General Information
Location
Unless otherwise noted, all courses take place at the School of Architecture and Urban Planning Building, 2131 East Hartford Ave., Milwaukee, Wisconsin. The University of Wisconsin-Milwaukee campus is located between the Locust Street and the Capitol Drive exits, east of I-43.
Parking
There is metered evening and weekend parking in the lot west of the new building, behind Engelmann Hall and in the lot west of the Cunningham building (free on Saturday and Sunday) on the corner of Cramer and Hartford. Public parking is also available at all times in the Union, 2200 East Kenwood.
Cancellations and Transfers
You may cancel or transfer your reservation up to five business days prior to the program and receive a full refund. Cancellations or transfers during the final five business days will be charged a $20.00 administration fee, and enrollees who fail to attend without properly cancelling, or who cancel after the program starts, will be liable for the total fee.
Special Needs
Please advise us at the time of registration if you are disabled, physically challenged or need any special accommodations. Requests will be kept confidential.

Family Living Healthy Living Especially for Women ... Annuities and IRAs Planning for Disabled Children The right to an appropriate education at public expense is guaranteed to all children with disabilities, regardless of their family's income, assets and resources. However, careful planning is necessary to preserve eligibility for most of the other publicly funded disability related programs, during the child's minority and especially as the child reaches the age of majority (usually age 18). Basic Will Planning by Parents The use of a carefully drafted will is essential in preparing an estate plan for families in which there are children who have disabilities. One must attempt to maintain the child's eligibility for the basic government services, both to maximize the resources available to meet the child's needs and to ensure access to the public service delivery system. This must be done with a recognition that those basic government services are not going to be adequate to meet all the child's needs. In almost all cases, parents, grandparents, and other relatives should consider making arrangements to the effect that the family member who is disabled does not own or receive legal title to the parents' or relatives' money, real estate or other assets, whether transferred by will, inheritance or gift. This may be good advice even if the child is "legally competent" and only experiences physical or sensory disability. Nor should the disabled individual be designated as a direct beneficiary of any life insurance or retirement programs.

Schools cope amid growing disabled-student population, special-education expenses By Kathy Walsh Nufer Post-Crescent staff writer Freedom made the commitment to ensure all children equal access to a public education well before state and federal governments made it law in the early 1970s, he said. Yet, in times of tight budgets there is no denying the mounting cost of educating everyone from the blind, deaf and medically fragile to children with cognitive and emotional disabilities and speech delays. While Congress considers reauthorizing the 28-year-old law now known as the Individuals with Disabilities Education Act (IDEA), area school systems are picking up the bulk of the bill for an ever-growing number of special-education children. Two dozen Fox Valley school districts spent more than $62 million in district, state and federal dollars in the 2000-01 school year to educate 7,597 students with disabilities, according to the Wisconsin Policy Research Institute. In the coming school year, Freedom, with a total enrollment of 1,590, will spend $1.9 million of its $12.2 million operational budget educating 215 children with disabilities.

The West Allis Chamber of Commerce is proud of its vigorous business climate and is a strong advocate of community involvement. Its directory lists over 400 members covering everything from accountants to video productions. Commerce and industry are king and queen here. Since 1985, West Allis has consistently maintained unemployment rates below the Milwaukee metropolitan area. The current rate is less than 2 percent, less than half Milwaukee's 4.3 percent. The other side of the coin is that all this economic vigor leaves the residents of West Allis with a higher-than-average expendable income, or "buying power". West Allis residents have a per capita and household "Effective Buying Income" (EBI) exceeding the state and national average. West Allis' healthy economy has led to considerable commercial and industrial expansion. Several vacant industrial buildings in the older eastern industrial section of the city have been purchased and are either occupied or are being redeveloped. Vacant land in the western end of the city has been acquired for several commercial and residential projects. [Top of Page] West Allis boasts several art galleries. The City Hall Gallery is open to the public eight months of the year, free of charge. It exhibits local, state and national works of art, as well as shows for students and faculty of area art schools. The Gallery also exhibits works by local citizens and art associations at the annual Fountain Art Fair on Memorial Day Weekend. Other commercial art galleries are located in West Allis and in nearby communities.

Over ninety percent (90.26%) of Special Education teachers in Wisconsin during the 1998-1999 school year were fully certified thus meeting the GPRA goal of 90%. The only disability area that did not meet this goal was Emotionally Disturbed with 77.90% teachers fully certified. Six hundred forty-three people completed licensure in the areas of cognitive disability (CD), learning disabilities (LD), and emotionally disturbed (ED) in Wisconsin. A total of 163 full-time equivalent positions were filled in the three categories by Wisconsin-prepared inexperienced teachers in the Wisconsin Public Schools for the 1998-1999 school year. Forty-three percent of the new, Wisconsin-prepared teachers without experience secured positions in the field. Many of these teachers had licenses in more than one special education field, which increased their employability (many finding positions in cross-categorical programs). Two people completed licensure in the area of hearing impaired in Wisconsin during the 1997-1998 school year. A total of four full-time equivalent positions in hearing impaired were filled by Wisconsin-prepared inexperienced teachers in the Wisconsin Public Schools for the 1998-1999 school year. The Wisconsin employability of first year teachers in the field of hearing impaired over the past three years has averaged 100 percent. Data suggests that the number of teachers being prepared in the field of hearing impaired could be increased to better meet the state's needs.
