(click the back button to return to Programs/Services/Groups list) Family Services has developed and is managing the Post-Adoption Resource Center (PARC) for Northeastern Wisconsin. As one of five centers in Wisconsin, the staff at Family Services is responsible for a seventeen county area. The PARC assists families and individuals with any needs arising from their adoption experience. Issues associated with bonding, attachment, trust, self-esteem and confidence extend far into the life of many adopted children and are present during each developmental stage, including adulthood.
  • Most adopted children who experience out-of-home care prior to adoption have special emotional needs.
  • More and more adoptions involve "special needs children" having serious, multiple physical, social and emotional needs.
  • Families and children involved in open adoptions have unique issues of their own, as do those with closed adoptions, where children and parents have little or no information about the child's biological background.
