Women in Politics
Following the 1998 Federal Election, there are 57 women in the Commonwealth Parliament. 22 in the Senate (Upper House) and 35 in the House of Representatives (Lower House). This brings women's participation in the Commonwealth Parliament to 25.4% rising from 21.4% following the 1996 Federal election and 14% following the 1993 election. This rate is almost double the international average of 13.8%. The Coalition Government has 26 women representatives in the Federal Parliament. In addition, there are now three women ministers:

, Minister for Family and Community Services and Minister Assisting the Prime Minister for the Status of Women;
The Honourable Bronwyn Bishop MP
, Minister for Aged Care; and
The Honourable Jackie Kelly MP

This Sunday we have elections in Austria for the office of federal president. The two candidates are Heinz Fischer from the Social-Democratic p art y and Benita Ferrero-Waldner from the conservative Austrian People's P art y (OeVP). Ferrero-Waldner is probably most familiar from photos of national representatives, where she is invariably found, as Minister of Foreign Affairs, batting her heavily mascaraed eyelashes at the camera, trying to smile coquettely without smearing her lipstick ... Isn't that a terrible thing for a feminist to write about an other woman? Maybe it is the case that any claim can be made in an election campaign, but it infuriates me the way Ferrero-Waldner is trying to play the "we need more women in politics " card. Why would anyone vote for her, just because she is a woman? Do we really need more women in

    Women in Politics
    The participation of women in politics is a fundamental act involving the right to vote and be elected to political office. During the Revolution of 1911, women in China began demanding the right of political participation; a right they finally were granted by legislation passed by the Kwangtung Provincial Assembly in 1911. With the legal road thus paved, 10 women were soon elected as provincial council members, thus becoming the first women politicians not only in China, but in all of Asia. From those pioneering days, women's participation in the nation's politics has steadily grown to become a formidable force. Today, women are guaranteed a certain number of seats in representative bodies by stipulations in the Public Officials Election and Recall Law. Yet even without these minimum quotas, female candidates have enjoyed tremendous success at the polls, defeating beating their male rivals for office. Clearly women exercise a considerable influence on politics in the ROC today. On March 18, 2000, Ms. Hsiu-lien Annette Lu was elected the ROC's first woman vice president.

    What is the Act?
    The Sex Discrimination (Election Candidates) Act 2002 seeks to remove the domestic legal barrier to political parties who wish to use positive measures to reduce inequality in the numbers of men and women elected. It amends the Sex Discrimination Act 1975 and Sex Discrimination Northern Ireland Order 1976. The Act is permissive, meaning parties are free to choose what measures, if any, they wish to take to reduce gender inequality.

The 2001-2004 project was designed to promote effective and representative women leaders. This project has enabled East and Central Africa Members of Parliament to shadow each other at work, both in parliament and at the constituency level. The two Ugandan MPs who have shadowed UK MPs are The Hon. Dorothy Hyuha and The Hon. Loice Bwambale. The second group; (The Hon. Kabakumba and The Hon. Hope Mwesigye) will commence their shadowing visits in October and November 2003. Research on the exchange programme in East Central Africa was carried out in 2002.     FORGING AHEAD "Women can't do anything. They should just shut up." These are the words of a male candidate for a seat in Japan's parliament. He eventually lost the 1996 race-to his female opponent. In Japan, breaking into the male stronghold of politics is hard work. But many of the nation's women have decided they will not shut up and they are running for public office. They insist on being a part of shaping tomorrow's Japan. While women are still less than 5% of local legislators, and though more than half of local assemblies still have no women members, Japanese women continue to organize and help each other push on. As one assemblywoman says, "Even a woman at relative disadvantage, with no experience in politics, has a fair chance of winning an election if she has a network of friendly people to help her learn the practical skills, keep up with the latest information and support one another."

During the event she chided her male counterparts that if they had paid attention to their Kalevala in school, they would not be astonished that their female partners are still the same strong women they read about. "As in Kalevala you have just as capable women, leaders that are doing their own will, even if they are with men," explained Halonen, one of seven women ministers appointed to the cabinet after the 1994 parliamentary elections. "I am not just being a romantic, we have a tradition." Finland’s harsh climate and sparsely populated agrarian communities meant women's labor was essential to survival, and deprived men of their traditional role as breadwinner.
