NUMBER 207 THE NEWSPAPER OF EDUCATION RIGHTS APRIL 2003 At Wisconsin High School, Students Behave As They Eat
APPLETON, WI - The Central Alternative High School in Appleton instituted a new healthy lunch program in 1997, administered by a private group called Natural Ovens. Suddenly, the revolving discipline plans, metal detectors, security officers, and all the other tactics schools currently use to deal with rowdy students were no longer needed. Could the answer to public schools' discipline woes really lie in what students eat? According to a newsletter called Pure Facts, eliminating behavior problems was as simple for Central Alternative's principal LuAnn Coenen as eliminating junk food. School lunch menus changed drastically. All the soda and junk food vending machines were removed. Fast-food hamburgers, fries, and burritos were tossed out, and replaced with healthy alternatives including fresh salads, meats, whole grain breads, and fruits. The results have been impressive. Pure Facts reports that "grades are up" at the high school, "truancy is no longer a problem, arguments are rare, and teachers are able to spend their time teaching."

Fast-food burgers, fries, and burritos gave way to fresh salads, meats "prepared with old-fashioned recipes," and whole grain bread. Fresh fruits were added to the menu. Good drinking water arrived.
Vending machines were removed.
As reported in a newsletter called Pure Facts, "Grades are up, truancy is no longer a problem, arguments are rare, and teachers are able to spend their time teaching."
Principal LuAnn Coenen, who files annual reports with the state of Wisconsin, has turned in some staggering figures since 1997. Drop-outs? Students expelled? Students discovered to be using drugs? Carrying weapons? Committing suicide? Every category has come up ZERO. Every year.

    Since the mid-1990s, the widespread adoption of stringent discipline policies such as zero-tolerance has led state legislatures to become more involved with crafting alternative education policy and has fueled the creation of an unprecedented number of programs for suspended and expelled students and those students who are at-risk of education failure. Throughout the United States, public school alternative education programs vary, depending on individual program objectives, goals and scope of program implementation. These pages were assembled as a research tool for policymakers interested in learning more about alternative education policy, programs and students.

... Spotlighting school forest champions "T urn it on its back. That way it won’t scratch you,” one of the college-aged “Woodsies” told the student holding the Blanding’s turtle. The turtle had just been captured by Fort McCoy biologist Tim Wilder after students located it using radio telemetry. We were tracking and capturing radio-tagged turtles as part of the West Salem school forest overnight program for seventh graders. These 50 students are just a few of the school-aged children and adults enjoying exciting opportunities at school forests across the state.

Wisconsin has a long and proud school forest tradition. The school forest idea was borrowed from Australia by Dean Russell of the UW College of Agriculture assisted by Wakelin “Ranger Mac” McNeel, state 4-H leader, and Fred Trenk, a UW-Extension Forester. Russell had spearheaded legislation to set aside community forests. The Community Forest Law of 1927 allowed schools, organizations and municipalities to own property specifically managed for forestry. The first school forests in the United States were registered in Wisconsin the following year at Laona, Wabeno and Crandon.

Wisconsin Develops E85 Marketing Handbook
As part of the E85 Marketing Development Campaign supported by the GLRBEP, the Wisconsin Alternative Fuels Task Force issued a survey to approximately 70 auto dealerships in the Milwaukee area to gauge knowledge and level of interest in E85 fuel and FFVs among dealer sales consultants. In response to feedback from the dealer survey, a handbook was developed to provide E85 information in one convenient source. The Fuel Your Drive with E85 Handbook: Information on E85 Fuel and Flexible Fuel Vehicles provides information on E85 fuel, E85 refueling stations in Wisconsin and nationwide and a listing of E85 FFVs by auto manufacturer. The handbook will be distributed to new car dealerships in Milwaukee, Madison, Janesville, and Tomah as part of a complete package with E85 pens, E85 static stickers and E85 coupons. The intent is to provide dealers with additional sales tools that promote E85 for handout to customers.

GLRBEP Director Fred Kuzel was part of a panel discussion on alternative energy at the September monthly meeting of Green Drinks Chicago. Other panelists included a representative from Spire discussing solar power, and a University of Illinois-Chicago speaker on wind power. This is function is part of an international movement for persons interested in sustainability/environmental issues to socialize and network. Over 70 people from many professions attended, including those from government, architects, activists, urban planners, students, etc.

HOW TO APPLY
  • Complete the UW System standard admission application form, available at any Wisconsin high school or UW System admissions office or by downloading and printing from the Web at apply.wisconsin.edu/stp/undergrad . The UW System electronic application provides an alternative to the written form and allows you to apply and submit your application online.
    New freshmen must pay a $35 non-refundable application fee. The fee is good for one year (two semesters and a summer session). A check or money order, payable to the University of Wisconsin, must accompany the application form. Please do not enclose cash.
    If you are still in high school, submit the completed application form and fee to the guidance office at your high school. Your high school guidance officer will forward your application to us with a copy of your high school transcript.
    If you have already graduated from high school, submit the completed application form and fee to the UWSP Office of Admissions. Ask your high school to send us an official copy of your high school transcript.

    As part of the Rockets for Schools program, a B-2 Stealth bomber did a fly-by over the Sheboygan Lakefront. Below are several pictures taken of the Stealth. Visibility was very bad, lots of clouds, and it flew by very very quickly. Photos were taken by John Hoppe.

    Fog helps Stealth live up to name

    If the pilot hadn’t “kicked up the noise,” a B-2 stealth bomber probably would have passed overhead unseen Saturday thanks to the extensive fog that shrouded the waterfront for most of the day.
    “The ceiling is 1,000 feet and visibility is one-quarter of a mile,” Navy Lt. Ron Roen relayed to B-2 bomber pilot Air Force Capt. David Thompson. “Could you make some noise so we could at least hear you if we can’t see you?” Roen asked.
