Safe Drinking Water Act
The Safe Drinking Water Act (SDWA) is the main federal law that ensures the quality of Americans' drinking water. Under SDWA, EPA sets standards for drinking water quality and oversees the states, localities, and water suppliers who implement those standards. Learn more about how the EPA oversees drinking water standards in the District of Columbia
Regulations
EPA recognized that lead can leach from plumbing products into the water being distributed by public water suppliers for drinking. EPA authorities, however, are limited to requiring public water suppliers to meet the regulations governing treated water quality distributed via the public system. These authorities do not allow EPA to require homeowners to replace their plumbing systems if they contain lead. To reduce consumers' lead exposure through tap water, EPA has used its available authorities to require public water suppliers to treat their water to make it as minimally corrosive as possible to metals in their customers' plumbing systems. These treatment requirements were promulgated in EPA's Lead and Copper Rule (LCR) on June 7, 1991.

The History of IDEA
What we know as the Individuals with Disabilities Education Act (IDEA) was originally enacted by Congress on November 19, 1975, as Public Law (PL) 94-142. At that time it was called the Education for All Handicapped Children Act of 1975. Congress enacted this legislation in response to the outcomes of two Supreme Court decisions, as well as to factual information provided by testimony in Congressional hearings that was impossible to ignore. Because there was no mandatory special education law at the federal level prior to 1975, many students with disabilities were provided an inadequate education or none at all: many states allowed schools to exclude children with disabilities from their mandatory attendance laws. If special education was offered, generic special education classes were often provided, in which students with all varieties of disabilities were placed in one classroom, or were required to attend segregated programs. Often the only choice for deaf and hard of hearing students was a state school for the deaf.

Washington, DC, February 17, 2004 The Council of Chief State School Officers (CCSSO) announces the members of its newly created Task Force on Special Education. This task force has been assembled in an effort to better understand the implications of federal regulations and other legislation aimed at helping students with disabilities learn to their potential, namely the Individuals with Disabilities Act (IDEA) and No Child Left Behind (NCLB). “Educators in every state in our nation want to improve the learning outcomes for student with disabilities,” said Terry Bergeson, Washington State’s Superintendent of Public Instruction and chair of the CCSSO Task Force. “We must take advantage of this opportunity to move away from our heavy emphasis on compliance to a stronger focus on higher learning and achievement levels for all students with special needs.”

Washington, DC, December 8, 2003 — The Council of Chief State School Officers (CCSSO) commented today on the anticipated release of federal regulations regarding the use of alternate achievement standards for students with disabilities. The final regulations will be released on December 9, 2003. “We are pleased that the regulations have been finalized and that they reflect many of the comments and suggestions offered by CCSSO and its member states',” said G. Thomas Houlihan, Executive Director of CCSSO. CCSSO was able to offer comments on the regulations after reviewing a draft summary of the key provisions. The regulations are designed to clarify the use and recognition of scores for alternative assessments that are often given to children with special needs.

Science Friction
The growingand dangerousdivide between scientists and the GOP. By Nicholas Thompson Not long ago, President Bush asked a federal agency for evidence to support a course of action that many believe he had already chosen to take on a matter of grave national importance that had divided the country. When the government experts didn't provide the information the president was looking for, the White House sent them back to hunt for more. The agency returned with additional raw and highly qualified information, which the president ran with, announcing his historic decision on national television. Yet the evidence soon turned out to be illusory, and the entire policy was called into question. Weapons of mass destruction in Iraq, you say? Actually, the above scenario describes Bush's decision-making process on the issue of stem cell research. In August 2001, Bush was trying to resolve an issue he called "one of the most profound of our time." Biologists had discovered the potential of human embryonic stem cellsunspecialized cells that researchers can, in theory, induce to develop into virtually any type of human tissue. Medical researchers marveled at the possibility of producing treatments for medical conditions such as Parkinson's, Alzheimer's, and spinal cord injuries; religious conservatives quivered at the fact that these cells are derived from human embryos, either created in a laboratory or discarded from fertility clinics. Weighing those concerns, Bush announced that he would allow federal funding for research on 60-plus stem cell lines already taken from embryos, but that he would prohibit federal funding for research on new lines.
