Today, at the first annual Teacher Quality Evaluation Conference, Secretary Paige called on states to "radically transform their teacher certification systems." Paige Releases Report to Congress that Calls for Overhaul of State Teacher Certification Systems (U.S. Department of Education, June 11, 2002) U.S. Secretary of Education Rod Paige today issued a call to action to states to radically transform their teacher certification systems by raising standards and lowering barriers that keep many highly qualified candidates from pursuing teaching careers. Paige issued the call to action during remarks at the first annual Teacher Quality Evaluation Conference held in Washington, D.C. The charge to states was based on a key finding in the first annual report to Congress released today on teacher quality nationwide, "Meeting the Highly Qualified Teachers Challenge." The report's data show that state certification systems allow into the classroom too many teachers who lack solid content knowledge of the subjects they will teach. The "No Child Left Behind Act" calls for highly qualified teachers teachers demonstrating subject knowledge and skills in reading, writing, mathematics and other basic subject areas to be in place in every classroom by the end of the 2005-06 school year.

  • Teaching K-12 Teachers have some of the best opportunities of any profession for working abroad. To better understand these, it is useful to distinguish among three main types of teaching, each of which represents a different labor market in which different credentials are needed. TEACHING ENGLISH ABROAD English is the new "lingua franca" worldwide for commerce, diplomacy, technology and higher education. As a result, there are widespread opportunities for native speakers of English to teach English abroad. Teaching English as a Foreign (or Second) Language is known by many acronyms, including TEFL, TESL, EFL, ESL, or even TESOL (Teaching English to Speakers of Other Languages). Since teaching is usually done in English, exposure to the local language and culture will be on one's own time.

University/School Partners Receive Grant to Expand Alternative Teacher Certification Project
Titled the Mid-Coast Academy for In-Place and New Educators (M.A.I.N.E.), the project also helps reduce the isolation and lack of encouragement that contribute to the high rate of attrition among new teachers. Novice teachers share ideas and concerns in supportive cohorts, interact daily with in-house mentor teachers and meet weekly for classes with the project coordinators, who are veteran teachers on leave from participating school districts. Many schools, unable to find licensed teachers, particularly in severe shortage areas such as math, physical science, foreign languages and special education, employ individuals without teaching degrees or certification, but who are knowledgeable and experienced in their field of expertise. These conditionally certified teachers are required by the Maine Department of Education to complete specified education coursework in order to receive initial certification. Hiring conditionally certified teachers in critical shortage areas is becoming more common, and the alternative process is a fruitful way to fill such positions, according to SAD 40 Superintendent William Doughty, who chairs the M.A.I.N.E. Project Board of Directors. SAD 40 (Warren, Waldoboro, Friendship, Union and Washington) sponsored one teacher in the first cohort and has two educators in the second cohort, which got underway in September. The project also serves as an incentive in recruiting teachers who see the extensive support and easily accessible certification process as benefits not available in other districts, according to Doughty.

Effective March 1, 1996, Rhode Island adopted "Enhance Reciprocity" as a route to certification. This route provides that certification be granted to an applicant who holds a valid and comparable certificate from another member state, provided the applicant has complied with any requirements of the receiving state regarding degrees held, citizenship, and moral, ethical, physical, and mental fitness.

Y oga for People with Cancer is a three-part certification program designed to train experienced Yoga teachers to work safely with people with cancer at any stage of illness. The goal of this program is to enable Yoga teachers to adapt traditional Yoga practices to meet the physiological and psychological needs of people with cancer and to communicate effectively with medical personnel. At the completion of the program, Yoga teachers will be qualified to design and implement wellness/stress management-based classes for people with cancer. P art 1 is a seven-day residential program that provides a research-based conceptual framework for adapting Yoga practices to the special needs of people with cancer. P art 2 is a variable practicum of extended supervision, as Yoga teachers apply the principles learned in Part 1 to settings of their choice.

Creation of a pilot program to certify state of Washington tribal language and culture teachers will strengthen the cultural heritage of tribes and add to the cultural resources of the state, said a Washington State University official. "The Washington State Board of Education's decision last month represents a significant turning point for reversing historical educational practices and policies that severely and negatively impacted Native peoples,
languages and cultures," said Barbara Aston, WSU assistant to the provost/tribal liaison. The First Peoples' Language Committee of Washington State a grassroots group of tribal elders, language educators, linguists and university representatives proposed the new program, indicated Education Week, a
newspaper published by Editorial Projects in Education Inc., a nonprofit, tax-exempt organization based in Washington, D.C. Committee members felt a sense of urgency to get more speakers of tribal languages into classrooms. Many Native speakers are elderly, unable to pass on their language knowledge. When they die, their knowledge dies with them.
