Wisconsin Center for the Blind
and Visually Impaired
April 2003 Report Highlights
Increases in the Center’s expenditures primarily result from expanded outreach efforts.
Residential school enrollment has increased, but short-term enrollment has not.
The Center does not maintain basic information about its summer programs for youth.
The Center has implemented many, but not all, of the transition plan’s outreach objectives.
Additional effort is needed to improve the Center’s provision of services. Key Facts and Findings 1999 Wisconsin Act 9 created the Center and allowed it to provide outreach services statewide. In FY 2001-02, the Center spent $7.1 million, including $4.6 million in general purpose revenue. Residential school enrollment increased from 62 students in 1997-98 to 84 students in 2001-02. Approximately 75 percent of enrolled students have disabilities in addition to visual impairments.

  • Wisconsin statutes call for state reimbursement of 63% of "aidable" special education costs from a categorical aid appropriation; yet the actual reimbursement rate has fallen far below that standard and is expected to be about 34% this year. The gap between the 63% standard in the statutes and the actual reimbursement level amounted to $223.5 million in 1997-98. The special education appropriation has declined from 13.3% of state school aid in 1989-90 to 6.9% this year, and it would drop to 6.3% in FY 2000-01 under the proposed budget.

Although categorical aid for special education does not count against a district’s revenue growth limits, that exemption provides no relief to the vast majority of districts as long as the categorical appropriation remains frozen at its current level. The Audit Bureau report concluded that, "if special education costs had increased at the same rate as regular education from FY 1992-93 through FY 1997-98, $59.9 million more would have been available in FY 1997-98 to fund regular education."

Clark sometimes downplays his Army background, and criticizes the military's "don't ask, don't tell" policy on gays. But there is one military institution he vigorously defends: the controversial academy once known as the US Army School of the Americas. Opposition to the school, which trains military officers from Latin American countries, has long been a cause celebre among some Democrats and liberal activists, who say the academy has trained some of the most notorious criminals of the region and teaches skills that Latin American armies sometimes use against their own citizenry. PAUL, Minn.(BUSINESS WIRE)Dec. 22, 2003 Lawson Software (Nasdaq:LWSN - News) is announcing that the Madison Metropolitan School District has selected the company to provide an integrated software solution to support district financial, procurement and human resources operations. The multi-million dollar contract, signed in Lawson's second quarter of fiscal year 2004, includes implementation services from Lawson. MMSD is Wisconsin's second-largest school district, with 4,000 employees. Lawson will consolidate MMSD financial, human resources and purchasing processes into one integrated system. The result will be a single, accurate source for information about district services, budgets, staff and financial performance. "The impact of this is enormous," said Roger Price, assistant superintendent of business services for MMSD. "Like a lot of districts, we accumulated a variety of software applications that don't talk to each other. Right now, if you try to measure financial performance or track budgets, you will get multiple versions of potentially conflicting data, depending on which database you access."

Thank's a bunch! Now some news about the 44th that will be held in West Bend. The theme SQUARE UP IN KETTLE COUNTRY was chosen for two reasons. We are located in an area that has several cookware manufacturers and is also the gateway to the Kettle Morain State Forest. Now some news about the West Bend has excellent facilities, lots of room, good parking, food on site, plus excellent restaurants and motels close by. This facility is also air-conditioned. Colors are raspberry and anything. Our committees are busy working to make this convention a very enjoyable experience. The attendance at past conventions has been declining over the past several years. Last year a little over 1,000; two years ago, 1,152; three years ago, 1,252. It's time to reversethat trend.

Wisconsin School Finance History The Wisconsin Constitution provides in Article X, Section 3, that "The legislature shall provide by law for the establishment of district schools, which shall be as nearly uniform as practicable...." State policy determines that “...the state must guarantee that a basic educational opportunity be available to each pupil...” and “...the state should be obligated to contribute to the educational program only if the school district provides a program which meets state standards.” The 1949 legislature provides for distribution of both equalization and “flat” aid. A district not eligible to receive equalization aid receives flat aid; i.e., a fixed amount per student. A complete tax base equalization program is enacted that provides a much higher appropriation of equalization aid to relieve local property taxes; discontinues general flat aids; institutes a power equalizing program providing for "negative aids”; and separates the shared cost into primary and secondary levels with a two-level system of state aid in which school costs which exceed the statutory ceiling of aidable costs are supported at a lower level of state aid to serve as a disincentive to high levels of spending. The Wisconsin Supreme Court declares recapture of local excess property taxes unconstitutional.

Highlights of Wisconsin's French Connections Fair University of WisconsinMilwaukee Campus May 7, 1998 The "Wisconsin's French Connections" Sesquicentennial project is made possible in part by a grant from the Wisconsin Humanities Council. We would also like to thank the French Ministry of Foreign Affairs, the French Consulate General, the Canadian Consulate General and GE Medical Systems for their generous support of the project and the Fair.
The Wisconsin's French Connections Fair was probably one of the biggest French-related school events to be held in Wisconsin. On May 7, 1998, nearly 2000 students and teachers from as far away as Kenosha, Madison and Oshkosh came to UW-Milwaukee to contribute their projects and view an array of "French Connections" from as far back as 1632 to the present. Each student and teacher received a "Passport" which helped them plan their "visit" to all the displays, performances, activities and tasty treats. We don't have photos of all the participants and displays but to get an idea of the variety of contributions, please take a look at the complete WFC Fair program Students entering the Wisconsin Room
