Bush seeks teacher certification limit
Incentives have made the program popular - and costly. Jeb Bush wants no more than 500 this year.
By STEPHEN HEGARTY, Times Staff Writer published January 10, 2002 Along with several proposals to increase education funding, Gov. Jeb Bush hopes to save money by limiting one education program that had made Florida a national leader. The governor wants to limit to 500 the number of Florida teachers who can become nationally certified this year. Last year 992 Florida teachers achieved the prestigious National Board Certification. Even with the cap, Bush wants to put $10-million more into the program this year, from $31-million to $41-million. The program appears to be a victim of its own success. It has grown in the past three years, from 22 in 1998 to 2,400 in 2001. The big increase began after the state offered financial rewards in 1998. The cost to the state exploded.

  • Mr. PAUL. Mr. Speaker, I rise to introduce legislation to forbid the use of federal funds to develop or implement a national system of teacher certification or a national teacher test. My bill also forbids the Department of Education from denying funds to any state or local education agency because that state or local educational agency has refused to adopt a federally-approved method of teacher certification or testing. This legislation in no way interferes with a state's ability to use federal funds to support their chosen method of teacher certification or testing.
  • Having failed to implement a national curriculum through the front door with national student testing (thanks to the efforts of members of the Education Committee under the leadership of Chairman Goodling ), the administration is now trying to implement a national curriculum through the backdoor with national teacher testing and certification. National teacher certification will allow the federal government to determine what would-be teachers need to know in order to practice their chosen profession. Teacher education will revolve around preparing teachers to pass the national test or to receive a national certificate. New teachers will then base their lesson plans on what they needed to know in order to receive their Education Department-approved teaching certificate. Therefore, I call on those of my colleagues who oppose a national curriculum to join me in opposing national teacher testing and certification with the same vigor with which you opposed national student testing.

Teachers Buying Computers off of State Contracts
(last updated 9 July 2003) Governor Mark Warner signed into law House Bill 1761 amending §2.2-2012 of the Code of Virginia to authorize the Department of Information Technology (DIT) to establish contracts for the purchase of personal computers (PCs) and related devices by public school teachers for use outside the classroom. The bill, sponsored by Kristin Amundson of Fairfax, went into effect July 1, 2003. Since DIT was abolished effective July 1, 2003 as a result of legislation creating the Virginia Information Technologies Agency (VITA), VITA inherited responsibility for implementation of HB1761. VITA is directing the necessary activities to enable teachers to enjoy the discounted pricing benefits the Commonwealth receives through leveraging its PC volume purchasing power. As VITA prepares to support this important service, information on the development of the program will be posted on the VITA web site at

All professional employees of public schools must hold a license for the subject or grade level they teach or for the professional assignment they hold. In what areas are licenses issued? Underwood-Smith Teacher Scholarship Program PROGRAM INFORMATION: The Underwood-Smith Teacher Scholarship Program is a state funded student aid program designed to enable and encourage outstanding high school graduates to pursue teaching careers at the pre-school, elementary, middle, or secondary school level. Undergraduate and graduate scholarships, not to exceed $5,000 per academic year, are awarded on the basis of academic qualifications and interest in teaching. The objective is for a recipient to obtain a teaching certificate and to commit to the pursuit of a teaching career in West Virginia public schools. PROGRAM FUNDING: A total of $150,000 in state funds was allocated for scholarship awards during the 2003-2004 academic year. Professor Richardson received her B.A. in Mathematics from Utica College of Syracuse University, an M.A. in English Literature from the University of Chicago, and a Ph.D. in Educational Foundations from Syracuse University. She previously served on the faculty at the University of Arizona, and prior to that was an Assistant Director in the National Institute of Education, Washington, DC
She is a member of the teacher certification faculty, teaches the introduction to teaching courses, and facilitates the seminar for field instructors of student teaching. Accrediting Agencies and Associations Recognized
by the Secretary, U.S. Department of Education
The Secretary of Education is required by statute to publish a list of nationally recognized accrediting agencies and associations which the Secretary determines to be reliable authorities as to the quality of training offered by educational institutions and programs. The National Advisory Committee on Accreditation and Institutional Eligibility assists the Secretary in determining which accrediting bodies should be listed. Accrediting bodies that achieve recognition are reviewed at least every 4 years thereafter. The commissions of the regional associations and the national institutional and specialized accrediting agencies which are recognized by the Secretary have no legal control over educational institutions or programs. They promulgate standards of quality or criteria of institutional excellence and approve or admit to membership those institutions that meet the standards of criteria.

NSTA Teacher Certification
An Overview
T he National Science Teachers Association offers certification to elementary and middle level teachers of science and to teachers of biology, broadfield science, chemistry, earth and space science, general science, physics, and physical science. To become certified, teachers must meet specific standards of education and experience based on the grade level and/or subject they teach. A teacher is eligible to apply for certification after completing three years of full-time teaching. NSTA certification seeks to improve the quality of science teaching by recognizing teachers who are well qualified. NSTA certification gives teachers an edge in seeking or keeping a teaching assignment for which they are qualified and, where possible, in ascending the salary ladder. The NSTA standards have been adopted by the National Council for the Accreditation of Teacher Education and by the Association for the Education of Teachers in Science. NSTA offers certification in the following categories:
