    Dear Friends, The Washington Education Association filed 18,108 petitions sheets with Secretary of State's office this morning, containing an estimated 150,000+ signatures. This is more than enough to qualify R-55 for the November ballot, even assuming that a much higher than usual percentage of the signatures are invalid. Although it won't be official for 2-3 weeks, we should assume that R-55 will qualify for the November ballot. The WEA claimed that of the 150,000 signatures filed, volunteers collected 120,000 signatures while paid signature gatherers collected 30,000. However, there is no way to verify WEA's claim since the petitions used by both groups were intermingled. As you may recall, the union originally said that it could qualify R-55 without using any paid signature gatherers. For example, in the April edition of UPDATE, the newsletter of the Lake Washington Education Association, the WEA wrote:

    Boards can use charter schools to everyone's advantage

    Rather than resisting, officials can use tools for Transformation
    By PAUL HILL AND ROBIN LAKE
    Washington's school boards opposed the charter school law that the Legislature enacted in the last session. But now that charter schools are possible, schools boards should use them - not fight them. School boards don't need to assume a passive posture, waiting in dread for some group to propose a school that would interfere with their own school improvement plans. Instead, they should encourage charters that provide options for children in neighborhoods where district-run schools are just not working. That's what school boards in Chicago, Cleveland, Houston and many other districts have done. There, school boards have taken the attitude that chartering is just another way to provide education for their communities' children. Washington's big cities have many schools that perform at very low levels year to year. For years, Seattle kept a list of schools in need of fundamental improvement, then abandoned the practice because they had not improved. No Child Left Behind, a new federal law requiring states to identify consistently low-performing schools, identified six such schools in Tacoma.

    Social studies textbooks used in elementary and secondary schools are mostly a disgrace that, in the name of political correctness and multiculturalism, fail to give students an honest account of American history, say academic historians and education advocates.
    "Secondary and college students, and indeed most of the rest of us, have only a feeble grasp of politics and a vague awareness of history, especially the political history of the United States and the world," says Paul Gagnon, emeritus professor of history at the University of Massachusetts.
    Most textbooks, produced by a handful of giant commercial publishers, are exposing generations of children to cultural and history amnesia that threatens the very basis of American free institutions and liberties, warn leading historians who are calling for better-defined, more rigorous state teaching standards.
    "Less than half knew the Supreme Court could decide a law's constitutionality," he said in the Albert Shanker Institute study titled "Educating Democracy: State Standards to Ensure a Civic Core."

    Elizabeth becomes chair of the Arlington School Board. Ed Campbell runs for U.S. Congress hoping to represent the 10th district in Northern VA. To win the Democratic primary, Ed positions himself as a reformer outside the influence of Virginia's powerful and conservative Democratic political "machine" led by U.S. Senator Harry F. Byrd. Ed loses the final election–by 322 votes. His opponent, Joel Broyhill, goes on to serve 22 years in Congress. At the time, there were no provisions for recounts in Virginia congressional races. Some say Ed's loss is due to lack of support from the state's Democratic machine and the overwhelming Republican wave that swept across the nation following Dwight Eisenhower's election as president. Although the loss was a crushing blow at the time, Ed will later say he felt he had been able to do more for Virginia as a lawyer than a member of Congress. Elizabeth is re-elected to the Arlington County School Board. The FCC designates UHF channel 26 for educational television in Washington, D.C., one of 242 TV channels reserved nationwide for non-commercial educational use.

    Councilmember Schwartz's Biography Carol Schwartz's devotion to the District of Columbia and her passion for its people began in 1966, when she came here to teach special education. Since then, Carol has shown her commitment to public service by contributing her time, her energy and her voice to a wide array of community causes. She has tutored students at Malcolm X Elementary School in Anacostia; counseled substance abusers in treatment programs; fought for services for people with AIDS; and helped to provide safe activities for District children all as a volunteer.
    A Republican in an overwhelmingly Democratic city, Carol was elected to two four-year terms as Ward 3 representative on the Board of Education starting in 1974, and has won citywide races for a seat on the Council of the District of Columbia three times. First elected to an At-Large seat in 1984, she served one term before deciding not to seek re-election in 1988 following the death of her husband, David H. Schwartz. Voters returned her to the At-Large seat in 1996, and she was re-elected in 2000. Propelled largely by her desire to serve and in part by her firm belief that political competition leads to better government, Carol has run for Mayor of Washington four times, in 1986, 1994, 1998 and 2002.
    On the Council, Carol has sponsored legislation making it easier and safer for District employees to report wrongdoing, mismanagement or fraud in government. The "District of Columbia Whistleblower Reinforcement Act of 1998" created what is considered to be one of the country's strongest laws protecting whistleblowers. In the 1980's, she spearheaded an effort that reduced personal income taxes for District residents. Carol shepherded legislation through the Council to promote shopping at city businesses by eliminating parking meter fees on Saturdays and evenings. She also sponsored legislation to lower the blood-alcohol level required for prosecution of drunk driving cases to .08 percent.
