    October 2003 Vol. 32, no. 2 Contractors on the Battlefield Since the end of the Cold War there has been a disproportionate growth in the tail to tooth ratio on the battlefield; that is, a marked escalation in the number of support functions relative to actual combat power. As weapons and equipment become more complex and challenging to maintain and operate, there is a greater willingness to rely on civilian contractors who can provide services ranging from monitoring advanced weapon systems to rendering technical assistance and logistical support. No longer restricted solely to acquisition and logistical functions, contractors often accompany the military into war zones and even into battle. Is the battlefield contractor, in a sense, a corporate soldier and is the U.S. military becoming increasingly commercialized, privatized, and outsourced? The presence of civilians accompanying the force on the battlefield has legal and ethical ramifications and raises troubling questions relating to issues of chain of command, authority, accountability, force protection, and, ultimately, mission effectiveness. That presence, too, provokes discussion about the growth of the privatized military industry and the reliance on civilians in the realm of military training, international security missions, and peacekeeping operations.     THE WASHINGTON TIMES
    Iraqi prisoner abuses were the actions of a handful of guards and their superiors who thought they were helping military interrogators, not the result of an official policy or order, according to the Army general who investigated the abuses at Abu Ghraib prison.
    Maj. Gen. Antonio Taguba said the military police unit at Abu Ghraib was undisciplined, undermanned, poorly led and probably confused as to whether military intelligence officers or military police were in control at the building.
    "We did not gain any evidence where it was an overall military intelligence policy of this sort," Gen. Taguba told the Senate Armed Services Committee yesterday.

    Subject: LRAP and the Military During the past few weeks there has been debate at the School of Law concerning the participation of potential members of the military Judge Advocates General (JAG) Corps in our recently announced Loan Repayment Assistance Program (LRAP). I would like to put this issue in context and announce today a resolution of this issue that will allow all eligible students, regardless of career ambitions, to participate in the LRAP program. LRAP is an urgently needed program at the School of Law to address the heavy debt loads our students often bear at graduation and the extent to which these debt loads make it more difficult for our students to pursue public service careers. In May 2001 some 74 percent of our last graduating class bore a median debt load of $77,000; the other 26 percent were able to afford law school by other means. Our LRAP program was an aspiration of the School of Law's 1999 Strategic Plan, unanimously adopted by our faculty and our alumni leaders in our National Council. In implementing this program I greatly benefitted from a detailed proposal made by an Ad Hoc faculty-student-staff LRAP Committee. The Ad Hoc Committee recommended, and I adopted, the principle that LRAP funds be only available to students who work for employers who comply with the law school's nondiscrimination policy, which, among other matters, prohibits discrimination on the basis of sexual orientation. As a practical matter this would mean that students who work for the military, which does discriminate on the basis of sexual orientation, would not be eligible.

Government-financed chaplains have been a long-standing fixture in the U.S. armed forces, despite the arguments of those who claim the practice amounts to unconstitutional government support of religion. This enduring relationship faces a new challenge as a result of support for the pro-life movement among military chaplains. At the center of the controversy are new military guidelines instructing chaplains to "actively avoid" political advocacy. The guidelines were issued in June after Roman Catholic chaplains urged parishioners to participate in the national "Project Life Postcard Campaign," which was cosponsored by the National Conference of Catholic Bishops. In the campaign, Catholics were encouraged to write postcards to their members of Congress expressing support for a legislative ban on the late-term partial-birth abortion procedure. President Clinton ultimately vetoed the ban (CT, Nov. 11, 1996, p. 94).

    Three years ago, George W. Bush charged that U.S. troops were being intolerably overburdened. Today, our men and women in uniform are stretched even thinnerand it is about to get much worse. By Nicholas Confessore During the fall of 1999, George W. Bush, then the governor of Texas and a leading candidate for the Republican presidential nomination, introduced what would become a staple of his stump speech over the following year. Appearing at The Citadel military academy, Bush painted a grim picture of the U.S. armed forces under Bill Clinton. "Not since the years before Pearl Harbor has our investment in national defense been so low as a percentage of GNP," Bush told the crowd that day. "Yet rarely has our military been so freely used." Bush accused the Clinton administration not only of underfunding the militarya perennial conservative complaintbut also of overburdening it with unnecessary deployments. "Resources are over-stretched," he charged. "Frustration is up, as families are separated and strained. Morale is down. Recruitment is more difficult. And many of our best people in the military are headed for civilian life." There was an element of truth to his charge. By the late 1990s, the number of active-duty men and women under arms had decreased from more than 2 million during the Gulf War to just under 1.4 million, much of it due to planned post-Cold War drawdowns begun under Bush's father. Yet during the same period, the military had faced a major new deployment roughly every six monthsmost of them operations, like Haiti or Somalia, that were layered on top of the post-Cold-War requirement that the Pentagon be able to fight two major regional wars at once.

    The United States Engineer School develops, trains, and supports the engineer force to provide maneuver engineering, force support engineering, and geospatial engineering to Army, Joint, Interagency, and Combined Operations. The Engineer School proper has three major subordinate organizations, the Directorate of Training, the 1st Engineer Brigade, and the office of the TRADOC System Manager Engineer Combat Systems. The Assistant Commandant (AC), USAES directs the operation of the School. The Deputy Assistant Commandant assists the AC and acts in the absence of the AC. The Deputy Assistant Commandant-Army Reserve and the Deputy Assistant Commandant-National Guard advise the AC on matters involving the reserve components and act as total force integrators for USAES. The Chief of Staff acts as the executive officer for the AC, manages the branch staff, acts as the G3, monitors resources in coordination with the Directorate of Resources Management, and facilitates USAES strategic planning. The Museum Curator collects, preserves, documents, exhibits, and interprets objects of historical interest which pertain to the history of US Army engineers. The Historian serves as the proponent for historical activities of the Engineer Regiment.
