72 Wisconsin Schools Fail To Meet State Guidelines For Test Results

Milwaukee schools aren't making the grade. Seventy-two schools were identified by the state Department of Public Instruction as failing to meet state guidelines for standardized test results in reading and math in fourth, eighth or 10th grades. Of just better than 2,000 schools in Wisconsin, 72 failed to meet the standards. Milwaukee alone had 58 schools fail. The MPS superintendent said the district has taken steps to increase test scores. ABOUT THE PROGRAM

The Music Department is a part of the College of Arts and Communication. Housed in the Center of the Arts, it has numerous facilities, including the 1,300-seat Irvin L. Young Auditorium and the 350-seat Recital Hall, as well as ample rehearsal space for the numerous performing ensembles. The Music Department also has thousands of recordings and musical scores available, Macintosh/MIDI computer stations, and audio/video equipment for student use.
CAREER OPPORTUNITIES
Music Education graduates have a long tradition of success within the music education profession. Graduates are extensively prepared and certified to teach instrumental, choral or general music in the public schools. Performance majors are provided the intensive study and performing experiences needed for professional work and for entrance into graduate study. The Music Theory/History major prepares students who are interested in college teaching, music publishing, library work, or composition. This degree emphasizes discipline and preparation for graduate study in the fields of theory/composition and musicology and stresses both research and creativity. Students interested in combining music and business may prepare themselves by pursuing a bachelor of arts degree with a minor in business or arts management. PLACEMENT
Students who graduate from the Music Department have an outstanding record of success. Placement of Music Education graduates averages over 90 percent for those actively seeking employment. Students who prefer to attend graduate school have also had a strong record of acceptance into graduate study.

Coca Cola's recent loss of a landmark school district contract doesn't spell the end of in-school marketing. But it may be a portent of increased scrutiny for advertisers targeting kids in schools. Coke had enjoyed exclusive vending rights in the 49 schools of the Madison, Wis., school district since 1997, in return for cash for school programs. The school district was the first to sign a contract of that scope, and the Madison school board's vote to end the relationship is making national news. One in-school marketing expert, who asked that his name not be used in connection with the Coke controversy, says Madison is an isolated incident. "As far as Madison is concerned, I think the proximity to the Center for the Analysis of Commercial Free Education at the University of Wisconsin at Milwaukee played a major role." The center has been an outspoken critic of Coke and its contracts with schools, citing concerns about the nutritional value of Coca Cola's beverages. "Also, the Wisconsin-milk connection probably didn't hurt," he says. But the dairy crowd is not alone in taking a second look at corporate contracts with schools. The General Accounting Office last week released "Commercial Activities in Schools," a report detailing the growing in-school marketing industry and noting the lack of strong state legislation designed to govern in-school advertising. While the report makes few judgments about the effects of in-school advertising or the appropriateness of corporate messages in school, media coverage is targeting the usual suspects: Channel One, ZapMe! and Coke are being blasted.

General Mitchell International Airport - Milwaukee
As part of an ongoing effort to mitigate airport-associated noise, a $10.257 million project will sound insulate 153 homes and three schools near General Mitchell International Airport in Milwaukee. The state of Wisconsin and Milwaukee County are each contributing $1,025,700 towards the project. The Federal Aviation Administration is providing the remaining $8,205,000. Some $50 million has now been invested in noise mitigation efforts at General Mitchell Airport since 1995 and another approximately $25 million is expected to be invested over the next several years. About 1,750 buildings are eligible for the noise mitigation work including private residences, schools and apartment buildings. Improvements can include new windows, doors, wall and ceiling insulation, and in some cases, mechanical improvements. Victory, Cedar Hills and Fernwood are the three schools involved in this most recent round of improvements.

State Approval and Accreditation: What is the Difference? We often get calls asking if a school is accredited. While some of EAB approved schools are accredited, the function of the Educational Approval Board (EAB) is to approve schools to operate in Wisconsin, or in the instance of out-of-state schools, approve schools to serve Wisconsin residents. The United States has no federal ministry of education or other centralized authority exercising single national control over postsecondary education institutions. The states assume varying degrees of control over education, but, in general, institutions of higher education are permitted to operate with considerable independence and autonomy. As a consequence, American educational institutions can vary widely in the character and quality of their programs. In Wisconsin, EAB is the agency charged with overseeing and approving all post-secondary institutions serving veterans, for-profit postsecondary schools, out-of-state nonprofit colleges and instate nonprofit training institutions incorporated after January 1, 1992. The impetus for these actions is consumer protection and the assurance that students get quality programs in schools that are held to firm programmatic and operational standards.
