Do Wisconsin School Boards Work? Recent survey shows they do, but there is room for improvement By LuAnn Bird Note from Tony Palmeri: LuAnn Bird served 6 years on the Oshkosh Area School District Board of Education (1995-2001), including her last 2 years as Board President. She graduated from Alverno College in December of 2001 with a degree in Community Leadership and Development. She had the honor of being selected as student speaker, and her speech can be found here . Last fall LuAnn took an in-depth look at Wisconsin's school boards as part of a course she was taking at Alverno. Her study, called "Do Wisconsin's School Boards Work?," was recently published in the Wisconsin School Board News. The version of the study appearing below was adapted to newly elected school board members. It appears on the Commentary web site with LuAnn's permission. LuAnn Bird can be emailed at labird@new.rr.com April 2002 Congratulations on being elected to serve as a member of your local school board. By dedicating your time to education, you are making a commitment to ensure our children will have the skills they need to be successful in our rapidly changing, global society. After serving for six years on the Oshkosh School Board, I know how challenging yet rewarding your job can be. When I was elected in 1995, our board was struggling with ineffective governance. We made a conscious decision to get out of the business of micromanaging. I attended the

The Wisconsin Program for Physician Assessment and Individualized CME In 1986 the Wisconsin Medical Examining Board approached the University of Wisconsin Office of CME (UWOCME) with the request that we develop the means by which a physician's knowledge and abilities could be assessed in relation to his/her medical responsibilities. Since that time approximately 130 physicians have been through individualized assessments based on the profiles of their respective practices. Approximately 100 have undertaken education programs which were deemed necessary following the assessment. The Program attempts to provide educational resolution to problems which may arise between physicians and bodies who have the responsibility of maintaining surveillance over his/her activities. What are we?

December 2003 Meeting
Day Two News Summary
Congressmen update regents on Higher Education Act
U.S. Reps. Ron Kind (left) and Tom Petri (right) spoke to the Board of Regents Friday about their work on the reauthorization of the Higher Education Act. They are pictured with Regent President Toby Marcovich of Superior. U.S. Reps. Tom Petri (R-Fond du Lac), and Ron Kind (D-La Crosse) told the board that their work on the reauthorization of the Higher Education Act is intended to help alleviate some of the fiscal pressure universities are experiencing as a result of budget cuts. Kind also noted that for the first time in 10 years, Congress is expected to freeze the level of funding provided by Pell grants for the next fiscal year. Regent Peggy Rosenzweig of Wauwatosa asked if public outcry may be able to influence a change in that plan, but Kind said the decision is almost certain to be voted on when the House returns to session next week. Petri said the House is forwarding the Higher Education Act as seven separate bills, which has allowed them to devote more attention to the provisions. He said the House has already passed four of the seven bills, while the Senate is expected to pass the measures as one package.
