    VOCATIONAL SPORTS MEDICINE PROGRAMS IN THE STATE OF WASHINGTON
    The development of sports medicine/athletic training programs in the State of Washington began in 1991-1992 school year with the development of a programs at Auburn High School, Auburn, Washington and at Davis and Eisenhower High Schools in the Yakima School District, Yakima, Washington. This number has grown over 60 in 2001.
    A few innovative school administrators saw the need (with some eye opening from high school athletic trainers) for formal programs to prepare students for the variety of professions related to sports medicine. Fortunately, Mr. Buck Evans, the State Director of Vocational Education looked at these proposals with a very open mind and realized there was an interest and a need. Without the efforts of Mr. Evans, these vocational sports medicine programs probably would not have gotten off the ground.
    Many "traditional" vocational programs (agriculture, wood shop, mechanics, etc.) prepare students to work in the field immediately after high school. However, vocational directors in Washington felt that America's changing work force needs to possess a higher level of skills for the jobs of the future. Although many careers in sports medicine do require a bachelors degree or higher, it was felt that starting the preparation process in high school would give these students a tremendous head start.
    The State of Washington has also started a "Tech-Prep" program where high school students can earn college credits for high school classes. Articulation agreements between vocational high school programs and colleges (mainly community colleges) are presently being worked out. Wenatchee High School in Wenatchee, Washington is the first vocational sports medicine program to have a Tech-Prep Articulation with a local community college, Wenatchee Valley College. Students completing a full year of the high school program with a B or better will earn 4 college credits (equivalent to Athletic Training I at the college level).

    Wednesday, April 7, 2004; Page A08 EL DORADO, Ark., April 6 President Bush endorsed a proposal Tuesday that would require states to test 12th-grade students and called for the replacement of an 87-year-old vocational education program. Bush's testing proposal, which needs congressional approval, would expand reading and math testing beyond the fourth- and eighth-graders who are tested in all states every other year. "I think high schools need to have the bar raised," Bush said at a community college here in rural south Arkansas. "You need to know, your governor needs to know, the citizens need to know how you stack up relative to other places, if you expect to educate children for the jobs of the 21st century." Bush also proposed taking money from the Pell Grant program and abolishing the Perkins vocational education program to put more than $1 billion annually into new programs to encourage technical studies.

    ALBANY, N.Y. - One of the richest scholarships in North America for high-school students isn't for physics or calculus, but for starting a dead sedan.
    The National Automotive Technology Competition sponsored by automakers and tool companies recently offered $3 million in prizes. It's one of the ways industries encourage vocational education at a time when states and the nation are emphasizing math, languages and sciences.

    As academic standards rise, some fear a decline in the vocational education that for decades has produced the nation's entry-level craftsmen.
    Preliminary studies suggest fewer students are majoring in vocational education as states and the federal No Child Left Behind Act demand better performance in core academic subjects, said James Stone III, director of the National Research Center for Career and Technical Education at the University of Minnesota.
    "What I worry about is how we are turning a lot of kids off," Mr. Stone said. "The impact is if you tell a principal or a school district or a state, 'Your funding is contingent on how many students show up every day and pass a test,' that's what you pay attention to."

    A great deal is known about high school vocational coursetaking, including which students take more rather than less vocational education (see Levesque et al. 2000 Tuma 1996 ). Less is known about vocational education offerings and the types of schools that provide various types of vocational education programs. To help fill this gap, this Issue Brief uses data from the 1999 "Survey on Vocational Programs in Secondary Schools" (see Phelps et al. 2001 ) to examine systems for delivering vocational education and the offerings provided by public high schools in urban, suburban, and rural areas.

The Commission also seeks comment as to whether there are problems today in the marketing of vocational school programs or correspondence courses. The Guides for Private Vocational Schools provide guidance about acceptable or unacceptable claims in advertisements or promotional materials for resident or correspondence courses or training or instruction programs by private career or vocational schools. Specifically, the guides pertain to claims about the nature of the school, its accreditation, methods of teaching and available employment opportunities. The guides have been in effect since August 1972. The Commission vote to extend the deadline for public comment was 5-0.

    FOR YOUR INFORMATION: APRIL 23, 1997 As part of its ongoing periodic review of its rules and guides, the Federal Trade Commission is seeking public comment about whether to amend its Guides for Private Vocational Schools to add a provision to prohibit deceptive claims about future employment or job placement success. Comments must be filed with the Commission by June 23, 1997. The Guides for Private Vocational Schools, which have been in effect since August 1972, provide guidance about acceptable or unacceptable claims in advertisements or promotional materials for resident or correspondence courses or training or instruction programs by private career or vocational schools. Specifically, the guides pertain to claims about the nature of the school, its accreditation, methods of teaching, affiliation with other agencies or institutions, and available financial assistance. In April, 1996, the FTC requested public comments about the overall costs and benefits of the guides and their regulatory and economic impact. Comments received at that time indicated broad support for retaining the Guides. Based upon those comments and its own independent assessment of the need for the Guides, the Commission has preliminarily determined to retain the Guides.
