April 10, 2003 ROCKEFELLER LEGISLATION PROMOTES TEACHER CERTIFICATION AND COMMITMENT TO RURAL AND LOW-INCOME SCHOOLS WASHINGTON, D.C.– Focusing on the need to strengthen our education system, Senator Jay Rockefeller (D-WV) introduced legislation today to give financial incentives to recruit and retain qualified teachers. The Incentives to Educate American Children Act of 2003 (I TEACH) recognizes teachers for their commitment to education by offering a $1,000 tax credit for teachers who work in rural or low-income schools, and a $1,000 tax credit for those earning a National Board for Professional Teaching Standards certification. "Our teachers are unsung heroes. They work tirelessly to prepare our kids to go out into the world and too often do not receive the compensation and rewards they deserve," Rockefeller said. "In order for our children, and our nation to excel in the future, it’s critical that we provide financial incentives to keep qualified teachers in our classrooms." Throughout America and West Virginia, rural and low-income schools are finding themselves in a critical situation. West Virginia has rural schools scattered throughout 36 of its 55 counties, and of the 798 schools in the state, approximately 100 are low-income. "These institutions are having difficulty finding and keeping qualified teachers, and the I TEACH Act will tremendously help them in their efforts," the senator added.

    When you write or call the state certification office, indicate the type of certificate you are receiving from your current state, which national tests you have taken, and ask for application materials and procedures for obtaining certification in the new state. Another source of information about certification requirements will be the actual districts to which you apply.

    Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

    Every state has its own requirements, so your first step should be to talk to your state Board of Education and find out what your state's specific certification requirements are. While requirements vary by state, all states do require:
  • A bachelor's degree Completion of an approved teacher training program A prescribed number of subject and education credits Supervised practice teaching

    Underwood-Smith Teacher Scholarship Program PROGRAM INFORMATION: The Underwood-Smith Teacher Scholarship Program is a state funded student aid program designed to enable and encourage outstanding high school graduates to pursue teaching careers at the pre-school, elementary, middle, or secondary school level. Undergraduate and graduate scholarships, not to exceed $5,000 per academic year, are awarded on the basis of academic qualifications and interest in teaching. The objective is for a recipient to obtain a teaching certificate and to commit to the pursuit of a teaching career in West Virginia public schools. PROGRAM FUNDING: A total of $150,000 in state funds was allocated for scholarship awards during the 2003-2004 academic year. The Structure A President and Vice-President serve two year terms; one is elected from sec-ondary school, the other from a college or university. The Conference Each September the WVFLTA presents West Virginia world language educators with the opportunity to meet with each other, discuss common con-cerns, attend and present workshops, and participate in presentations by leaders in the field from throughout the country.
