognize that the benefits that all economies obtain from air travel will be seriously reduced if present trends continue." Approved unanimously by the ICC's Air Transport Commission, the statement pointed out that there were now more than 1,087 instances of taxes and fees imposed on airline tickets, up from 650 in 1992. These include taxes for programmes ranging from agricultural fees to immigration, most of which have little to do with air transport. "Clearly, government authorities still labour under the misguided belief that air transport is reserved for a chosen elite; in fact, it is the fundamental mode of long-distance transport for many people worldwide and a necessity for modern economies," the ICC said.

By Syd Gernstein Do you ever feel like you're being taxed to death? The estates of many Americans are taxed when they die - sometimes creating terrible problems for those still living. And these unfair taxes may be the death of new African-American prosperity. As more Americans reach higher income brackets and open their own businesses, death taxes are an increasing problem. According to figures in Project 21's soon-to-be-published Black America 2000 report, the income levels of black households have tripled in the past 24 years. Black-owned businesses more than doubled in number between 1987 and 1997. This black prosperity and perseverance, however, is put at risk by unfair taxation. Death taxes make even Oprah Winfrey mad. "I think it's so irritating that once I die, 55% of my money goes to the United States government," Winfrey said. "You know why it's so irritating? Because you have already paid nearly 50% [when the money was earned]."1 Congressman J.C. Watts (R-OK) adds, "The 'death tax' has prevented many African-Americans from building wealth by taxing the estate of the deceased at rates which leave family businesses and living relatives in economic despair."2 Small business owners are the hardest hit by death taxes. Major corporations don't have to worry because their ownership is dispersed. Businesses owned by families, however, can be devastated. This includes a significant number of the almost one million black-owned businesses in America.

Even though environmentalists want the national power slogan to be "it's the environment, stupid" (because we know that, ultimately, it really is), "it's the economy, stupid" was really the slogan that elected a President. Until we can successfully integrate environmental solutions into economic systems, we are all trapped inside arrangements that work against solutions rather than for them. Since past environmentalism has primarily focused on a legislative and governmental approach to regulating pollution, market efficiencies on both sides of the equation are mucked up. The government subsidizes bad environmental practices with one hand, and then taxes and regulates these same practices with the other. This is terribly inefficient and everyone and the environment would be better off if the government got it's incentives right by aligning them for the environment and against pollution. Another part of the puzzle of effective environmental change is that things that are better for the environment are almost always more efficient. Things that are more efficient are almost always good for business. The more efficient you can make production processes, the better for both the enterprise and the environment.

By Warren Vieth, Los Angeles Times, 4/11/2004 WASHINGTON More than half of US corporations paid no federal income taxes during the boom years of the late 1990s, and those that did were able to shelter much of their income, according to congressional accountants. ADVERTISEMENT The report by the General Accounting Office raises questions about whether the corporate income tax burden is too light and distributed unequally. It could undermine arguments that US companies are overtaxed and provide ammunition to politicians and activists who claim companies are using loopholes to avoid paying their fair share. "This describes a problem in the corporate tax system in which a good many of these companies are avoiding any tax obligation at all," said Senator Byron L. Dorgan, a North Dakota Democrat and former state tax commissioner who requested the GAO study. "We've got a bad tax law that tells ordinary folks, `You pay up,' and allows some of the largest enterprises to avoid paying." The share of tax receipts paid by corporations has been declining for decades, US government figures show. But it has been falling at an even faster rate in many other countries, said Gary Hufbauer, senior fellow at the Institute for International Economics, and any attempt to raise corporate taxes or close loopholes in this country runs the risk of making US companies less competitive in world markets.
