Two people have been arrested for looting $3,700 worth of watches from a jewellery shop in the shopping arcade beneath the World Trade Center, police in New York said. The pair, a former New York corrections office, posing as a police officer, and his friend, were arrested last week on charges of burglary, grand larceny and criminal impersonation, a police official said.
There is a small segment that came down with evil intentions. Those people are being arrested
Police spokesman They had been working as volunteers in the disaster area when they allegedly took the watches. New York Police Commissioner Bernard Kerik said that no other shops have reported looting, but he did say that some of the rescue workers at ground zero had themselves fallen victim to theft. The shopping complex is situated below the Trade Center, at the foot of an escalator rescuers used to search for survivors in the corridors beneath the debris.

Article by Summer Burkes about volunteers working to build Black Rock City before the revellers arrive.

We built this city
It takes a village of crazed engineers, hard-partying carpenters, and rock-steady organizers to construct the site for Burning Man.
By Summer Burkes
SEVENTY MILLION YEARS ago, the Black Rock Desert was a lush, green valley. It filled with water during the Ice Age, became a segment of the massive Lake Lahontan, and dried out over the course of time. Today, it's a part of the Great Basin, a high, flat expanse of land between the Sierras and the Rockies. Burning Man began in 1987 on the beaches of San Francisco and moved to the Black Rock Desert in 1990. The new location not only was more expansive but also provided a more efficient and poetic tabula rasa on which to experiment with the project's nomadic leanings and "leave no trace" philosophy. What started as a couple dozen pyro friends setting fire to a wooden statue has since blossomed into a teeming temporary city of 15,000 with its own impressively systematic sociopolitical and emergency infrastructures. As the project has increased in size, so has the organization: a fire emergency squad, a medical staff, a public-safety ranger program, newspapers, and radio stations have all sprung up with the help of as many as 1,000 volunteers. The physical campsite is now a town: it includes a well-marked grid of streets, a central gathering place, and a towering point-marker in the form of the Man itself. The core staffers' foresight and the pumping of profits back into the festival have allowed Burning Man to expand comfortably, safely, and exponentially.
