Samuel Coleridge More than 70 percent of the Earth's surface is covered by water. When the Apollo space missions beamed back pictures of the Earth, public attention was caught by the image of a "Blue Planet," because of the vast expanses of ocean covering the globe. Yet despite this seemingly inexhaustible supply (approximately 370 billion billion gallons) of water on earth, access to clean drinking water remains a major challenge for a large percentage of the world's population. Almost 97 percent of the Earth's water is in the oceans. Less than 1 percent of the water on the earth is fresh water (the remaining two to three percent is contained in glaciers and ice caps). Water is indispensable for life, not only for drinking water, but also for raising crops for food. Fishing provides a major source of protein for much of the world's population. Throughout history, cities and villages have grown up near sources of water, for drinking, sustenance, and transportation. In this century, population growth has increased in areas where fresh water is relatively scarce. Water in these areas is a valuable commodity and, in some cases, great technological feats have been undertaken to provide a reliable source of water. In some areas, water quality is a serious concern.

Approximately 4.3 million Marylanders are served by public drinking water systems. Private wells serve approximately 900,000 Marylanders. Maryland's water quality standards provide that surface waters should be protected for basic water uses such as water contact recreation, fishing, support of balanced and diverse populations of aquatic plants, animals and wildlife, and use as an agricultural and industrial water supply. State Revolving Loan Fund (SRF Fund) MDE puts a strong emphasis on monitoring the quality of shellfish harvesting waters, and testing edible fish tissue to certify that fish are safe for human consumption. Certain fish in contaminated waters can accumulate high enough levels of toxic substances that, when consumed frequently over a lifetime, may increase the consumers' risk of adverse health effects.     After a flood, the physical devastation to a community is obvious. But during the flood and its aftermath, there are some basic facts to remember that will help protect your personal health and safety. This pamphlet provides information that will help you and other flood victims prevent diseases and injury and maintain good health in the days and weeks following a flood. This information is provided by the Centers for Disease Control and Prevention (CDC) through state and local health departments. It includes general disease and injury prevention guidelines that may vary slightly from state to state. If in doubt, contact your local or state health departments, which will issue health advisories or recommendations particular to local conditions.
