Establishing Eligibility To obtain education benefits from the Wisconsin Department of Veterans Affairs (WDVA), veterans must meet military service requirements and state residency requirements set by the State Legislature. In some instances, family members of eligible Wisconsin veterans also may obtain WDVA benefits. All WDVA education benefits have maximum income limits except for the Personal Loan Program. Contact the local County Veterans Service Office for more information and to apply for WDVA benefits. The following information about WDVA benefits and services is not all inclusive and may change without notice. Personal Loan Program (PLP) Veterans may qualify for low interest rate personal loans with up to 10 years to repay. The PLP may be used for the education of veterans, their spouses, and children.

Troops to Teachers Program (TTT)
  • TTT is a joint program of the U.S. Departments of Defense and Education that assists departing active duty military personnel, veterans and certain members/retirees who are associated with the reserve components, to transition to new careers as public school teachers.
    The program provides information, referral and financial assistance to eligible individuals who are interested in gaining certification and employment as teachers. These services are provided through a network of state offices across the country and a national office in Pensacola, Florida.
    In Wisconsin the TTT Office is located within the Wisconsin Department of Veterans Affairs (WDVA) in Madison. Contact information is provided below.
    Teacher licensure/certification authority for the State of Wisconsin rests with the Department of Public Instruction (DPI). Current DPI standards require all applicants for licensure/certification to have a minimum of a bachelor's degree. Actual employment decisions are made exclusively by school districts.

SERVICE ACADEMIES This page provides a general overview of the basic information for what is involved in competing for a nomination to one of the service academies. Basic Applicant Eligibility Requirements In order to apply for a nomination from any nominating source, interested applicants must meet the following basic eligibility requirements: Applicants must be at least 17 years old and must not have passed their 23 rd birthday before July 1 of the year of admission to the selected Academy (the upper age limit is 25 for the Merchant Marine Academy). Applicants must be a citizen of the United States (and for a nomination through my office, a legal resident of the 7 th Congressional District of Wisconsin). Applicants must be unmarried and have no legal obligation to support a child or a dependent. Academy Entrance Requirements Candidates must have a nomination from an authorized nomination source in order to receive an offer of appointment to the Air Force, Army, Merchant Marine, or Naval Academies.

Boots, Initially, I found your argument quite persuasive. Upon the second reading however, I found myself questioning your logic. You admit yourself that breakfast is the cheapest meal of the day, so what's the big deal? Should all people with children in their care take up this basic responsibility upon themselves? Indubitably they should. But, as you indicated, the reality is that many parents are neglectful. I'm sure the reasons for neglecting to feed children breakfast are many and varied and most are probably just BS because the truth is they're just lazy. But none of that changes the basic "rightness" of the governor's assertion that kids need breakfast. (Forget the "moral" junk; that was a stupid approach.) It is right because it makes sense in terms of resource stewardship and biophysiology. Our country cannot properly educate and raise future leaders when those little tykes can barely think straight because of low blood glucose levels. Actually, the worst time of day is probably after lunch when their little bodies experience massive glucose and insulin spikes. If a federal program provides a cheap little breakfast to stabilize and promote the conditions necessary for learning, then why shouldn't schools take advantage of that?
