[Puyallup] Alternative [School] in peril

A small but vocal group of parents has persuaded the Puyallup School Board to try saving an alternative instruction program that allowed some students to attend school just one day a week. The parents, who protested at a recent school board meeting, vow to keep lobbying to save the program or to find an acceptable option. Some say they've considered collecting private donations. But as taxpayers, they believe the district owes them an alternative to enrolling their children in the district full time. The program goes by the name Triad, which stands for the partnership of three parts: parents, teachers and schools. Under the program, students are enrolled in the district, but their parents administer a district curriculum in the home four days a week. About 40 children are enrolled in Triad. To compensate for its $2.9 million deficit, the district plans to increase class sizes slightly and to eliminate alternative programs like Triad.

The grants will support nine organizations in Massachusetts, Rhode Island, Oregon, Colorado, Georgia and Washington, D.C., creating 117 schools and strengthening existing programs at 51 existing schools. Creating new schools will not involve construction of new buildings, as alternative schools are often hosted in existing institutions, said Carol Rava Treat, the foundation's deputy director of education.

Maple Valley High School is part of Tahoma School District's plan to provide an education to all students who wish to complete high school. It is an alternative program designed to help students who are at risk of leaving the educational system without earning a diploma. Maple Valley High School began in September 1987 with 30 students, one teacher, and an instructional assistant. After five months, 15 additional students and a second teacher were added. Today the program as been expanded to include 77 students. Maple Valley High School is housed in three portable buildings on the grounds of the historic "Maple Valley Grade School." It graduated its 100th student within the first five years and now sees between 17 and 30 students earn their diplomas each year. Maple Valley High School staff believes that positive self-esteem in students provides the foundation for becoming productive citizens who take pride in themselves, their community, and the work around them. Many students come to MVHS as discouraged learners who have given up on completing their education. The staff works to reverse that process by creating a climate of mutual respect, tolerance, and individual responsibility. The staff accepts students for who they are as they come into a new school setting. Past behaviors and experiences with school are not important. Students are invited to let go of attitudes and behaviors that may have kept them from being successful. Maple Valley High School's philosophy is to accept the student where they are today and move ahead.

Like the School itself, this section remains a work in progress. It is intended to provide access to various materials relating to the School's history. Graham and Parks is the result of joining two schools in 1981 the Cambridge Alternative Public School (CAPS), which was a small, nationally acclaimed magnet school, and the Webster School, which was a small, traditional neighborhood school. The school was located on Upton Street from 1982 until 2003, when it moved to 44 Linnaean Street.
Saundra Graham Saundra Graham was born in Cambridge, Massachusetts, on Septemer 5, 1941, one of eleven children of Roberta Betts Postell and Charles B. Postell. She attended public schools in Cambridge, the University of Massachusetts and Harvard University Extension. In 1978 she received a Loeb Fellowship at Harvard. Saundra first gained international attention in 1970 when she led a group of neighborhood residents and disrupted a Harvard University commencement. For over a year before the incident Cambridge citizens of the Riverside neighborhood had attempted to get a response from the university for its continued real estate expansion. Through her action, Harvard finally acknowledged publically its covert role in what was actual displacement of long-time residents from their homes. Harvard responded by constructing an elderly housing complex and ten years later, a family housing complex.

The Briarcliff Elementary School is located in Shoreham, New York about 60 miles from New York City. It is a K-1 school serving 175 students from middle income families, 98 percent of whom are white. Brown Street Academy for Talent Development is located in Milwaukee, Wisconsin. It is a pre-K-5 school serving a student population of 600 that is 1 percent white, 75 percent African American, c. 10 percent Hispanic, c. 10 percent Asian/Pacific Islander, and c. 4 percent other. Ninety percent of the students are on free or reduced lunch. Centennial Elementary School is located in Littleton, Colorado near Denver. It is a K-5 school serving a student population of 550 that is 95 percent white, and c. 5 percent other. Of the school's students, c. 76 percent are from middle income families and 24 percent are on free reduced lunch. Champlain Valley High School is located in Hinesburg, Vermont near Burlington. Alternative School Program Standards The Background: Tennessee Code Annotated Section 49-6-4017(f)(2) requires that "The State Board of Education shall provide a curriculum for alternative schools to ensure students receive specialized attention needed to effectively reform students to prevent them from being repeat offenders." The Alternative School Program Standards provide a framework for local school systems to use in developing curriculum to meet the needs of the students. The standards define an alternative school environment with curricula, counseling, and resources to enable the student to master life skills that are critical to social, emotional, and academic growth and success. The standards were developed by a broad-based committee that also developed the service learning curriculum standards. The draft was circulated statewide for comments. ALTERNATIVE SCHOOL PROGRAM STANDARDS The Alternative School Program Standards provide a framework for local school systems to use in developing curriculum to meet the needs of the students. MISSION The mission of the Alternative School is to intervene positively with students who currently are not succeeding in a traditional school environment.

Washington's "Alternative Provider" Law Upheld Supreme Court Ruling Ends Efforts to Have Bill Repealed
On January 1, 1996, the state of Washington made health care history with the passage of House Bill 1034. The bill, the first of its kind in the nation, required insurance carriers to provide access to all types of health care providers licensed or certified under state law. Also known as the "alternative provider" statue, the law required insurers to cover services provided by all of the state's licensed categories of health care providers, including acupuncturists, chiropractors, medical doctors, naturopaths, physician assistants, registered nurses, podiatrists and licensed massage therapists. Almost immediately after going into effect, the state's largest insurance companies began challenging the law in court. The outcome of that effort was a decision made by a federal judge in Tacoma, Washington in 1997. The judge in that case declared that the bill conflicted with the federal Employee Retirement Income Security Act (ERISA) barring state regulation of employer benefit plans.
