An alternative school provides opportunities for students who are having difficulty succeeding in their traditional school program. In order to build success and self-esteem, an alternative school offers a highly individualized instructional program delivered to students through a variety of options designed to meet each student's needs. Statistics of potential school dropouts and non-graduating seniors support the premise that there are significant numbers of students in the Washington County School District who are not successful in the regular school. Recognizing the School District's philosophy of striving to meet the educational needs of all students within its boundaries, an alternative educational program is highly desirable.

2175 Rayburn House Office Building Washington, DC The Administration and the Congress of the United States are being called upon again to respond to the growing need for more and better teachers. According to the latest teacher supply and demand projections, the nation will need to hire 2.2 million people to teach who are not currently teaching in the nation's elementary and secondary schools in the next decade. There is mounting concern about teacher preparation and the quality of the teaching force. Alarms have also been sounded about the numbers of teachers who are teaching "out of field", i.e., teaching a subject for which they have neither an academic major nor a minor.

School-Based Mental Health Program
Introduction The NYU School Partnership is an ongoing collaboration between private, public, and parochial schools specifically chosen by the NYU Child Study Center. Its goal is to deliver mental health services in school settings. The Partnership is the first New York school-based mental health program sponsored by a major academic medical center. The Child Study Center provides trained child and adolescent psychiatrists and child psychologists to educate teachers, school psychologists, social workers, and nurses to recognize high-risk students and how to manage this population in a main-stream educational setting. School-Based Mental Health Program The Child Study Center, in collaboration with the Board of Education, other city and state governmental agencies, and school districts notably District Two in Manhattan, is developing school-based psychiatric services. On March 25th, 1999, the NYU Child Study Center hosted a daylong conference on enhancing school-based mental health care. National experts met with local policymakers from New York City's Board of Education and Department of Public Health, and New York State's Office of Mental Health and Departments of Health and Education. This ongoing collaboration is supported by the Furman Initiative for the Interface of Education and Psychiatry of the American Academy of Child and Adolescent Psychiatry, and was held at NYU's Leonard N. Stern School of Business.

ISU publishes assessment
of alternative education
TERRE HAUTE, Ind. An assessment of alternative education published by Indiana State University finds the state's six-year-old commitment to alternative education is paying off for students who may have previously slipped through the cracks of the public education system. [ See entire study Download Acrobat Reader "Making a Difference: Alternative Education in Indiana" found more than 80 percent of alternative education students either attaining or making satisfactory progress toward their academic goals. The study also shatters the stereotype that most alternative education students are "troublemakers." Legislation passed in 1997 provided funding to encourage the state's school corporations to establish alternative education programs. While only about 50 such programs existed at that time, the number of alternative schools has since increased to more than 250. Because they focus on individual goals and positive results, alternative education programs have demonstrated extremely high levels of success, the report says.

How can school governance structures encourage a sense of ownership in the school as well as a sense of fairness for students? In this roundtable, teachers and students from the Scarsdale Alternative School will discuss the supports that empower students in the making and "owning" of school rules and expectations. We will place special emphasis on our Fairness Committee, which involves students and teachers in the resolution of the conflicts that inevitably surface in a high school community.
