WELFARE REFORM: Myths vs. Facts The federal Family Support Act of 1988 sought to transform Aid to Families with Dependent Children (AFDC) from a program that makes it possible for single mothers to stay home with their children into a mandatory work and training program. The controvers ial legislation was just the first of a series of welfare reforms that seek to dictate the behavior of women on public assistance. Some states now deny additional benefits for children born to women on welfare. Others cut benefits to families who fail t o see a doctor, keep kids in school or pay rent on time. In the name of fraud prevention, some states now fingerprint welfare mothers. And in the White House and the Capitol, the current welfare debate centers around how best to impose a two-year limit on participation in the program. As a candidate, Bill Clinton promised to "end welfare as we know it." Advocates and women on public assistance would also like to change the system "as we know it" so that AFDC could be both a decent safety net and a means of escaping poverty. But it is clear that the current reform debate has less to do with practical improvements and more to do with limiting the length of time a client can be in the program, and making that period as difficult as possible.

As the agencies on the front lines working with people experiencing homelessness and poverty, we have unique knowledge of how people have been affected by welfare reform, in many cases moving from welfare to homelessness. This grassroots summit is an opportunity to begin sharing current knowledge as well as further developing assessment tools. Our purpose is to shape what we are learning into an advocacy agenda. GOALS: A working summit for grassroots organizations, advocates, researchers, and affected individuals and groups to have an opportunity to:

In the summer of 1996, Congress passed and the President signed the "Personal Responsibility and Work Opportunity Reconciliation Act of 1996." radically transforming the nation's welfare system. Here, we link to sites that permit you to keep track of the ongoing implementation of welfare reform in the states and the continuing national discussion of the issue. we also provide an online copy of the bill, congressional debate surrounding it, and some of its legislative history. The Institute for the Study of Civic Values is playing an important role in the implementation of welfare reform in Philadelphia. First, we have built a coalition called "JOIN" that brings together neighborhood, adult literacy, child care, and human service organizations to fight for public service jobs, education and training, reverse commuting, and quality child care in responding to welfare reform. Check out what Jobs and Opportunity to Improve Neighborhoods (JOIN) is doing and see if a similar coalition is needed in your community. The following Resolution on Welfare Reform was adopted by the Church of the Brethren General Board meeting in Fresno, CA, June 1973. Our Reasons for Concern Millions of U.S. residents are still deprived of the basic necessities of life and trapped in poverty within our affluent society. Continued widespread poverty in the midst of affluence reflects the negligence of all levels of government to meet the needs of all people, as well as the distorted value systems of our society. Many community leaders and groups are committed to making the struggle to overcome poverty an urgent national priority. Believing that persons are God 's most cherished creation, and that it is our stewardship responsibility to encourage the centers of power in our nation to establish and maintain a health and welfare system that is sensitive to both the need and potential of every person, it becomes incumbent upon the church to share in this commitment and responsibility. Historically, the Judeo-Christian faith has provided motivation and impetus for the church's concern for social welfare; a concern for the welfare of the poor, the widow, and the orphan is a vital part of the New Testament message.

The piece that follows my comments appeared in the New York Times. It isn't on the Times Web Site now, so I pass it along. I think it represents the shape of things to come vis a vis welfare reform generally. There's a distinction drawn by people interviewed in the piece between workfare jobs and "employment." This is one of those silly illusions that will have to disappear if we're ever going to survive welfare "reform" without turning the entire country into a Dickens novel. Since this point seems to elude most people debating welfare reform, I will put it obnoxious capital letters IN MOST AREAS OF THE COUNTRY, NEITHER THE PRIVATE SECTOR NOR GOVERNMENT WILL HAVE ENOUGH JOBS TO HIRE EVERYONE NOW ON WELFARE. Here in Philadelphia, there are between 60,000 and 70,000 heads-of-households on welfare who will be entering the labor market over the next five years. There are now already 57,000 people who are officially *unemployed*. The City continues to lose jobs. So where are all these people supposed to find "unsubsidized" work? The standard for workfare assumed by many people in thes Times article is that it is supposed to help people get "real" jobs that is, jobs that aren't financed by welfare payments. Uh huh. These *real* jobs don't exist. Welfare recipients will either do these community jobs or they won't work at all. When Jeremy Rifkin lays out this scenario for the entire society in "The End of Work," he's seen as a visionary. Wellhere's the vision, folks, brought to you by the Personal Responsibility Act of 1996.

Governors complain that federal law is overly prescriptive and are willing to take less federal money in return for more flexibility. The public believes that welfare is anti-work and anti-family although polls show that the public wants welfare reformed in ways that do not penalize children. Welfare recipients find dealing with the system degrading and demoralizing; most would prefer to work . Experts note that welfare has done little to stem the growth of poverty among children. On August 22, 1996, President Clinton signed the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. He changed the face of welfare instantly. In this welfare reform legislation, President Clinton eliminated AFDC, an entitlement program for parents of poor children. He replaced it with what is called TAFNF, Temporary Assistance for Needy Families, which is for emergency and temporary aid for families with children. After 1996 legislation, millions of welfare recipients began looking for jobs. Most of those people were single mothers who were raising small children alone. At this time, America's economy began flourishing. bodyOffer(15157) In 1998, President Clinton signed The Omnibus Appropriations Act, which reduced federal spending on social service programs by 600 million dollars. For the fiscal year 1999, he reduced key human service programs including welfare to work. A portion of this reduction in social services was used to increase defense and international affairs. The economy is just one area influenced by welfare reform. Looking at the total picture, welfare reform legislation affects much more than the economy. The economy and society are interrelated; American society is the very thing that propels the economy.
