WASHINGTON, D.C. – Senator Jay Rockefeller (D-WV) announced today that schools and libraries are being awarded funding to assist them in obtaining and preserving access to the Internet. In 1996, Senator Rockefeller and Senator Snowe (R-ME) created what has become known as the E-rate program so that schools and libraries across America would have access to the Internet. These awards are the first in a series of funding to be announced this year. "Since 1998, the E-rate program has made Internet service available to the general public through libraries and schools. The state has benefited tremendously from this funding in the past, and I will continue to ensure the availability and flexibility of this program. West Virginia: Mountaineer Country: Articles We've Got It Covered
Of West Virginia's 17 intact 19th-century covered bridges, almost half are in Mountaineer Country. Generally patterned after German, Swiss and Austrian designs, these bridges were covered to protect their all-wood, hand-hewn supporting truss systems. An integral part of West Virginia's early turnpike system, some were strategic prizes during the Civil War.
One is nationally famous. The 285-foot-long Philippi Bridge on US 119/250 in Barbour County, the work of master builder Lemuel Chenoweth and his brother Eli in 1852, is the only structure of its kind that is still part of a federal highway. In 1861, the bridge was the site of the first land battle of the Civil War. Beside it, the Barbour County Historical Museum contains information about the bridge and the bloodless but decisive struggle won by Union General B.F. Kelley. Each June, the Blue and Gray Reunion re-enacts the battle. The bridge and the town's historic district are part of the Civil War Discovery Trail.

"This program offers an excellent opportunity for students to go outside and do actual science as well as contribute to our understanding of amphibians in West Virginia," said Dowler. "I hope to see many schools take advantage of this opportunity this spring." The school amphibians program works like this: the DNR provides lesson plans and equipment to teachers and students from grades 1-12 to study salamanders, frogs and toads in their area during the spring. Students then observe amphibians in their natural habitats, conduct surveys, and make collections to learn how to identify the animals and master scientific techniques. Packets come complete with step-by-step directions, worksheets, background information, and identification keys. This is the tenth year this program is being offered and teachers may choose to focus on either common terrestrial and creek salamanders, or common toads and frogs. Antebellum Education
With the aid of the Virginia Literary Fund, there were 1,300 primary schools in western Virginia by 1850. It was not until the 1863 creation of West Virginia, however, that the state was constitutionally required to provide for public schools. To fill the need for secondary education, early academies were founded at Shepherdstown and Clarksburg, as well as other towns. Many of these academies, such as Marshall and West Liberty, became small colleges which still exist today. Alexander Campbell, the founder of the Disciples of Christ religious denomination, established Buffalo Academy in 1816. Buffalo Academy later became Bethany College. Given the fact there was no public funding for schools, only the wealthiest citizens could afford to pay for a formal education for their children. The private academies were designed to reinforce the existing class structure, denying education to the poor. This underscores the importance of public funding for education, which is intended to provide quality basic education for students of all economic levels. In 1841, western Virginia educators, including Campbell and Henry Ruffner, met in Clarksburg to support the growing movement for publicly funded schools. Ruffner asked the Virginia General Assembly to establish free schools which were "good enough for the rich . . . [and] fit for the poor." Ruffner's goals were not met until the establishment of the new state of West Virginia in 1863.

TITLE: Auctioneers Section 1. General. Scope - This legislative rule establishes general procedures for the licensing of auctioneers. Authority - W. Va. Code 19-2C-5. Filing Date - April 13, 1994 Effective Date - April 15, 1994 Section 2. Declaration Of Policy. Section 3. Application. The Commissioner shall, within thirty (30) days after receipt of an application, notify the applicant of his/her eligibility to be examined. The thirty (30) day period for action by the commissioner shall not commence until all necessary information has been submitted by the applicant. The application shall contain sufficient information to allow the commissioner to determine the applicants eligibility for an auctioneer or apprentice auctioneers license and shall include a statement by two individuals testifying to the applicants character.

Welcome! This is the Region III Indoor Air Quality main page. In the future this will probably be called the Building Science page because it is now recognized that the total building contents and environment must be considered in addressing most Indoor Air Quality (IAQ) problems. Historically, IAQ grew out of the energy crisis of the early 70's resulting in reducing air changes in buildings (residential and commercial) by tightening the envelope and reducing air intake from other sources. In addition traditional building materials of wood, iron, stone, bricks, etc. were replaced by man made materials that offered advantages of reduced weight, lower cost, and lent themselves to new building techniques. However, in many cases these materials are prone to out gas chemicals over the short, or long, term that may have negative health considerations.
Another factor in the recognition of IAQ as a concern was the development of techniques and devices to identify and measure IAQ problems and establishing a link to health problems.

November 16, 2003 IS a black teen better off going to high school in West Virginia or in New York? West Virginia wins - and it's not even close. Ask the average New Yorker for his impressions of West Virginia and you'll probably get a description of an Appalachian wasteland - poverty, coal mines, and rednecks. Yet West Virginia's high schools leave New York's in the dust in terms of how well they do for black students.
First, West Virginia high schools are far more likely than their New York counterparts to keep black students in school all the way through graduation.
The graduation rate for black students in New York is a dismal 47 percent, below even the disappointing national average of 51 percent. This is an ongoing problem in New York - its black graduation rate for the class of 1998 was 51 percent. Meanwhile, the graduation rate for black students in West Virginia is a comparatively heartening 70 percent.
That difference translates into thousands of black students with brighter prospects and higher earnings. Not only that, but the next generation of black youth in West Virginia will be so much better off when they get to high school, because parents' educational success contributes to their children's as well.

Mr. Tenney also serves as Director of Special Projects and Executive Secretary for the Upshur County Historical Society where he designs and curates exhibits, serves as chief archivist for a vast collection of regional artifacts and manuscripts, and oversees various publication projects. He has authored five texts on local history and published book reviews and articles in various journals, such as Appalachian Heritage, Goldenseal, and West Virginia History.
Mr. Tenney was recently honored for his work in the field of history with an Award of Merit from the American Association for State and Local History "for interpreting the rural culture of central West Virginia," and was named a "Paul Harris Fellow" by the Rotary Foundation of Rotary International for community service. He received his undergraduate degree from Concord College, a master's degree from West Virginia Wesleyan College, and has done additional graduate studies at The Pennsylvania State University.
Mr. Tenney lives in Tallmansville, Upshur County, on part of his family's ancestral land where he also maintains "Old Orchard Studio," his artist business.

Does state regularly conduct its own data collection? Yes. West Virginia is updating its technology plan, with a projected completion date of October. The first plan was written in 1994. The state has not done a formal cost analysis of its plan. Not applicable. West Virginia has data on technology in schools due to its state-centralized process for purchasing school technology. The state has also worked with the Milken Exchange to collect information on school technology. FINANCIAL COMMITMENT Did state fund technology in FY 98? Does state target technology funds to reduce inequity? How does state help schools update their physical infrastructure? Yes. In FY 98, West Virginia appropriated $22.4M for technology; approximately $16M came from the state lottery, and the rest was from the general fund. Dr. Bill Welker is well known to West Virginia Wrestling fans. Dr. Welker is a former Pennsylvania State Champion. A nationally recognized wrestling sportswriter and official, Bill Welker was selected as the "2002 National Wrestling Official of the Year" by Wrestling USA Magazine. Dr. Welker is presently the Wrestling Rules Interpreter and Clinician for the West Virginia Secondary Schools Activities Commission.     Recycling and Economic Development in West Virginia
    West Virginia Division of Natural Resources Recycling Program
    The Recycling section was established in 1989 to ensure compliance with the West Virginia Natural Resources Laws (Chapter 11, Article 20.) The Section employs four full time employees and one part time employee. Summer interns help meet additional staffing needs, especially in collecting and compiling data. The Section is responsible for administering the programs (described below) which have been developed and implemented to meet its goals. The Recycling section also provides support in the areas of public education programs and recycling market development.
