to E-Rate Problems
On all levels of government the goal is clear: to give every student in America Internet access. How to make this happen, however, is not so obvious. The federal government has certainly tried to lead the way by implementing the Education-rate (E-rate) program, which is designed to provide, at the latest decision, as much as $1.9 billion through June 1999 to subsidize the cost of providing Internet access and advanced telecommunications services to K-12 schools and public libraries.
However, E-rate has become bogged down in a political quagmire of controversy and funding changes, resulting in more affluent schools being left out of the loop. Many of these schools, unaware the money might get rerouted, went ahead and began the wiring process. Now these schools are scrambling to come up with the funds to complete their wiring projects. Those that cannot find the money have few options to solve the problem. One solution is the state of Wisconsin Technology for Educational ACHievement (TEACH) project.
Instead of waiting for funds to materialize from E-rate, Governor Tommy Thompson decided to connect the schools by investing $500 million of state money to upgrade schools and libraries. He did this by launching TEACH, a program that provides a range of services to accelerate the investment and use of educational technology and telecommunications to participating organizations.

The state of Wisconsin’s water reflects the actions and commitment of its citizens. Over the long run, improved stewardship of water in Wisconsin depends on broad citizen awareness and on actions taken at the individual, community, and watershed level. This in turn depends on the widespread acceptance of a shared "water ethic" that combines a critical understanding of water with an attitude of care and concern. Although adoption of such an ethic cannot be ensured, it can be encouraged through actions that offer opportunities for expanded public education and participation.
  • Wisconsin’s "Year of Water" should serve as a catalyst for public education about the future of the state’s waters, and for expanded public and private participation in water stewardship activities.

Wisconsin Science Education Leadership Association (WSELA)
The Wisconsin Science Education Leadership Association is a sharing and networking organization of science curriculum coordinators (and equivalent positions) from K-12 schools and school districts. Also participating in WSELA are staff agency representatives from the Department of Public Instruction, post-secondary institutions, science chairs, directors of curriculum and instruction, science coordinators, university faculty and staff, and others involved in teaching science to the K-12 students of Wisconsin. Meetings are organized by the Madison Metropolitan School District science curriculum coordinator and CBE and held twice a year in Madison. Topics of discussion include such issues of common interest as state science standards, professional development funding, state testing programs, laboratory safety issues, etc. The group currently has a mailing list and a listserv of about 50 educators.
