The Incentives to Educate American Children Act of 2003 (I TEACH) recognizes teachers for their commitment to education by offering a $1,000 tax credit for teachers who work in rural or low-income schools, and a $1,000 tax credit for those earning a National Board for Professional Teaching Standards certification. "Our teachers are unsung heroes. They work tirelessly to prepare our kids to go out into the world and too often do not receive the compensation and rewards they deserve," Rockefeller said. "In order for our children, and our nation to excel in the future, it’s critical that we provide financial incentives to keep qualified teachers in our classrooms." Throughout America and West Virginia, rural and low-income schools are finding themselves in a critical situation. West Virginia has rural schools scattered throughout 36 of its 55 counties, and of the 798 schools in the state, approximately 100 are low-income. "These institutions are having difficulty finding and keeping qualified teachers, and the I TEACH Act will tremendously help them in their efforts," the senator added.

WASHINGTON, D.C. – Praising her hard work and dedication to education, Senator Jay Rockefeller (D-WV) congratulated Mary Devono of West Milford Elementary in Clarksburg for being named the West Virginia teacher of the year. Last week, Rockefeller met with Devono in his Washington, D.C. office while she was in the nation’s capital with other teachers of the year to participate in various meetings, workshops, and to attend a White House reception in their honor. "Mary goes above and beyond the call of duty, a quality that helped her earn the title of West Virginia teacher of the year. Her dedication to her students and to the job she does in the classroom is exemplary. She is also one of West Virginia’s 88 teachers who have received certification from the National Board for Professional Teaching Standards – one of the highest national credentials for an educator. She sets the standard for teachers across the nation to follow, and we are very lucky to have her in our education system," Rockefeller said. Recently Rockefeller introduced the Incentives to Educate American Children Act of 2003 (I TEACH), which would provide financial incentives to recruit and retain qualified teachers like Mary Devono. Under Rockefeller’s I TEACH plan, educators would receive a $1,000 refundable tax credit for earning a national Board for Professional Teach Standards certification. View Print Friendly Version Close Window David Blount , Editor Supply and Demand: Virginia Teachers and Administrators Increasing student enrollments, the attraction of potential teachers to other professions and a predicted flood of coming teacher retirements have all contributed to widespread concerns about our public schools having an adequate number of teachers. As noted in the Supply and Demand issue briefing, the issues surrounding the pool of available teachers are varied and complex, and recently, have received increased attention from state policymakers. In the mid-1990s, the General Assembly directed the Board of Education and State Council of Higher Education to study ways to relieve teacher shortages and to encourage students to pursue teaching careers, and to examine strengthening teacher education and supporting experienced teachers as mentors for beginning teachers. In 1996, the General Assembly approved HB 327, which directed local school boards to adopt policies and practices to promote the employment and retention of the highest quality instructional personnel. COLLEGE SCHOLARSHIPS AND FELLOWSHIPS
The Virginia Space Grant Consortium (VSGC) Scholarship and Fellowship Program annually awards approximately $300,000 to students pursuing higher education at Virginia Space Grant universities (College of William and Mary, Hampton University, Old Dominion University, University of Virginia, and Virginia Tech) and Virginia Community Colleges.
Applications for the 2004-2005 academic year will be available in October 2003 with submission deadlines in early February 2004. Complete information, including downloadable applications, will be posted at www.vsgc.odu.edu.
There are four award programs as noted below. Information for the 2003-2004 academic year is provided for each.
Aerospace Graduate Research Fellowships
are $5,000 renewable awards (up to three years) of add-on graduate support for students enrolled at a Virginia Space Grant university pursuing any field of graduate study (Masters or Doctoral level) with aerospace relevance. Aerospace Graduate Research Fellowship Application

Evening Career Changer Program
Alternate Certification for Teachers (ACT) is an approved teacher education evening program designed to provide the "career changer" with an endorsement in either elementary education - teaching in Pre-Kindergarten classrooms through sixth grade, or secondary education - teaching in the middle and high schools in grades 6-12. The applicant must have an earned baccalaureate degree, demonstrate significant involvement in a career for at least one year, present evidence of 2.5 GPA in academic performance in all college course work, and present passing scores of Praxis I before the first semester of registration at VWC
Application Process
ACT applications are available in the Adult Studies Office. Once the completed application + fee and official copy of college transcripts are received (official transcripts must be sent directly from each institution to the Adult Studies Office at VWC), the applicant must call to schedule an interview with the ACT Coordinator at (757) 455-3263.
Admission
ACT (elementary grades PreK-6)
With an interdisciplinary major, the student will complete a 25 semester credit sequence of elementary education professional course work and field experiences.

Shown below are the links, point-of-contact information, and brief descriptions for the programs identified so far. When available, more will be added to this list, and some will appear in the DANTES External Degree Catalog. The list appears below in alphabetical order. We do not endorse one program over the other. Research carefully, giving consideration to cost, program length, academic and professional requirements, and how/when any on-campus courses or practice teaching may be accomplished. Critical Reminder : Most of these programs tend to be very state-specific and may even be limited to state residents. Y oga for the Special Child is a comprehensive eight-day training program which provides a program of Yoga therapy for children with special needs (i.e., children with Downes Syndrome, cerebral palsy, ADD/ADHD, or other learning disabilities). It is designed for parents, educators, health care professionals, and Yoga teachers, who face the challenge of integrating these children into home, school, and workplace environments. U sing hands-on and video instruction, Sonia will guide the course participants through each stage of the special child's development. They will learn how to evaluate infants and children, how to create the optimum home environment, and how to work with specific syndromes and disorders. Curriculum:
  • A step-by-step, integrated system of Yoga poses designed to improve cognitive and motor skills in children with learning and developmental disabilities.

The University of South Florida Foreign Language Education Programs for the professional development of teachers are approved by the State Department of Education. The University is accredited by the Southern Association of Colleges and Schools (SACS), and the College of Education is accredited by the National Council for Accreditation of Teacher Education (NCATE).
How Can you Become a Certified Teacher?
Certification to teach is determined by the Florida State Department of Education. A degree is awarded by the University. Students who complete the M.A. Plan II in Foreign Language Education offered by USF will be certified to teach K-12 because the degree program is approved by the State of Florida. The Planned Program developed with the faculty advisor shortly after the student has been officially admitted, if completed, will result in the awarding of the degree and certification. Upon completion of the degree, certification as a K-12 foreign language teacher will be placed on your transcript. This indicates that you completed an approved State of Florida teacher education program qualifying you, based on your course work, to be certified at the K-12 levels in foreign language education. You will need to take the FTCE [Florida Teacher Certification Exam] and receive passing scores on the subject area exam and the professional exam section. FTCE must be passed and scores must be on file in the Internship Office prior to the conclusion of the student internship.
