  • Mr. PAUL. Mr. Speaker, I rise to introduce legislation to forbid the use of federal funds to develop or implement a national system of teacher certification or a national teacher test. My bill also forbids the Department of Education from denying funds to any state or local education agency because that state or local educational agency has refused to adopt a federally-approved method of teacher certification or testing. This legislation in no way interferes with a state's ability to use federal funds to support their chosen method of teacher certification or testing.
  • Having failed to implement a national curriculum through the front door with national student testing (thanks to the efforts of members of the Education Committee under the leadership of Chairman Goodling ), the administration is now trying to implement a national curriculum through the backdoor with national teacher testing and certification. National teacher certification will allow the federal government to determine what would-be teachers need to know in order to practice their chosen profession. Teacher education will revolve around preparing teachers to pass the national test or to receive a national certificate. New teachers will then base their lesson plans on what they needed to know in order to receive their Education Department-approved teaching certificate. Therefore, I call on those of my colleagues who oppose a national curriculum to join me in opposing national teacher testing and certification with the same vigor with which you opposed national student testing.

Teacher Education Home Contact Teacher Certification in Pennsylvania Approved Certification Preparation Programs In PA Pennsylvania has 93 colleges and universities that offer teacher education programs approved by the Department of Education. Students who secure the recommendation for certification by the college or university have met: all requirements of the approved preparation program, the qualifying scores on the appropriate Praxis tests and other requirements established by the State Board of Education. The program approval process is based upon general and subject-specific guidelines, rather than a minimum number of credits, set by the Department of Education and implemented by the preparing institution. This was the culmination of a year-long effort by the West Virginia Federation of Teachers. Certification Virtually every state or province requires that prospective teachers hold a Bachelor of Arts or a Bachelor of Science degree and a teaching certificate. To qualify for the certificate the student must complete a number of state-prescribed professional studies in education.
STATE OF MICHIGAN
The State of Michigan charges a substantial fee (approximately $125.00) to issue a Provisional certificate. Information on this is provided during directed teaching.
The Teacher Education program at Calvin College matches or exceeds the requirements for a Michigan Provisional certificate. Because Calvin College is accredited by the National Council for Accreditation in Teacher Education, graduates can more easily obtain certification in other states.
However, many states are presently changing their certification requirements. For example, the states marked with an asterisk (*) now require a course in teaching the exceptional child. If you are an elementary teacher and if one of these states is your home state, or if you are quite certain you may teach in one of these states, you should consider taking a course in the exceptional child.
A number of states, such as California, require a master's degree or its equivalent for regular teacher certification. All states require some sort of validation after a teacher completes a college program.

Reciprocal (Interstate) Agreements with Other States
New York has interstate contracts with more than 30 other states and jurisdictions. As outlined in the Interstate Agreement of Qualification of Educational Personnel, a person prepared in one of the contract states who meets the conditions of the contract is eligible for Initial certification in New York. The conditions are either (1) completion of an approved program of teacher preparation or (2) possession of a valid certificate in the contract state and service under that certificate in three of the most recent seven years. In addition, applicants must obtain qualifying scores on the New York State Teacher Certification Examinations to obtain an Initial Certificate. However, applicants who have not completed the testing requirement may obtain a Conditional Initial Certificate (see below.) Enhanced Reciprocity leading to Conditional Initial Certificate Applicants who possess a valid certificate in a contract state, may apply for a Conditional Initial certificate. This certificate is valid for two years, during which time the teacher must satisfy the examination requirement for a regular Initial certificate. If the candidate has satisfied the testing requirement at the end of two years, a regular Initial certificate will be issued, valid for three years from the effective date of the conditional Initial certificate.

Outdoor Wildlife Learning Sites - Owls
The OWLS Program provides grants up to $2,000 to any public or private school for the creation of outdoor learning sites at or near school grounds. OWLS sites consist of areas that are improved to attract and provide habitat for a variety of native wildlife species and to facilitate multi-disciplinary learning opportunities for students. The program involves numerous agencies, organizations and community members, all with the purpose of fostering a better understanding and appreciation of our wildlife and environment in our youth. The deadline for submitting OWLS proposals is November 1.
Cooperative Projects
The Cooperative Projects Program provides grants for a variety of projects, ranging from habitat improvement to the publication of books. Each project should be diverse and innovative. Projects must benefit nongame wildlife or botanical resources in some aspect of education, conservation, research, species protection, habitat management or a combination of these categories. All formally organized clubs or organizations in West Virginia, persons affiliated with educational facilities, industry, research and other profit or nonprofit organizations; government agencies; and private individuals are eligible to submit proposals. To provide flexibility in the type of projects supported, definite monetary limits have not been established.

What is National Board Certification®?
National Board Certification® (NBC) is a symbol of accomplished teaching. The voluntary certification process is an extensive and intensive series of performance-based assessments that requires self-reflection and analysis of one’s own teaching practice. You must demonstrate your ability to manage and measure student learning.
The West Virginia Legislature as well as select individual counties recognize the unique professional development value of NBCÒ and are providing incentives, support and recognition for teachers who seek it. Fee payment ($2,300 per candidate) reimbursement for the first 200 teachers per year that apply has been provided by the legislature.
The NBPTS® awarded 7,886 teachers certification in November 2002. The current nationwide total of National Board Certified Teachers® is 23,937. West Virginia has 88 teachers that are National Board Certified® with another 120+ candidates awaiting notification of their scores by December 31, 2003.
