The Wisconsin Rapids Board of Education welcomes public participation in its meetings and encourages citizens to express their views on subjects related to the Wisconsin Rapids Public Schools. Wisconsin School Boards deal with local conditions and decide local issues. Their power and authority, as established in the Wisconsin Constitution, is derived from the state. Wisconsin laws provide specific direction for the organization of school boards in school districts such as Wisconsin Rapids. School Board powers are limited to matters for which there is specific statutory authority or to matters, which are essential to the accomplishment of the purposes for which the school district was created. Numerous state and federal laws also affect or limit the way a school board may exercise its power. The District is managed by the administration, working within the meaning and intent of Board policies. The administration is guided by the Superintendent.

A psychologist is an individual who holds a valid Wisconsin license under s. 455.04(1), Wis. Stats. The practice of psychology means rendering to any person for a fee a psychological service involving the application of principles, methods and procedures of understanding, predicting and influencing behavior, such as the principles pertaining to learning, perception, motivation, thinking, emotions and interpersonal relationships; the methods and procedures of interviewing; counseling, psychotherapy, psychoanalysis and biofeedback; and the methods and procedures of constructing, administering and interpreting tests of mental abilities, aptitudes, interests, attitudes, personality characteristics, emotion and motivation. The application of these principles and methods includes, but is not restricted to all of the following: a. psychological diagnosis, prevention, and treatment of problems in behavioral, vocational, educational, emotional, sexual, neuropsychological and mental disorders.

BACKGROUND
The need in Wisconsin to strengthen efforts to communicate the value of EE and increase support for EE was identified at the 1995 Wisconsin Environmental Education Board EE Summit. Both the Wisconsin Association for Environmental Education (WAEE) and the WEEB discussed strategies for addressing this need. In 1998 an ad-hoc committee of the WAEE Board, chaired by Paul Wozniak developed a WAEE Communications Plan addressing this need. Also during 1998 the staff of the UW-SP based National Environmental Education Advancement Project (NEEAP) worked with representatives of the WAEE Communications Committee, WEEB, the Wisconsin Center for Environmental Education, UW Extension, and the Wisconsin Department of Natural Resources to develop the " EE Works for Wisconsin " promotional materials. In January of 1998 NEEAP and the WAEE Communications Committee sponsored a media training workshop for Wisconsin EE leaders. Also during 1998, a Communications Committee of the Wisconsin Environmental Education Board, chaired by Pat Marinac, developed a plan to build upon previous efforts to promote EE in Wisconsin. During the summer of 1999 Dr. Rick Wilke proposed bringing together the WAEE, WEEB and NEEAP efforts for the purpose of more effectively promoting EE in Wisconsin. He offered the assistance of graduate students in his EE Research Seminar. The graduate students with advice from Dr. Wilke and input from key representatives of WAEE, WEEB and NEEAP designed and assisted in the implementation of a communication plan to promote EE in Wisconsin. The group used the WAEE Communication Plan as a starting point in the development of their plan.

The Ojibwe of Wisconsin signed three major land cession treaties with the United States in 1837, 1842, and 1854, ceding their entire homeland to the U.S. and establishing reservations for four Ojibwe bands in the state. In each treaty, the Ojibwe retained their rights to hunt, fish, and gather on ceded lands in Wisconsin.
Historical Background
A test court case led to a series of appeals and decisions which ultimately resulted in a 1983 ruling from the U.S. Federal Court, affirming the Lake Superior Ojibwe bands' rights to hunt, fish, and gather off-reservation. The Lac Courte Oreilles Ojibwe tribe established an ad hoc commission on racism to examine relationships between Indian and non-Indian communities in northern Wisconsin. As a result of animosities rising from the court's interpretation of Ojibwe treaty-based rights, the commission held a series of hearings to gather community testimony. The commission report called on the Department of Public Instruction and the American Indian Language and Culture Education Board to enact legislation and develop curriculum focusing on Wisconsin Indian history, culture, and treaty rights issues. The American Indian Language and Culture Education Board drafted a resolution (87-1) which called on the Department of Public Instruction and the American Indian Study Committee to enact requirements for teaching Wisconsin Indian history, culture, and tribal sovereignty in Wisconsin's public schools.

ACLU of Wisconsin Files Lawsuit Challenging Censorship of Gay Books
Hearing Scheduled for March 3rd February 24, 1999 On February 16, 1999 a group of parents and students filed a lawsuit challenging the removal of books on gay themes from the Barron (WI) High School library. The American Civil Liberties Union of Wisconsin (ACLU/WI) has brought this lawsuit on behalf of the plaintiffs to protect the right of Barron High School students to receive information that is protected by the First Amendment. The plaintiffs' action calls the removal of the books unconstitutional and seeks their unrestricted return to the high school library shelves. ACLU/WI Executive Director Chris Ahmuty said, "The plaintiffs and ACLU have been extremely patient with the School Board, but the District continues to engage in censorship. The District is harming its own students, both straight and gay. It must stop, even if that means a lawsuit."

ACLU Challenges School's Banning of Gay Books
October 6, 1998 The American Civil Liberties Union of Wisconsin (ACLU/WI) on October 6, 1998, urged the Barron, Wisconsin, Area School District to reconsider its decision to remove four gay-themed books from the Barron High School Library. The district acted after receiving a citizen complaint about several books. District Administrator Vita Sherry ordered the removal of Baby Be-Bop by Francesca Lia Block and When Someone You Know is Gay by Susan and Daniel Cohen. The School Board ordered the removal of two additional books Two Teenagers in Twenty by Ann Heron and The Drowning of Stephan Jones by Betty Greene. All of the removed books deal with gay themes.

The College: History and Development The Midwest College was founded in 1979, making it one of the oldest schools of Acupuncture and Oriental Medicine in America. It was the first accredited College of Oriental Medicine in both Wisconsin and Illinois. The College has collaborated with leaders of Chinese medical education to create a rigorous academic program with broad clinical experiences and has a strong appreciation of the natural healing philosophies of Asia. The subtle balance of clinical science and compassion, developed in class and nurtured during internship, teach to the "Heart of Chinese Medicine". This is the key to creating a successful practice. Location and Facilities The Midwest College will open its new building in this July, in Racine.
