MADISON, Wisconsin (AP) Wisconsin's attorney general has issued an opinion that the federal government can't force states to comply with the No Child Left Behind Act without fully funding it. The opinion released Thursday was the first in the country from a state attorney general on the education reform measure, according to the National Conference of State Legislatures. Attorney General Peg Lautenschlager said "clear and compelling" language in the law itself says the federal government can't make states or school districts pay the law's mandated costs for improved education. The opinion could be the first step toward a lawsuit challenging the law, said Scott Young, NCSL education policy associate. State education officials did not immediately return messages from The Associated Press Thursday evening.

ARRANGING A PASTORS INSTITUTE OR CREDIT COURSE Please read the following information and then contact the Seminary's Academic Dean if you would like to arrange a pastors institute or a credit course for a group of pastors in your part of the country. Send a prioritized list of your top three or four choices. The men will be contacted in the order that you list them. When a man has agreed to serve, the Academic Dean will notify you. From that point you can make all the necessary arrangements directly with that person. FORMAT OF A SATELLITE PASTORS INSTITUTE Pastors institutes have been arranged in a number of different ways:
1) Some have had two pastors institutes at the same time. One arrangement is to have two men present one of the five parts of their institute each morning (or afternoon) from Monday to Friday. Others have had two institutes presented over three days (three mornings and two afternoons).
2) Some were gluttons for punishment and scheduled the five parts of a pastors institute in one day. This allowed a pastors institute to be completed in one day, but it is not the most productive kind of schedule, and not a favorite of a presenter.

Financial Aid ADMISSION PROCEDURE Consistent with the aims of the program, Concordia University Wisconsin has made an effort to simplify the process of enrolling in the Adult Learning Program. The application process and registration for a given program is coordinated by the respective Center Director. Applicants for the programs must attend an information session and/or a personal interview conducted by a program representative. At the session they will receive a detailed presentation of the program and an explanation of the materials needed to enroll. If they decide to enroll in the Adult Learning Program, they will need to proceed through the following steps: APPLICATION PROCESS
  • Attend Information Session or personal interview with program representative. Complete the Application Form and submit it along with the $35 application fee to the director of the Center you plan to attend. Request that official transcripts from all colleges or universities attended be sent directly to the Center at which you are enrolling. In cases where the student is applying for an A.A. degree or has had less than one semester completed at the college level, a high school transcript must be requested.

    The Ojibwe of Wisconsin signed three major land cession treaties with the United States in 1837, 1842, and 1854, ceding their entire homeland to the U.S. and establishing reservations for four Ojibwe bands in the state. In each treaty, the Ojibwe retained their rights to hunt, fish, and gather on ceded lands in Wisconsin.
    Historical Background
    A test court case led to a series of appeals and decisions which ultimately resulted in a 1983 ruling from the U.S. Federal Court, affirming the Lake Superior Ojibwe bands' rights to hunt, fish, and gather off-reservation. The Lac Courte Oreilles Ojibwe tribe established an ad hoc commission on racism to examine relationships between Indian and non-Indian communities in northern Wisconsin. As a result of animosities rising from the court's interpretation of Ojibwe treaty-based rights, the commission held a series of hearings to gather community testimony. The commission report called on the Department of Public Instruction and the American Indian Language and Culture Education Board to enact legislation and develop curriculum focusing on Wisconsin Indian history, culture, and treaty rights issues. The American Indian Language and Culture Education Board drafted a resolution (87-1) which called on the Department of Public Instruction and the American Indian Study Committee to enact requirements for teaching Wisconsin Indian history, culture, and tribal sovereignty in Wisconsin's public schools.
