CHAPTER PI 34 AND THE WISCONSIN TEACHER STANDARDS
The national movement to develop standards for both pre-kindergarten through grade 12 schools and higher education and the demand for greater accountability of teachers and students to demonstrate what they know and are able to do are primary forces behind the creation of the new Chapter PI-34, Wisconsin Administrative Code. The section of PI 34 that deals with teacher program approval became effective on July 1, 2000. The section that deals with teacher licensing will be effective on July 1, 2004. College Project Produces American Indian Teachers The College of Menominee Nation and the University of Wisconsin-Eau Claire recently completed the first two years of a major education project to increase the number of American Indians as classroom teachers. The project is a collaborative effort between the College of Menominee Nation, The University of Wisconsin-Eau Claire, the Wisconsin Indian Education Association, the Wisconsin Department of Public Instruction, and several school districts in Northeast and Northcentral Wisconsin. In August 2000, the College of Menominee Nation was notified they were one of 17 nationwide recipients of a three-year grant from the Office of Indian Education Program at the U.S. Department of Education. The collaborative project is to train ten American Indian individuals from area tribal communities as elementary school classroom teachers. The program from the Department of Education is an initiative to address the classroom teacher shortage and to train more American Indians as classroom teachers. On May 18, 2002, ten American Indian women representing the Menominee, Stockbridge-Munsee, Oneida, Potawatomi, and Lac du Flambeau Ojibwe tribal communities graduated from the University of Wisconsin-Eau Clair with a Bachelor of Science degree in elementary education. Three of the participants graduated with academic honors and eight of the ten were named to the Dean's List for the 2002 spring semester at UW-EC. This initiative increased the number of Native American teachers in the state by 12%.

Project Type: Local/Urban Recruitment for this program takes place through local 'home-grown' recruitment methods, with the assumption that teachers will be more committed to their students if they come from and are an integral part of the community in which they have chosen to teach. Wis. Const. Art. 1, Sec. 18. The term "religious seminaries" has been interpreted to include nonpublic schools where religious instruction is provided. State ex rel. Reynolds v. Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

PK-16 Leadership Council honors excellence in education
MADISON - Programs that are making significant contributions toward improving student learning and teacher performance have been honored by the Wisconsin PK-16 Leadership Council. The council presented the Programs of Distinction Award to three outstanding PK-16 initiatives. The council also recognized the achievements of six additional programs by creating the Promising Practices Award. The Wisconsin PK-16 Leadership Council is comprised of leaders from the state's four educational sectors: K-12 schools, the University of Wisconsin System, the Wisconsin Technical College System, and the state's private colleges and universities. This voluntary council works with leaders in business, industry and government to enhance learning and learning opportunities throughout the state, preparing all students to live in and contribute to a vibrant 21st century society.

Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).

English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.
