Education The No Child Left Behind Act The final version of the President's education reform proposal was signed into law in January 2002. Rep. Petri was a member of the House-Senate Conference Committee that negotiated the final bill. While providing more resources for local school districts, this landmark legislation demands results for those resources. The No Child Left Behind Act represents a sea change in federal education policy. Students will now be required to be tested in reading and math in grades 3-8. Schools that fail to make "adequate yearly progress" every year are subject to corrective action (such as conversion to a charter school, change in management or state takeover); however, schools that have difficulty meeting the new standards will get additional federal resources. Any discussion about inclusion should address several important questions: Do we value all children equally? Is anyone more or less valuable? What do we mean by "inclusion?" Are there some children for whom "inclusion" is inappropriate? There are advocates on both sides of the issue. James Kauffman of the University of Virginia views inclusion as a policy driven by an unrealistic expectation that money will be saved.
