The Greater Kanawha Valley Foundation was organized in Charleston, West Virginia, in 1962 to "accept contributions, create and administer funds, and make grants for the benefit of the people of the greater Kanawha Valley." West Virginia may use its proposed method for making adequate yearly progress (AYP) decisions in schools without tested grades. Please update your accountability plan with this amendment and submit it to your state contact (Grace Ross) so that the most up-to-date plan is available and on the Department's website. Second, West Virginia proposes to use results from "out-of-level" testing in AYP results, where a student may be considered proficient even if they are assessed one or more grade levels below their enrolled grade. The Department has issued a final regulation that permits a State to use alternate achievement standards to evaluate the performance of students with the most significant cognitive disabilities, and to give equal weight to proficient achievement based on the alternate

A veteran is first of all a student of West Virginia University and as such all university policies, procedures, rules and regulations apply to the veteran. Guidelines for use of educational benefits may be more restrictive than guidelines for the university. The Veteran's DD 214 should be kept in a safe, convenient location accessible to the Veteran and next of kin or designated representative. It is advisable to have the original DD214 certified by a local Recorder of Records at a local courthouse. Eligibility for most Veterans Educational Benefits is based upon discharge from active military service under other than dishonorable conditions. Active service means full-time service as a member of the Army, Navy, Air Force, Marines, Coast Guard, or as a commissioned officer of the Public Health Service, the Environmental Services Administration or the National Oceanic and Atmospheric Administration. Persons serving in the reserves also may be eligible for education benefits. Service in 28 organizations during special periods that include World Wars I and II has been certified as active military service by the Defense Department. Members of these groups may be eligible for Veterans Educational Benefits if Defense Certifies their service and issues a discharge under honorable conditions. Dishonorable and bad-conduct discharges issued by general courts-martial bar Veterans Educational Benefits. Veterans in prison and parolees may be eligible for certain Veterans Educational Benefits. Eligibility of prisoners and parolees is determined by the Department of Veterans Affairs.

GENERAL TRAPPING REGULATIONS

No traps shall be set before 8:00 a.m. on the first day of the season or either set or left set after 12:00 noon on the last day of the season. Except for the taking of raccoons and red and gray foxes, any traps set during the month of February shall be water sets only for the taking of mink, beaver, and muskrat.
All traps MUST be checked and tended each calendar day.
All nonresidents must possess valid Class E and Class S licenses to trap in West Virginia.
All traps used for taking wildlife shall be marked with a durable plate or tag attached to the trap, trap chain, or set bearing the owner's name and address.
Should any person unintentionally trap and kill more than the limit fixed by regulations as season bag limit, he or she shall, within 24 hours thereafter, deliver said animals to a conservation officer.
Each trapper shall present beaver, bobcat, and fisher pelts to a game checking station or representative of the Division of Natural Resources within 30 days after the close of the respective trapping season. A tag provided by the division shall be affixed to each beaver, bobcat, and fisher pelt and remain attached to the skin until such skin has been tanned or mounted.

    Is the right to free speech respected at WVU? There's good news and bad news. The good news is that the WVU speech codesregulations which threaten to punish students and faculty for expressing controversial viewpointsmay have been removed. The bad news is that they existed in the first place, and were formed with little student or faculty knowledge. Speech codes at WVU? What am I talking about? Read on. The sad story is told below.
    HISTORY OF THE CONTROVERSY
    WVAS sent the administration a letter detailing the problems with speech codes, and asked for their removal. At first, the administration refused to address our concerns. We asked the American Civil Liberties Union (ACLU) of West Virginia for helpits President, Robert Bastress, is Professor of Law at WVUand after a series of letters from WVAS and the ACLU, the administration removed the OSJ web sites.     PO Box 6201 Morgantown, WV 26506-6201 Dear President Hardesty: Speech codes, we hope you will agree, have no place in the life of a free university. Academic freedom requires a robust exchange of different and sometimes controversial ideas and views, indeed a more robust exchange than occurs in other settings. The speech codes found at the Social Justice web site specifically violate the right to free speech in at least four ways: First, they are predicated on the idea that offensive speech is not protected speech. However, were faculty to fear discussing ideas that might offend someone, inquiry would be limited to the bland and the unprovocative, an idea utterly at odds with the concept of academic freedom. The Supreme Court has ruled in a variety of cases that offense, no matter how deeply or sincerely felt, and no matter how much anguish is produced by the offensive viewpoint, is not grounds for suppression. Second, they are not viewpoint-neutral; they target certain viewpoints as subject to sanction. The examples given in the codes all concern certain views about gender, race, and sexual orientation. Viewpoint discrimination is a particularly odious way to target speech, as it amounts to a university upholding an orthodoxy on certain viewpoints, in this case, to use the popular expression, politically correct viewpoints. A central feature of First Amendment jurisprudence is that any speech regulation must be viewpoint neutral. No state institution or official can uphold an orthodoxy on moral, philosophical, scientific, or religious matters.

    Publications The West Virginia Bureau for Public Health, Maternal and Child Health (MCH), Childhood Lead Screening Project is responsible for 1) developing screening policies, 2) establishing childhood lead policies, 3) monitoring the epidemiology of childhood blood lead levels in the state in order to prevent and reduce the prevalence of lead poisoning. MCH also monitors health provider compliance to ensure children are routinely screened for lead poisoning.
    The Radiation, Toxics and Indoor Air Division is responsible for the following programs for the state of West Virgina: AHERA, asbestos compliance, lead poisoning, radiological health services, x-ray, mammography, radon and indoor air quality.
