(a) Applicants for a certificate shall have completed, in addition to all legal requirements, a program of teacher education approved by the Department and shall have received the recommendation of the preparing institutions. (b) Preparation in general education, professional education and specialized studies shall be in accordance with standards established by the Department.

General Comments This regulation is simply a reflection of an administrative policy aimed at reducing incomplete and/or fraudulent applications for teacher certification and cannot be used as a basis for inferring an agency relationship. The Department of Education has not delegated any of its certification responsibilities to the preparing institutions which are responsible for the education of teachers; the Department has only implemented a policy aimed at reducing the number of incomplete applications.

Application for Approval of Career Education Programs Replaces FV-3 Form The Division of Career Education has recently revised the application for approval of new or expanding programs. A cover sheet must be completed and signed by the appropriate local education agency official. A separate attachment is required which answers the questions requested on page 2 of the application. Applications will be accepted from September 1 through May 1 of each fiscal year. The application will no longer be referred to as the FV-3 or FV-3 process. It is now referred to as the Application for Approval of Career Education Programs . The application can be found on the forms page of the website. Estonian Educational Landscape
The Estonian educational system covers pre-school education in kindergartens, compulsory education in primary and secondary schools and "g¼mnasium" (upper secondary), vocational education, and post-secondary education at universities and at other post-secondary institutions. Some schools (general education schools, vocational schools and institutions of higher learning) are funded by private capital, although the majority of schools are funded by state or local government budgets. The principal objective of Estonia’s educational system is to develop Estonian society into an open learning environment, where every person can be considered as a life long learner. The Education Act, adopted in 1992, states the following as the general goals of education: to promote the development of personality, family and the Estonian nation; to promote the development of national minorities, the Estonian economic, political and cultural life and the preservation of nature in the global economic and cultural context; to teach the values of citizenship; and to set up the prerequisites for creating a tradition of life long learning nation-wide. Disciplinary specialization, status differences among teachers, and lack of leadership are some of the stumbling blocks noted by Grubb and Kraskouskas (1993). Although teachers play a significant role in integrating academic and vocational education, they cannot effect significant change in the teaching and learning process without administrative, institutional, community, and state support. Traditionally, the academic curriculum and vocational curriculum have been offered in significantly different ways. To merge the two in an integrated approach to education requires new forms of organizational delivery. Integration involves restructuring, wherein the administrator becomes more of a facilitator than a director, providing teachers with opportunities that will empower them in their efforts. Part-Time Instructors in Adult and Vocational Education. ERIC Digest.
Part-time instructors represent an increasing proportion of the education work force. Special programs for adult students, such as vocational-technical training, adult basic education, workplace literacy, and English as a second language, rely heavily on the first-hand knowledge and experience that adjunct instructors bring to the classroom. Because many educational institutions and programs are facing reduced budgets and the challenge of "doing more with less," the hiring of part-time instructors offers a solution to problems of staffing and cost containment. These instructors, however, bring to educational institutions their own set of special needs. This ERIC DIGEST looks at the increased use of part-time instructors in adult and vocational education. It examines the education and training needs of part-time instructors and suggests strategies for their professional development. Since the 1970s, part-time instructors have been increasingly in demand across the educational community. Between 1970 and 1988, the number of part-time community college faculty increased by 164 percent compared to a 37 percent increase for full-time faculty (Ostertag 1991). In the state of New York, "the part-time instructional faculty represents 50.5 percent of the state's higher education teaching staff" (Samuel 1989, p. 42). A national evaluation of adult education programs reports more than 80 percent of adult education instructors are part time (Development Associates 1992).
