    These limitations were included solely because the British were only prepared for limited suffrage for those who possessed a certain amount of property and education. They were not willing to consider universal adult suffrage. When a meeting of representative women's organisations in 1930 drafted a memorandum demanding immediate acceptance of adult franchise without gender discrimination, it was turned down by the British government. The same demand received a totally different response from the Indian leaders. The very next year, in 1931, the Karachi session of the Indian National Congress took the historic decision committing itself to the political equality of women, regardless of their status and qualifications. This proposal met with virtually no opposition. Laws claiming to protect women's rights have seldom evoked the same amount of hostility or opposition in India that they provoke in many other countries of the world and get to be easily endorsed by the entire political spectrum. In fact, in India there is very little difference between parties of the right or left on women's issues. For instance, the BJP's current manifesto sounds even more progressive than the left parties on women's issues. People's Response Our country has had a well-entrenched tradition whereby a party, politician or public figure bad-mouthing women in public or opposing moves for women's empowerment are strongly disapproved of and usually rejected. As far as I can remember, among our male politicians, only Bal Thackeray of the Shiv Sena had the stupidity to make some brazenly anti-women statements some years ago. In the assembly elections that followed, his party suffered a major setback in Maharashtra, which was attributed to his indiscreet anti-women remarks, among other things. Because of this, very few politicians dare attack women from public platforms except when they are in direct electoral competition with a woman.

    Welcome to the website of the Centre for Advancement of Women in Politics (CAWP). Formed in October 2000, we are based in the School of Politics and International Studies in Queen's University Belfast. We aim to foster an appreciation of women's contribution to politics, government and public decision making in the UK and Ireland. We consider women's political participation as having two important dimensions - the proportion of women in decision making and the inclusion of women's perspectives in government policies and programmes. An important part of our work is maintaining an observatory on women's public leadership. Initially, the observatory will give regularly-updated figures on women in parties, government, parliament and local government in the UK and Ireland. Later, we hope to extend this observatory to other important decision making sites.     (Click here to go direct to the Table of Contents This page aims to provide reliable, accessible and up-to-date information on women's presence in political and public leadership positions in Ireland, North and South and Great Britain. Presently it offers tables listing all current and former women members of national and devolved assemblies in Britain and Ireland, ministers, and British and Irish members of the European Parliament since 1979. There is also information on current and former British and Irish ministers, and other office-holders. Each page of current women legislators also includes a table showing what proportion of each party's elected representatives are women. Percentages on these and all other tables have been rounded up. The Observatory includes a list of all women local councillors in the North and South of Ireland and a gender breakdown of each council. Subjects can be searched through the Table of Contents below or a master index of all 600-plus subjects on the site. These lists will be regularly updated to take into account resignations, deaths, general elections and by-elections, new appointments, and biographical information. Still their number remains a measly 10 percent of the total number of elected representatives and senators of the Philippine Congress. I t is commonly observed that most if not all women in national politics in the Philippines, past and present, belong to the elite class and to established political clans. "All are college educated and endowed with special expertise." At first their politics start in political campaigns with no legislative agenda specific for women’s concerns. In time, however, largely in part to the existence of a strong women’s movement in the Philippines, women’s issues and concerns are increasingly incorporated in political platforms and the legislative agenda of women candidates and legislators.

From the pre-hispanic babaylan or katalonan - the chief priestess in the barangay to the women leader and advocate of recent times , history presents a tableau of the Filipinas bravely asserting their inherent rights to participate in the shaping of the community and nation equal to Filipino men. Part II: The Suffragists As we celebrate the centennial of Philippine independence, let us also celebrate the role of the Filipino women in history and nation-building. We celebrate the role of the babaylan as one of the most important if not the most important community leader of pre-colonial times, the active and prominent role of women in the Philippine revolution and succeeding historical events which liberated the Philippines from colonial and imperialist rule and shaped the present Filipino nation.
