Interstate Certificate Agreements: An Interpretation 06/15/2001
Illinois has recently signed the Central States Teacher Exchange Agreement and NASDTEC Interstate Agreement with the following states. As a result, educators from any of the member states listed will receive a comparable certificate upon submission of an application for certificate and application fee through the Regional Office of Education to include the following: Valid, comparable teaching certificate from one of the states in the table below:

Innovative Teacher Certification Program
The Innovative Teacher Certification (ITC) Program is designed to make it possible for practicing teachers without certification to complete the requirements for Missouri certification and to receive an M.A. in Education from Washington University. Classes are offered in the evening, making it possible for practicing teachers to attend courses while continuing to teach full time. To see which areas of certification we offer, visit the certification options page The ITC Program is offered as an M.A. Ed. program through University College . Students entering the program must hold at least a baccalaureate degree from an accredited college or university. The shortest possible time to complete the courses for the M.A.Ed. is two years, if the student takes three semesters each year (Fall, Spring, and Summer). Student teaching takes place in each ITC student's own classroom, with university supervisors to mentor each student and document growth over at least two semesters. For more information

Washington University's Department of Education offers three programs designed for teachers, prospective teachers, and other educators who wish to study on a part-time basis. The following information outlines the range of these programs to help the prospective student select that which is most appropriate.
We invite you to read through this information to choose the program that best fits your needs. Then call the Department of Education at Washington University (314/935-6776) to learn about the details of the program in which you are interested. Courses listed in the booklet are described in the University College Bulletin of Washington University, copies of which are available on request from University College (314/935-6700).
Philosophy
At Washington University, the teacher education programs are designed to produce teachers who take an inquiry-oriented approach to education. Based upon the belief that teaching is a complex, normative, and changing activity, teacher education is viewed as an ongoing, problem-solving process as opposed to a search for the "one right" answer or "one best" way. Therefore, our students are expected to develop the ability and the inclination to look at educational policy and classroom decision-making from multiple perspectives, and to raise fundamental questions about the purposes, processes, and inequities of the current system. In addition, they are expected to act in ways that have a sound and defensible rationale rooted in research, ethical standards, and personal experience.

If you are planning to move to another state, you should contact that state's certification office, as listed below. The number code following each entry indicates the types of testing which the state required at the time this information was published in the 1999 Job Search Hanbook. The key to the codes follows the state listing.
When you write or call the state certification office, indicate the type of certificate you are receiving from your current state, which national tests you have taken, and ask for application materials and procedures for obtaining certification in the new state. Another source of information about certification requirements will be the actual districts to which you apply.

What’s Wrong With Teacher Certification?
by Arthur E. Wise Current teacher licensing, or teacher certification, as it is commonly called, does not do what it is intended to do. It does not differentiate clearly between those who are qualified to teach and those who are not. The victims are the children. With many children being left behind, especially in our largest urban districts, it is no wonder that there are many end-runs around the system. “Certification” is literally the grant by the state of a "certificate" that attests to the fact that the state has determined that an individual is qualified and thus authorized to teach. This process is similar to the process which states employ to determine that doctors, lawyers, psychologists, and physical therapists should be licensed to practice their respective professions. (For reasons now obscure, the term "certification" entered the lexicon of teaching rather than the conventional term "licensing").
Licensing in Other Professions
Before a state licenses a person to practice a profession, it establishes the requirements for that license. These requirements typically include educational prerequisites and assessments of the knowledge and skill expected of a beginning professional. Then if a candidate satisfies the educational prerequisites and demonstrates adequate knowledge and skill through tests and performance assessments, a state grants the candidate a license.

In order to maximize graduate credits applied to the Master's Programs, students need to apply and be accepted into this M.Ed. degree as a matriculated University of Washington student either prior to or during the first quarter of the IslandWood Certificate program. (The application date for this program has been extended for IslandWood students.) If no action is taken prior to entering the Islandwood program, students may apply up to 12 credits toward the M.Ed. degree as a graduate non-matriculated status student.
Between 20-27 credits from the IslandWood Certificate Program can be applied toward a Master of Education in the area of Curriculum and Instruction, a 45-48 credit degree. There are two study options available to IslandWood Graduate Students:

The graduate program at IslandWood is based on the principle that a more sustainable future demands knowledgeable, committed and reflective educators. In partnership with the University of Washington, IslandWood offers graduate study in educational theory and methods emphasizing the use of cultural and natural communities as a context for learning. Graduate students learn how to teach with a focus on integrated, experiential education and earn a certificate in Education for Environment and Community. Credits earned may be used toward several graduate degrees and teacher certification.

    Prepared by the Women in Literature and Life Assembly (WILLA) of NCTE Student teachers are the most vulnerable members of the student teaching authority chain. Actions that may seem harmless to cooperating teachers and university supervisors may threaten or intimidate a student teacher. As a result, some promising teaching careers are destroyed before they begin. It is important to support and assist our beginning teachers, which will in turn strengthen our profession. Student teachers have reported that these actions made them feel threatened and/or intimidated:
    • Being touched or patted inappropriately
    • Being asked to meet in a nonschool or nonprofessional environment
    • Being addressed using patronizing language, such as "chick," "hon," or "babe"

Howard P. “Buck” McKeon (R-CA), Lisa Graham Keegan, CEO of the Education Leaders Council (ELC), stressed the need for an alternative to traditional teachers’ colleges as a path to place a highly qualified educator in every classroom. The landmark No Child Left Behind legislation calls for states to have a highly qualified teacher in every classroom by the 2005-2006 school year. “At ELC, we believe in high academic standards, rigorous assessments, and equal access to an outstanding education not only for all students, but for all prospective teachers as well. This will require new approaches that will require breaking with some tradition,” said Keegan. “The country cannot afford to require all of its prospective teachers to be subjected to so-called progressive pedagogies and certification based more on seat time and process than on actual proficiency.” Teaming with the National Center for Teacher Quality (NCTQ), ELC has introduced the American Board for Certification of Teacher Excellence as a path for highly qualified professionals, including retired military personnel, to enter public classrooms. The American Board, which is based on subject matter knowledge, classroom management, and assessment knowledge, will offer two certificates, Passport to Teaching and Master Certification. The Passport to Teaching program will be available for career changers and prospective teachers, bolstering the popular Troops-to-Teachers and Transition-to-Teaching programs. Boehner said the committee is prepared to use every means at its disposal, including its subpoena authority, to ensure that the facts surrounding the incident are fully known, and said he hopes the matter will immediately be investigated by the Inspector General at the U.S. Department of Education. “It’s no secret that the education establishment wants to hang onto the monopoly it holds on teacher certification. But if there was a deliberate act of sabotage against a program supported by the tax dollars of American parents and workers, then a big line has been crossed,” Boehner said. “Millions of disadvantaged children across the country are waiting for the chance to learn from a highly qualified school teacher.     The head of a national teacher-college association circulated a copy of a confidential teacher-certification exam, undermining a Bush administration initiative to certify professionals without education degrees as teachers.
    Education leaders said David G. Imig, president of the American Association of Colleges of Teacher Education, distributed the exam at a March 17 meeting hosted by the Carnegie Foundation for the Advancement of Teaching in Palo Alto, Calif.
    The exam was being confidentially field-tested for the American Board for Certification of Teacher Excellence, also known simply as the American Board.
    Mr. Imig declined to tell The Times how he obtained the exam.
    Suzanne M. Wilson, a Carnegie senior scholar and education professor at Michigan State University who attended the meeting, said Mr. Imig circulated the exam to rally criticism.

    State affiliates of the National Education Association, a sponsor of last weekend's pro-choice March for Women's Lives, are fighting members who have invoked federal antidiscrimination laws against the union's use of their dues to support abortion, contraception and homosexuality.
    Shawn Austin, a part-time school-transportation secretary in Saranac Community Schools District near Lansing, Mich., was ordered to appear before a four-member local union committee yesterday to convince fellow NEA members of her "bona fide religious-objector status."

    For two years, the union has fought the request of Mrs. Austin that most of her dues go to charity instead of supporting the NEA's political and social causes. This latest hearing was scheduled despite earlier objections from her local school board and superintendent.
    If local union officers and the Michigan Education Association (MEA) agree, Mrs. Austin can join tens of thousands of NEA members who have used the 1964 Civil Rights Act and the 1972 Equal Employment Opportunity Act, which prohibit employers and labor unions from discriminating against workers based on religion, including "all aspects of religious observance and practice, as well as belief."
