    The goals of a liberal education include both breadth of knowledge (general education) and competency in a specialized discipline or field of knowledge (the major). The general education component seeks to expose students to various modes of thought and to the variety of ideas and values in today's world.     Born a slave, Booker T. Washington rose to become the commonly recognized leader of the Negro race in America. Although he continually strove to be successful and to show other black men and women how they too could raise themselves, his leadership became controversial, and his critics ironically accused him of keeping the Negro down and in his place. Washington's method of uplifting was education in a harmonious trinity of the head, the hand, and the heart. From his founding of Tuskegee Institute in 1881 to his death in 1915 Booker T. Washington exerted a tremendous influence on the consciousness of his people. W. E. B. Du Bois with his concept of developing the "talented-tenth" into leaders through liberal education represented those who felt that Washington placed too much emphasis on industrial education. However, Washington's own Christian character and his education of the heart can give us added insight and perspective into the man and his approach.

    For the first nine years of his life until 1865 when the close of the Civil War emancipated the boy Booker and the remainder of his race, he like many other Americans of dark skin had been considered a piece of property on a Southern plantation. Any education extraneous to their enforced labor had been forbidden to most Negroes in the South. By 1895 however, in his historic Atlanta Exposition Address, Washington was to say:

    K-12 Public Education Spending in Washington

    On the November ballot, Washington voters will likely see a proposed one billion dollar initiative for education that would increase the state sales tax by 15%, raising the tax rate from 6.5% to 7.5%. Initiative 884, which is currently collecting signatures, would create a trust fund for education, annually setting aside the $1 billion from the tax increase for preschool education, K-12 and higher education. At the same time, the state sales tax in Washington would become the highest in the nation, and would total almost 10% in certain cities when combined with local sales taxes. As K-12 education would receive approximately $500 million of the proposed tax dollars each year, it is helpful to examine the state of K-12 education in Washington today. Initiative proponents are presenting private school spending and comparisons with other states as benchmarks to argue for more public education funding. This Policy Note will compare the expenditures for a K-12 public education in Washington with the costs of a private school education, and compare how Washington ranks in public school expenditures compared with

    Education in Finland
    The main aim of the Finnish education system is to ensure that the entire population has access to education and training. The principle of lifelong learning, the idea that people are always capable of learning new things at all stages of life, is an important principle for all education provision, from basic schooling to adult education.
    In 1998, public spending on education accounted for 6.2 per cent of GDP in Finland (against an OECD average of 5.3 per cent). Finnish people have a high standard of education. Young people, in particular, have been rated very highly in international comparisons. The OECD Programme for International Student Assessment (PISA), which evaluates the educational achievement of children of school age in the OECD countries, placed Finland among the top countries in 2001.
    Higher Education
    Higher education system consists of universities and polytechnics. The Finnish higher education system is made up of two parallel sectors: universities and polytechnics. The universities rely on the connection between research and teaching. Their basic purpose is to perform scientific research and to provide higher education connected with it.
    Students at universities may take a lower (Bachelor's) or higher (Master's) academic degree and also academic further education, consisting of licentiate and doctoral degree. Universities also arrange further education and open university teaching.
