Unit Overview
George Washington: First in War, First in Peace, and First in the Hearts of His Countrymen consists of three lessons examining George Washington's leadership in the French and Indian War, at the Federal Convention, and as chief executive. They are based on primary source documents from George Washington Papers, 1741-1799 . The lessons are intended for secondary students, grades 8-12. The documents from Washington's Letterbooks include focus questions that may be used in Socratic seminars, cooperative learning, individual and group work. In preparation, teachers should review the on line documents and suggested readings accompanying each lesson to determine appropriateness for their students. Recognizing that eighteenth-century conventions of grammar, vocabulary, and spelling may be distracting, teachers may choose to read selected documents aloud, and/or use vocabulary building activities before reading. Students might also transcribe documents into contemporary English. Teachers may also wish to refer to Framework for Using Primary Sources with Students before beginning the unit.

Washington escalates military buildup in Latin America
By Mauricio Saavedra 23 January 2003 Use this version to print Send this link by email Email the author Under the pretext of combating terrorism, the Bush Administration is promoting the most intense US military buildup in Latin America since Washington backed a series of military coups that brought right-wing military dictatorships to power in much of the continent in the 1960s and 1970s. On December 3, US Secretary of State Colin Powell travelled to Colombia to announce that the Bush administration had requested $537 million from Congress in 2003 for Plan Colombia. The total spent on aid to Colombia comes to over $2.3 billion since 2000, making the Latin American country the third largest recipient of US military assistance in the world. More than $130 million is to be used to send dozens of Special Operations forces to train two Colombian army brigades protecting the Cano-Limon pipeline. In a clear sign that the US forces are being prepared for direct military involvement, Powell pressed the Colombian government to formally exempt all American forces serving in Colombia from future war crimes prosecution at the International Criminal Court.

Military Schools Exempted from "No Child Left Behind" Requirements

Fifty-eight military schools, operated by the Department of Defense at military bases in Alabama, Georgia, Kentucky, New York, North Carolina, South Carolina, and Virginia, are exempted from the requirements of the 2002 federal education act, mandating strict standards for testing and teacher certification, with penalties for schools that fail to meet the goals. The Department of Defense schools don't fall under "No Child Left Behind" requirements because their funding comes from the DoD rather than the Department of Education. Doug Kelsey, the deputy director of the DoD's school system, said that the schools are trying to live up to the spirit of the legislation despite the fact that the DoE has no jurisdiction over DoD schools. "We actively comply with the intent of the law," he said.

October 9, 2002 Q. What are the recent changes made by Congress concerning military recruitment of high school students? A. Congress has passed two major pieces of legislation that generally require local educational agencies (LEAs) receiving assistance under the Elementary and Secondary Education Act of 1965 (ESEA) to give military recruiters the same access to secondary school students as they provide to postsecondary institutions or to prospective employers. LEAs are also generally required to provide students' names, addresses, and telephone listings to military recruiters, when requested. Q.

"It is our view that military enlistment puts youth, especially African American youth, at special risk, not only for combat duty, injury and fatality, but for military discipline and less than honorable discharge, which can ruin their chances for employment once they get out. There are other options available to them." John Judge counselor, C.H.O.I.C.E.S.
In the early 1980's a citywide movement attempted to rid local high schools of JROTC (Junior Reserve Officer Training Corps), a militarized curriculum aimed at eventual recruitment. As a compromise, the DC School Board left JROTC intact and passed a rule, which allows counter-recruiters access to any school where recruiters visit. JROTC now costs the school system over half a million dollars each year to enroll 15% of the students. That makes it the most expensive school program per capita; and it has an 85% dropout rate. The School Board and the City Council both voted to de-fund the program in the 1990's, but the Board of Trustees appointed to run the schools, made up entirely of retired military officers, refused to implement their decision. Instead, every DC high school now has a Navy or Army JROTC program, and at least three schools make it mandatory, by putting in on the freshman class curriculum each year.

August 16, 1998 Between 1996 and 1999, 3200 members of Air Transportation groups of the Special Forces (GAFE) of the Mexican Army "will take two-week courses with the 7th Group of the Special Forces of the United States," in order to then return to Mexico to train "rapid response" units," noted Darrin Wood, European expert on Latin American military affairs. Citing information from the US newspaper, The Washington Post, he said Mexican officials will be accompanied in these courses by the same Green Berets who were in El Salvador in the 80's, during the confrontations with the insurgent guerrillas. Wood notes that the campaigns carried out by independent organizations - national and foreign - against this training in military centers in the United States, do not seem to have affected the image of President Ernesto Zedillo's government, to such a degree that, now, "with zedillismo (sic), Mexico has more members of their armed forces receiving training than any other country in the world." In his analysis he indicates the kind of influence US officials have on Mexican military personnel, and he notes that it has to do with United States interests in Latin America.
