SEAC Meeting, May 20, 2004

The Parent Resource Center (PRC) has been established as a part of York County School Division to help parents become effective partners in planning and implementing appropriate special education programs for their children. A parent of a chil d with a disability staffs the PRC along with an educator of special needs children. The PRC provides assistance to parents who need help finding information and resources needed for their children. Assistance is also available to parents in the areas of the special education process, current issues and support. Call your Parent Resource Center today to find out more. Assistance may be provided individually, in small groups or by providing workshops on various topics. Those of us with normal hearing children know how kids test us, how difficult they can be at times, how they seem to communicate in mysterious ways their wants and desires. Imagine how it'd be if you had to learn a new language just to speak to your kids...how much more they'd depend on you to help them understand this complicated world of ours. Parents of Deaf and Hard of Hearing kids must continually make an extra effort to reach their children, to be patient with them, to make the difficult decisions about how best to educate and raise them. Discrimination in Special Education Background The IDEA: The Individuals with Disabilities Education Act (IDEA) guarantees all students "free and appropriate" public education (FAPE). IDEA protects the rights of children with disabilities, including: mental retardation; speech or language impairments; serious emotional disturbance; autism; specific learning disabilities and other health impairments. National Trends Overrepresentation and Segregation: What Does the Law Say? Complaints About Racial and National Origin Discrimination in Special Education: Filing OCR Complaints: A complaint of discrimination can be filed by anyone, or any organization, believing that an education institution that receives federal financial assistance has discriminated against someone on the basis of race, color, national origin, sex , disability, or age. OCR has jurisdiction for Title VI, Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act of 1973, and Title II of the Americans with Disabilities Act of 1990. OCR complaints must be in writing, cannot be anonymous, and must request intervention. Generally, complaints must be filed within 180 days of the last act of alleged discrimination, although a waiver may be granted. OCR does not have jurisdiction for IDEA complaints.

Who Are The Gifted? There are many definitions for giftedness. They all have one element in common: A gifted person is someone who shows, or has the potential for showing, an exceptional level of performance in one or more areas of expression . Some of these abilities are very general and can affect a broad spectrum of the person's life, such as leadership skills or the ability to think creatively. Some are very specific talents and are only evident in particular circumstances, such as a special aptitude in mathematics, science, or music. The term giftedness provides a general reference to this spectrum of abilities without being specific or dependent on a single measure or index. It is generally recognized that approximately five percent of the student population, or three million children, in the United States are considered gifted.

  • Read to your child every day. Provide as many library and book experiences as you can. Handwriting.. Teach your child to write his/her name with the first letter capitalized and the rest lower case. Stress good posture and proper pencil grip. An improper grip is a hard habit to break.
