SENIOR FARMERS' MARKET NUTRITION PROGRAM FUNDED FOR 2004 The redemption rate for vouchers is one of the best in the country, according to WVDA Marketing and Development Director Jean Smith. WVDA expanded the program into all 55 counties this year. In its first two years, the program was limited due to difficulty certifying markets to accept and properly account for the coupons. Any market or farmer wishing to take the coupons in the coming year needs to contact the Marketing and Development Division at 304/558-2210 to register for the program and be scheduled for a two-hour training session. Moving to the Future: Developing Community-Based Nutrition Services A Distance Training Course Curriculum for WIC Nutrition Professionals ** National Award-Winning Distance Training Course ** In September, 1997, Virginia Department of Health's WIC Program received a USDA-WIC Special Project Grant (No. 59-3198-7-522) to work collaboratively with state WIC programs in Washington D.C., West Virginia, and Wisconsin to design and deliver a 5-session, interactive videoconference course for WIC nutrition professionals. There are two primary components to this project: the training course and the evaluation of the course's impact on nutrition professionals. The training course is designed to:
  • enhance the skills and improve the practices of WIC professionals in program planning, evaluation, and partnerships for successful community-based nutrition education and services;
    provide expanded training opportunities for WIC professionals to improve the recruitment and retention of nutrition professionals and;

Environmental Health Services Disaster and Disease
Provide instruction and technical assistance during natural disasters. Conduct animal encounter investigations and submit rabies samples as required. Advise and assist with solid waste and indoor air pollution problems as needed. Food
Permit and inspect all businesses or establishments that sell food to the public. Examples include restaurants, bars, schools, hospitals, day cares, temporary food stands, retail establishments, etc. Water
Permit, inspect and sample private water supplies. Collect compliance samples from public water systems to assure safe water quality. Sewage
Permit, inspect and approve on-site wastewater system installations. Work with subdivisions, sewage treatment plants, home aeration units and septic tank cleaners to insure that the regulations governing them are followed. Housing
Inspect hospitals, day care centers, schools, mobile home parks, hotels/motels, and other public facilities. Evaluate water and sewage systems for lending institutions.

CURRICULUM AND INSTRUCTION
Health Education
West Virginia State Board of Education Policy (2003) requires instruction in health education for students by level, K-2, 3-4, and 5-8, but does not specify amounts of instruction. The policy also requires students to complete 1 unit in health education in order to graduate from high school.
Policy , Health Content Standards and Objectives for West Virginia Schools, (2003) provides a suggested curriculum framework that includes the topics of nutrition, physical activity, tobacco use, drug and alcohol use, injury, and sexual activity.
Students in West Virginia are not required to pass a statewide exam covering health education topics at any point in grades K-12.
HIV, STD, and Pregnancy Prevention Education
West Virginia State Board of Education Policy (1989) requires students in grades 6-12 to receive instruction in the prevention of AIDS, either by integrating it into health education or into other programs. The state does not require schools to follow a specific curriculum, but HIV, STD, and pregnancy prevention are thoroughly integrated within the suggested curriculum framework of Policy . The state does not have limitations on what can or cannot be included in such instruction. While the state does not require parents to grant permission for participation in AIDS education, Policy

Also available as PDF This paper is part of a series of nutrition policy profiles prepared by Prevention Institute for the Center for Health Improvement (CHI). Background The proliferation of competitive foods has raised concern among public health officials, parents, teachers, and others since many of these foods can undermine children's diets and health. National studies have found that 78 percent of high schools, 65 percent of middle schools, and 31 percent of elementary schools offered foods a la carte. A la carte items are foods sold individually by school food service during meal times rather than as part of a complete National School Lunch Program meal. A recent California study found that in 71 percent of surveyed school districts, a la carte items accounted for up to 70 percent of all food sales at schools, with popular items including fast foods such as pizza, cookies, and chips. Unlike the National School Lunch Program, these foods are not required to meet any nutritional standards. The high presence of fast foods as a la carte items is a concern, as they tend to be of limited nutritional value and contain high levels of fat, salt, and sugar.

West Virginia Program Honored for Improving the Health of Rural Elderly The Eastern Panhandle Integrated Delivery System in Petersburg, W. Va., recently received a Leadership Award from the American Association for World Health for a project that increases access to physical activity and mental health services for elderly rural Americans in six West Virginia counties. The award was presented on World Health Day – April 5 – to four U.S. and three international programs for outstanding achievement in building awareness about the importance of physical fitness. The program promotes physical activity and mental health services for the medically underserved elderly, age 55 or older, in Grant, Hampshire, Hardy, Morgan, Pendleton and Tucker counties. Program features include:

West Virginia Health Initiative Receives APHA-GlaxoSmithKline Award
CARDIAC Program Recognized for Collaborative Efforts
San Francisco, Calif., November 16, 2003 -The American Public Health Association (APHA) today awarded the GlaxoSmithKline Partnership for Healthy Children Award to the Cardiac Artery Risk Detection in Appalachian Communities (CARDIAC) project of West Virginia. The award was presented during the association's 131st Annual Meeting here. CARDIAC is a cardiovascular disease risk surveillance and intervention initiative designed to combat the high prevalence of heart disease in West Virginia. The program uses a multi-faceted approach that examines genetic and environmental risk factors to identify and treat at-risk individuals. CARDIAC employs a number of strategies to screen and provide health care to West Virginia's children. The program screens all fifth grade students in the state to determine their risk of developing heart disease. Over 10,000 children have been screened since 1998. In addition, CARDIAC has a "Healthy Hearts" program, in which a computer-based module teaches children about the importance of good nutrition, physical activity and tobacco avoidance. Parents are also involved in the CARDIAC program. Parents of children who are found to be at high risk for heart disease are also screened to determine their blood cholesterol levels. A "Healthy Hearts" computer module for adults is also under development.
