White House 'more confident' U.N. will pass Iraq resolution

WASHINGTON (CNN) The Bush administration is feeling "more confident" that it is "pretty close" to having the votes to pass a tough new U.N. resolution calling on Iraq to disarm or face serious consequences, a senior administration official told CNN on Friday. The official, who asked not to be identified, said the United States believes it is close to having enough votes even without approval from France or Russia, two permanent members of the U.N. Security Council with veto power. SPECIAL REPORT War Tracker On the Scene Map U.S. Iraq ... Special Report The administration is heartened because although the two nations have not backed the U.S.-British proposal, they have not threatened to veto it, either. The focus now, the official said, is trying to get the French and Russians "on board" with the resolution. Nine "yes" votes from the 15 nations on the Security Council and no vetoes from any of the five permanent members are required to pass a resolution.

Newspaper: Butterfly ballot cost Gore White House
In this story: Palm Beach at heart of recount Ballot designed to help elderly RELATED STORIES, SITES WEST PALM BEACH, Florida (CNN) Voters confused by Palm Beach County's butterfly ballot cost Al Gore the presidency, The Palm Beach Post concluded Sunday. The newspaper's review of discarded ballots found Gore lost 6,607 votes when voters marked more than one name on the county's "butterfly ballot." A leading Republican called the finding "speculation." Voters who marked Gore's name and that of another candidate totaled more than 10 times the winning margin Bush received to claim Florida's 25 electoral votes and the White House, the Post concluded. The newspaper said the result was "an indictment of the butterfly ballot, political experts and partisan observers agree." The newspaper's review of the overvotes found 5,330 Palm Beach County residents invalidated their ballots by punching chads for Gore and Reform Party candidate Pat Buchanan. The hole voters punched for Buchanan was located just above Gore's on the two-page ballot.

Web posted at: 11:16 p.m. EST (0416 GMT) LOS ANGELES (CNN) As President Bill Clinton prepared to fly Wednesday to Seattle, the scene of demonstrations against the World Trade Organization, the White House said the protesters had legitimate concerns but criticized "a small minority" for using "non-peaceful methods to block access to meetings and destroy property." White House Press Secretary Joe Lockhart said that a "vast majority are acting responsibly" but chastised the protesters who used violence. "That's wrong," Lockhart said. "The protesters have a legitimate point of view and should be heard, " he said.

Millennium Awards for Teaching and Research Excellence Mission To strengthen the capacity of Historically Black Colleges and Universities (HBCUs) to provide excellence in education. A Brief History In 1981, President Reagan, under Executive Order 12320, established the White House Initiative on Historically Black Colleges and Universities, which set into motion a government-wide effort to strengthen our nation's HBCUs. The majority of the 105 HBCUs are located in the Southeastern states, the District of Columbia, and the Virgin Islands. They include 40 public four-year, 11 public two-year, 49 private four-year, and 5 private 2-year institutions. Manchester, New Hampshire (CNN) Retired Gen. Wesley Clark on Wednesday ended the suspense about one aspect of his political future, but he left in place the big question he himself has raised about a run for the White House. In an exclusive interview with me on CNN's "Inside Politics," Clark said he's concluded he's a Democrat. "I like the message the party has, I like what it stands for. To start, it's a party that stands for internationalism, it's a party that stands for ordinary men and women, it's a party that stands for fair play and equity and justice and common sense and reasonable dialogue," Clark said. "It's a party that has had a great tradition in our country, and I'm very attracted to it and that's the party I belong to." Clark added that GOP positions on the Iraq war and on tax cuts have caused him to lean left. He acknowledged this decision puts him one step closer to what he called "closure" in the matter of whether he'll run for the Democratic nomination for president. But Clark insisted he's still thinking it through.

White House Alters Webpages About Iraq Combat >>> When the White House published the text of and photos from Bush's speech announcing the supposed end of the Iraq attack, the headline read: "President Bush Announces Combat Operations in Iraq Have Ended." But on Tuesday, 19 Aug 2003, the Cursor website noticed that the headline had been changed to read: "President Bush Announces Major Combat Operations in Iraq Have Ended." The word "major" had been added. Apparently, with the quagmire resulting in at least one dead US soldier a daynot to mention even more injuries, dead Iraqis, and sabotagethat headline had proved incorrect. Therefore, straight out of , the headline was stealthily altered to make it seem as if that's what it had always said. We were able to recover numerous instances of the unaltered headline. At the top of the page is the original headline, as it has been preserved on the Website of Scott Long , who collects photos of politicians on aircraft carriers. Under that, you'll find the headline as it is now. More examples are below.

Bush characterized Wednesday's suicide bombing in northern Israel as "brutal terror." From Kelly Wallace and John King CNN Washington Bureau WASHINGTON (CNN) Senior White House officials reacted with frustration Wednesday night as Israel sent troops into the Palestinian Authority compound in Ramallah as part of its response to a suicide bombing earlier in the day that killed 17 Israelis. "We are just gathering information about what is happening and I am in no way criticizing Israel but this is not the path to peace," said one senior official, who asked not to be identified. President Bush was told of the Israeli sweep into Ramallah shortly before he addressed a congressional picnic at the White House. National Security Adviser Condoleezza Rice was working the telephones trying to get information about the situation, chief of staff Andrew Card said. Earlier Wednesday, Bush condemned in "strongest terms" the attack, saying the suicide bombing "underscores the importance of the Palestinian Authority developing a security force that can be relied on to stop and prevent attacks." Tension mounts between the White House and the media. By Jake Tapper On the same day last week that "NBC Nightly News" anchor Tom Brokaw sat down to interview former President Clinton, executives for the program received unexpected phone calls from senior communications staffers at the White House, expressing disappointment about the decision to spotlight Bush's predecessor. While not asking the network to refrain from running the interview, they expressed the feeling that the Sept. 18 interview with Clinton would not be helpful to the current war on terrorism. Neither NBC nor the White House would comment on the phone calls, but sources familiar with the calls confirmed that they happened. This news comes on the heels of revelations that President Bush and Air Force One were not, contrary to earlier White House claims, targets of the terrorists who attacked the Pentagon and the World Trade Center Sept. 11. The White House is now saying that those claims, which it used to explain why the president didn't return to Washington immediately that day, were a result of staffers "misunderstanding" security information.
