7. ROLE OF THE LIAISON JUDGE
1. GENERAL This practice direction applies to civil proceedings in courts in Wales. The existing practice of conducting a hearing entirely in the Welsh language on an ad hoc basis and without notice will continue to apply when all parties and witnesses directly involved at the time consent to the proceedings being so conducted. In every case in which it is possible that the Welsh language may be used by any party or witness [or in any document which may be placed before the court], the parties or their legal representatives must inform the court of that fact so that appropriate arrangements can be made for the management and listing of the case. If costs are incurred as a result of a party failing to comply with this direction, a costs Order may be made against him or his legal representative.

Gwarnant has the texts of poems by the famous (and the obscure) from the earliest surviving works up to the fifteenth century. Mostly in the original Welsh with notes on the manuscript sources, but with many translations as well. Gwarnant has already won a Culture Choice Award at its old website and has been redesigned for its new home. Besides the poetry, there are sections on Welsh history and Arthur. The EOC offers a bilingual service to the public in Wales. Our Welsh Language Scheme, which was approved by the Welsh Language Board in July 1998, sets out how we provide our services in Welsh as well as in English. Key elements of our bilingual scheme include:

OVERVIEW OF THE LANGUAGE A ccording to the census of 1991, some 510,920 people (18.7 per cent) speak Welsh in Wales. There are no figures available for speakers in other parts of the UK. The Welsh Language Act of 1967 gave a very limited status to the Welsh language in the public sector. At the end of 1992 the British Government presented proposals to Parliament for a new Welsh Language Act which was passed in October, 1993. Following this Act a Board was established to promote the use of the Welsh language within public bodies and giving equal status to the English and Welsh languages in the public sector in Wales. The use of Welsh as a medium of instruction in schools has greatly increased since the 1970s. Welsh is an Indo-European language, belonging to the same Brittonic branch of the Celtic languages as Cornish and Breton.
OVERVIEW OF THE MEDIA Media marked with an asterisk (*) are described in further detail in the media database Welsh is comparatively strong in the field of radio and television - there is a complete Welsh-language service on Sianel Pedwar Cymru (S4C)* and BBC Radio Cymru*, as well as a certain amount of Welsh on the commercial radio stations, notably Radio Ceredigion*. There is English-language coverage for the whole of Wales on BBC1*, ITV1 (HTV Wales)* and BBC Radio Wales*, as well as on local stations.

NMGW Welsh Language Scheme
The current NMGW Welsh Language Scheme, in place since 1997, states that we have adopted the principle that, in the conduct of public business, we will treat the Welsh and English languages on a basis of equality. The NMGW Bilingualism Working Group oversees the delivery of the Scheme and monitors our progress in responding to the provisions and spirit of the Welsh Language Act, 1993.

The Audit Commission's Welsh Language Scheme was developed to comply with the Welsh Language Act 1993 and received the approval of the Welsh Language Board on 21 May 1999.     • 1. The Royal Commission on the Ancient and Historical Monuments of Wales (RCAHMW) has adopted the principle that in the conduct of public business in Wales it will treat the Welsh and English languages on a basis of equality. 2. The Royal Commission is the Assembly-Sponsored Body responsible for surveying, recording, publishing, and maintaining a database of ancient, historical and maritime sites, structures and landscapes in Wales. It also curates the National Monuments Record and is also responsible for the supply of archaeological information to the Ordnance Survey for mapping purposes, for the co-ordination of archaeological aerial photography in Wales, and for the sponsorship of the regional Sites and Monuments Records. The Royal Commission has a staff of 34 and is based at Crown Building, Plascrug, Aberystwyth, Ceredigion, SY23 1NJ. 3. This Scheme sets out how RCAHMW will give effect to the principle. In drawing up the measures set out in the Scheme, RCAHMW has taken account of what is appropriate and practicable in various circumstances.
