Accrediting Agencies and Associations Recognized
by the Secretary, U.S. Department of Education
The Secretary of Education is required by statute to publish a list of nationally recognized accrediting agencies and associations which the Secretary determines to be reliable authorities as to the quality of training offered by educational institutions and programs. The National Advisory Committee on Accreditation and Institutional Eligibility assists the Secretary in determining which accrediting bodies should be listed. Accrediting bodies that achieve recognition are reviewed at least every 4 years thereafter. The commissions of the regional associations and the national institutional and specialized accrediting agencies which are recognized by the Secretary have no legal control over educational institutions or programs. They promulgate standards of quality or criteria of institutional excellence and approve or admit to membership those institutions that meet the standards of criteria.

Foreign Language Teacher Certification. ERIC Digest.
Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).

Each state determines its own certification standards. Increased mobility among teachers suggests that teacher candidates should have information about general requirements for certification and about where to locate particular state requirements. This digest provides information on certification purpose and types, how to obtain information about requirements, and prospects for change in requirements. THE PURPOSE OF CERTIFICATION Certification is a process by which the state evaluates the credentials of prospective teachers to ensure that they meet the professional standards set by the state education agency. Certification ratifies the quality of teachers' competence in subject area, educational methodology, teaching skills, and potential classroom management ability (Roth and Mastain 1984). Closely linked to certification is state program approval or institutional approval, which is the state's process of evaluating schools, colleges, and departments of education. The purpose of such approval is to ensure a common curriculum framework and professional standards so that the state's teacher education programs produce graduates who meet the state's certification requirements.

New West Virginia law guarantees free preschool

In less than 10 years, preschool will be free for 4-year-olds throughout the state of West Virginia.
Last year, the state Legislature passed S.B. 247, which guarantees access to quality preschool for all 4-year-olds by 2012-13, and Tuesday, the Cabell County Board of Education got a briefing on the law and an update on the county’s plan for making it happen.
