October 25, 1995, 10:30 a.m. - 12:00 noon A) Introduction Good morning. I am delighted to participate in the opening session of your conference. I want to tell you right away that I have Wisconsin roots by marriage! Paul's father, Pastor Martin Simon, was baptized, confirmed and ordained in the Zion Lutheran Church in Zachow. Paul's great grandparents had no surprise here a Wisconsin dairy farm. We have many family members and friends here and we love your beautiful state. On a library level, let me say how pleased the Commission was last year to be able to work with Doug Zweizig, Chuck McClure and others on a study of public libraries and the Internet. Dr. Zweizig is one of this country's outstanding library educators and researchers and I hope you know how fortunate you are to have him in Wisconsin! I am pleased to report that we are once again working with Doctors Zweizig and McClure to re-survey the libraries first studied in 1994. We want to begin to develop longitudinal data, to learn how much connectivity to the Internet has increased since 1994, to discover what uses libraries make of the Internet and other electronic services, and to begin to explore what changes these electronic connections have for libraries and for their users. I hope that in the future the Commission can support these kinds of studies for other types of libraries as well.

1) Introduction Good afternoon....And thank you, [Sheldon Kaye,] for that great introduction. I am delighted to be with all of you today to celebrate the launch of Portland's Operation Gateway. Sheldon, I am also proud to recognize your gifted library staff, the members of your dedicated Board of Trustees, the host of volunteers, and those personal and business contributors whose generosity has made this project a reality. Of course, this success could not have been possible without support and funding from the City of Portland. [And I am so glad that Portland City Manager Bob Ganley can be here to celebrate with us today.] As all of you know from [Sheldon's] introductory comments, the National Commission advises the President and the Congress on information policies related to libraries and information services. I serve on NCLIS along with 14 other Commissioners from different parts of the country. Only five Commissioners are professional librarians or information specialists. The rest, like me, are citizens with a special competence or interest in the needs of our society for library and information services. Ever since President Clinton appointed me NCLIS Chairperson two-and-a-half years ago, I have had the chance to pursue my life-long commitment to libraries. When I testify before Congressional Committees, I take every opportunity to talk about the terrific potential that new information technologies offer for libraries; I also hold meetings with top Federal information policy officials to discuss the opportunities Internet offers public libraries for providing enhanced community-based information services; and, finally, I have the chance to meet librarians, library supporters, and information specialists from around the country (from Maine to California), and around the globe. I learn a great deal from these meetings. And, believe me, I think that I have the best job in the entire library world!

Plagiarism Defined
Plagiarism is stealing or using the writing or ideas of others as though they are one's own. The word comes from Latin, plagium which means "kidnapping". According to West's Encyclopedia of American Law , plagiarism is "the act of appropriating the literary composition of another author, or excerpts, ideas, or passages therefrom, and passing the material off as one's own creation. Plagiarism is theft of another person's writing or ideas. "Thus, for example, plagiarism can include copying language or ideas from another novelist, basing a new song in large part on another's musical composition, or copying another artist's drawing or photograph."

      In the new library is a community room for public use.
      The mission of the Hazel Brown Leicht Memorial Library is to provide efficient access to informational materials in a variety of formats in order to promote life-long learning, recreational reading, and education support needs and interests. The Library upholds the principle of freedom of expression and ensures access to information for all. As an enhancement to the utilization of the library, the Village has provided the Mary and Jerome Klos Community Room. Use Policy and Procedure
      Application for use

      The population of the Village of West Salem grew from 3300 in 1980 to 4300 in 1999. The public K-12 student population has grown from 1235 to 1536 in the same time period. The West Salem Library serves as a resource for two private schools in the Village. Computer stations with Internet access are available. The new building is designed to serve the community in several ways. A community room is available for meetings and activities. The library has adequate adult seating, a study room, and a dedicated children's room. The West Salem community is aggressively working to provide a creative and attractive setting for life long learning for all members of our community in the tradition of Mrs. Leicht, educator and former La Crosse County Superintendent of Schools.

    Internet Use Policy: Users must sign in before working on the computer. Only those signing in are guaranteed at least a 60 minute session. Those who do not sign in may have their session ended at any time without warning. Individuals/families may sign up for 60 minute sessions renewable for an additional 60 minutes if no one else is signed up. No individual/family may sign up for more than 2 hours per day. Patrons may sign up for a session in advance by telephone or in person. Reservations have priority over walk-in users. The computer will be held for only 10 minutes past the appointment time. Groups are limited to no more than two patrons sharing a workstation. If you leave the workstation during your session, except to retrieve printouts from the networked printer, the workstation will be considered available for the next customer. The Internet is not a secure environment. Customers handling financial transactions or other activities that require confidentiality do so at their own risk.

Call to Order Chair Brelsford called the meeting to order at 7 p.m. Approval of Minutes The minutes of the April 21 meeting were approved as presented. County Library District Grant The Library System received a County Library District Planning Grant to be used if the County Library Planning Committee decided to explore the County Library District concept beyond its initial discussion. Urness moved, Eckert second, to decline the grant since the Committee is referring the county library district concept to the next county library planning committee. Motion carried. The Committee stated that their action does not preclude a local public library from pursuing a study of a public library district. Joint Public Libraries for Non-libraried Municipalities Next meeting date The committee will meet on Tuesday, June 8 at 7 p.m. in Room 117 of the Ozaukee County Administration Building.
