NASA and NSF has awarded a grant to the Space Science Institute to create and implement the Space Weather Outreach Program (SWOP). SWOP, which is part of the National Space Weather Program , is a comprehensive program of educational products and services that will deepen the public's understanding of space weather and its impact on people and technology.
Goals
The goal of NSWP is to develop an interagency system that provides reliable observations and forecasts of activity in the space environment between the Sun and Earth. This activity encompasses phenomena like the eruptive prominence shown at right, and the auroras in Earth's upper atmosphere. SWOP will develop new outreach products and services related to space physics research, and it will also help to coordinate existing activities (e.g. projects at Rice University and the University of Michigan ). SWOP efforts will be aligned with NSWP's Strategic Plan [1995], as well as other national education studies (e.g., the National Academy of Science 's National Science Education Standards

3:22 a.m. PDT from Vandenberg Air Force Base, Calif.. Lockheed Martin Space Systems in Sunnyvale, Calif., built NOAA-L, and a Lockheed Martin-built Titan II space launch vehicle, provided under contract to the U.S. Air Force by Lockheed Martin Space Systems in Denver, Colo., carried the satellite into orbit.

Yachting Explorers Assist Ocean-Watching Satellites

Equip a range of seagoing vessels including private yachts and passenger cruise ships with science gear to provide real-time information helpful in calibrating satellite data about Earth's endangered oceans. Current weather conditions, sea surface temperature, salt content, phytoplankto n levels, even getting an early look at the build-up of El Nino conditions - these and other measurements are part of a do-it-yourself campaign to help save the oceans. The International SeaKeepers Society, headquartered in Miami, Florida, is outfitting luxury yachts, other vessels, and platforms around the world with ocean and atmospheric monitoring sensors. Stuffed inside compact instrument modules, the sensors gather and transmit findings via satellite to scientists around the globe. The health of the oceans, changing weather, shifts in climate, sources of pollution and other threats to human life and marine resources can be examined.

The Chandra X-Ray Observatory and the recently launched Space Infrared Telescope Facility both use the SEC observations of solar wind conditions and geomagnetic activity as a critical input to their real-time models of the Earth's radiation environment. These models allow us to adjust our operations to mitigate sensor degradation and data loss. The result is that NASA is able to ensure optimal scientific return from these two flagship missions. The SEC observations are also crucial to NASA-funded research exploring the Sun-Earth connection. The Sun affects the entire solar system, including all scientific data collection satellites. Minimizing radiation exposure for Shuttle and International Space Station crews is imperative. NASA has sought the advice of the National Council on Radiation Protection and Measurements concerning radiation exposure limits for our astronauts, and uses this advice in setting radiation dosage limits. NASA's radiation protection efforts are further guided by the ALARA (As Low as Reasonably Achievable) principle. Without the data provided by SEC, NASA would have to reassess its operations to protect against exposure to radiation events occurring without warning.

    Geostationary Satellites
    GOES satellites provide the kind of continuous monitoring necessary for intensive data analysis. They circle the Earth in a geosynchronous orbit, which means they orbit the equatorial plane of the Earth at a speed matching the Earth's rotation. This allows them to hover continuously over one position on the surface. Because they stay above a fixed spot on the surface, they provide a constant vigil for the atmospheric "triggers" for severe weather conditions such as tornadoes, flash floods, hail storms, and hurricanes.

Wardle Introduction Monitoring and Prediction of the atmosphere is a required undertaking if mankind is to manage effectively its resources, plan adequately its activities, and protect itself from its own influence on the environment as well as from the naturally changing state of the atmosphere. Scientific Issues Air quality Weather and Climate New techniques of providing large volumes of spatially and temporally dense measurements are becoming possible:
  • active sounding of the atmosphere using GPS receivers on the ground and in low Earth orbit monitoring of winds from aerosol lidar reflection or from thermal emission complemented by surface-based networks of wind profilers, and monitoring of stratospheric and tropospheric ozone.
It is a challenge for data assimilation researchers to estimate how much the new measurements of the traditional dynamic variables (wind, temperature) and of the related variables such as water vapour, ozone and SO2 will improve the quality of 1-5 day forecasts. Clouds give rise to a larger variation in the radiation budget of the atmosphere than any other variable factor. Space-based measurements allow the radiative properties of clouds to be studied on a very large number of different clouds and the results are likely to improve the characterization of cloud in NWP and climate models. At this time there are very significant uncertainties even in the clear-sky atmospheric absorption of solar radiation.

Interestingly, the decline of whaling has had at least one adverse impact (though not for the whales); in their heyday, whaling fleets provided significant coverage of Southern Ocean weather.
Automatic Weather Stations (AWS) are placed in fairly remote regions of Antarctica. They usually are durable enough to survive a year (or more) without maintenance. They are equipped with power source, a means to measure temperature, humidity, atmospheric pressure, and wind speed and direction, a microcomputer for operating parameters, and a communications device for sending the acquired information (usually via satellite). These important pieces of equipment fill in gaps between manned stations.
Two recent projects, involving approximately 20 AWS's, have been undertaken on Ross Ice Shelf and in the region between Dumont d'Urville and Dome C. The Ross Ice Shelf project is examining the wind field across the shelf. The second project involves studying some of the strongest katabatic winds in the Antarctic. An AWS system also is in place in the Antarctic Peninsula region.

Researchers at The Johns Hopkins University Applied Physics Laboratory, Laurel, Md., (APL) are now able to simultaneously measure the magnetic and electrical fields over large areas of the ionosphere above the Earth's polar regions, providing the first continuous monitoring of electric currents between space and the upper atmosphere and generating the first maps of electric power flowing into the polar upper atmosphere. These advances will allow greatly improved understanding and forecasting of global space weather and help prevent disruption of communication and power systems when electromagnetic storms strike the nation. The work, sponsored by the National Science Foundation, makes use of magnetometers carried on each of the 66 satellites of the Iridium System satellite constellation operating as a global satellite communications network. Circling the globe in 470-mile-high, polar orbits, they are providing continuous measurements of the magnetic fields above the Earth's poles. Scientists at JHU/APL have developed techniques to extract the signatures of electrical currents flowing between the atmosphere and space from the magnetic field readings. Maps of the electric current in space are then constructed in much the same way that normal weather maps are made from weather station readings. At the same time, SuperDARN - the Super Dual Auroral Radar Network, a multinational network of a dozen radars spread around the poles to study the ionosphere, sponsored by NSF and NASA and led by APL scientist Dr. Raymond A. Greenwald - is bouncing radar signals off the same regions to measure the electric field and its minute-by-minute variations.
