Statutory References: Section 15.94; Chapter 38. The Wisconsin Technical College System Board is the coordinating agency for the Technical College System. The WTCS Board establishes statewide policies and standards for the educational programs and services provided by the 16 technical college in Wisconsin. Each technical college serves a geographical area referred to as a district. The WTCS Board meets approximately six times a year. WTCS Board administrative operations are carried out by the WTCS President and the office staff. For purposes of this web site, the staff are collectively referred to as the WTCS Office. The WTCS Board supervises technical college operations through reporting and audit requirements and consultation, coordination and support services. It sets standards for building new schools, adding to current facilities. Through the WTCS Office, it provides assistance to technical colleges in meeting the needs of target groups, including services for the disadvantaged, the disabled, women, dislocated workers, the incarcerated and minorities. The WTCS Board administers state and federal aids. It works with the Wisconsin Department of Public Instruction to coordinate secondary and postsecondary vocational and technical programs. It also cooperates with the University of Wisconsin System to establish coordinated programming in order to make the services of the two agencies fully available to state residents. The board cooperates with the Wisconsin Department of Workforce Development to provide training for apprentices.

School-to-Work
In Wisconsin, School-to-Work is a system of education-related opportunities that center on actively preparing all students to enter the global workforce of the future. These opportunities provide students with strong academic, technical, and life skills deemed by both business and educational leaders to be necessary skills for the future. The partnerships between business and education that have been developed throughout the state are the foundations of the School-to-Work system, and connect the classroom to the community and the world of work. Students in Wisconsin's 426 school districts have access to School-to-Work opportunities. the programs are coordinated locally by school-to-work, youth apprenticeship, tech prep, and vocational educational coordinators located in elementary, middle, high schools, technical colleges, the University of Wisconsin system, Cooperative Educational Service Agencies (CESA), chambers of commerce and other community organizations. And the United States
By Dennis W. Redovich The war against public education in the United States is being callously waged, using ineffectual high stakes standardized tests as weapons, by the Bush Administration and conservative foundations such as the Thomas B. Fordham Foundation and numerous others. And now the opponents of public education have targeted vocational education and the Perkins Act for vocational education for devastation. It is unbelievable because there is absolutely no rational reason for national high stakes academic testing for vocational or K-12 public education in the United States and to require that “all” high school vocational students enroll in and pass high-level academic courses The following are two direct quotes from an April 5 White House press release titled Better Training for Better Jobs, Today’s Presidential Action

http://www.ncrel.org/sdrs/areas/issues/envrnmnt/stw/sw500.htm
Critical Issue:
Providing Professional Development Activities for School-to-Work Initiatives
ISSUE: Successful school-to-work (STW) initiatives require academic and vocational staff who can integrate vocational and academic education, provide work-based learning opportunities in partnership with local businesses, and prepare all students for work or further education. These teachers, in turn, need professional development to gain a working understanding of the conceptual and practical applications of STW efforts. OVERVIEW: As STW initiatives move from the planning stages to full implementation across the nation, professional development will play an essential role. School leaders can use professional development programs to communicate a shared vision of STW reforms and provide access to the skills needed to support those reforms. All staff - from vocational and academic teachers to counselors and administrators - should have opportunities for professional development in the following areas:
