The aversion to Bush, at home and abroad, makes us forget how many people support this spokesman for another America sure of its superiority and its values. by Tom Frank

The commercial was sponsored by the Club for Growth, a Washington-based organisation dedicated to hooking up pro-business rich people with pro-business politicians. The organisation is made up of anti-government economists, prominent men of means, and big thinkers of the late New Economy, celebrated geniuses of the sort that spent the past 10 years describing the low-tax, deregulated economy as though it were the second coming of Christ. In other words, the people who thought they saw Jesus in the ever-ascending Nasdaq, the pundits who worked himself into a lather singing the praises of new billionaires, the economists who made a living by publicly insisting that privatisation and deregulation were the mandates of history itself, are now running television commercials denouncing the "elite".

Introduction
This proposal is for a "multiple-selection, winner-take-all" voting system as an alternative to our current voting system, which I call "single-selection, winner-take-all". The voting system that I am proposing would allow a voter to vote for more than one candidate for a particular office. Just as it is now, the single candidate that receives the most votes would win the elected office without power-sharing. This idea was inspired by the Clinton-Bush-Perot Presidential race and the rise of the Libertarian Party.
An Example
Assume you have a race with candidates representing the hypothetical political parties "West", "East", and "North". The West and East parties vehemently disagree on everything. The North Party shares a fair number of ideological principles and common interests with both of the other parties on different issues. In a hypothetical election where the voters could only select one candidate,
  • 45% of the voters would choose Mr. West

The story you are about to read is in this writer's view the biggest political scandal in American history, if not global history. And it is being broken today here in New Zealand. This story cuts to the bone the machinery of democracy in America today. Democracy is the only protection we have against despotic and arbitrary government, and this story is deeply disturbing. Imagine if you will that you are a political interest group that wishes to control forevermore the levers of power. Imagine further that you know you are likely to implement a highly unpopular political agenda, and you do not wish to be removed by a ballot driven backlash. One way to accomplish this outcome would be to adopt the Mugabe (Zimbabwe) or Hun Sen (Cambodia) approach. You agree to hold elections, but simultaneously arrest, imprison and beat your opponents and their supporters. You stuff ballot boxes, disenfranchise voters who are unlikely to vote for you, distort electoral boundaries and provide insufficient polling stations in areas full of opposition supporters.

The Asian Development Bank (ADB) is a multilateral development finance institution owned by 63 members, 45 from Asia and the Pacific and 18 from other parts of the globe. ADB’s vision is an Asia and Pacific region free of poverty. Its mission is to help its developing member countries reduce poverty and improve their living conditions and quality of life. ADB pursues a strategic agenda—sustainable economic growth, inclusive social development, and governance for effective policies and institutions—with three crosscutting themes: private sector development, regional cooperation, and environmental sustainability. ADB’s main instruments in providing help to its developing member countries are policy dialogues, loans, technical assistance, grants, guarantees, and equity investments. In 2003, ADB’s total lending volume was US$6.1 billion. Technical assistance, which is used for preparing and implementing projects, supporting advisory activities, and undertaking regional activities, amounted to US$176.5 million. Grants totaling US$483.5 million were also provided. ADB was established in 1966. The United States was one of its 31 founding members.

Section 1. All legislative powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives. Section 2. The House of Representatives shall be composed of members chosen every second year by the people of the several states, and the electors in each state shall have the qualifications requisite for electors of the most numerous branch of the state legislature. No person shall be a Representative who shall not have attained to the age of twenty five years, and been seven years a citizen of the United States, and who shall not, when elected, be an inhabitant of that state in which he shall be chosen. Representatives and direct taxes shall be apportioned among the several states which may be included within this union, according to their respective numbers, which shall be determined by adding to the whole number of free persons, including those bound to service for a term of years, and excluding Indians not taxed, three fifths of all other Persons. The actual Enumeration shall be made within three years after the first meeting of the Congress of the United States, and within every subsequent term of ten years, in such manner as they shall by law direct. The number of Representatives shall not exceed one for every thirty thousand, but each state shall have at least one Representative; and until such enumeration shall be made, the state of New Hampshire shall be entitled to chuse three, Massachusetts eight, Rhode Island and Providence Plantations one, Connecticut five, New York six, New Jersey four, Pennsylvania eight, Delaware one, Maryland six, Virginia ten, North Carolina five, South Carolina five, and Georgia three.

Completed on September 17 , and later ratified by special conventions in each of the original thirteen American states, the Constitution of the United States represents the supreme law of the United States of America and is the oldest comprehensive written national constitution on Earth still in force. It has served as a model for a number of other nations' constitutions. It created a more unified government in place of what was then a group of independent states operating under the Articles of Confederation Many scholars have noted the relatively small number of amendments to the Constitution. Some of them attribute this to the simplicity of the Constitution and its flexibility, as it is continually reinterpreted by the courts. Others, however, believe that demographic shifts have given too much power to smaller states, thereby stifling what they contend is needed reform. Currently, one-quarter of the states can block an amendment. The United States has 50 states, so this means that the 13 smallest states (representing as little as 4% of the national population) could block an amendment desired by the remaining 37 states (representing as much as 96% of the national population). While such an extreme outcome is unlikely, it is nevertheless constitutionally possible.
