    Child Protective Services Course for Teacher Certification The Virginia Legislature has passed a bill requiring all teachers who need teaching certification or recertification after July 1, 2004, to take a course on the awareness and reporting of child abuse. There are numerous options for meeting the competency requirements. Virginia Commonwealth University and the Virginia Department of Social Services (VISSTA) have designed a program, which is available online. All schools will also have a CD of the same program that will be available to teaching staff. In addition, the Office of Student Services has arranged two presentations with the Fairfax County Department of Family Services that will each meet the requirements. The first is April 14 at Fairfax High School from 5:30 to 7:30 p.m. and the second will be on April 29 at Hayfield High School at the same hours. There is no cost for any of these programs. There are also several fee-paying options.

If you are planning to move to another state, you should contact that state's certification office, as listed below. The number code following each entry indicates the types of testing which the state required at the time this information was published in the 1999 Job Search Hanbook. The key to the codes follows the state listing.
    When you write or call the state certification office, indicate the type of certificate you are receiving from your current state, which national tests you have taken, and ask for application materials and procedures for obtaining certification in the new state. Another source of information about certification requirements will be the actual districts to which you apply.

    Illinois has recently signed the Central States Teacher Exchange Agreement and NASDTEC Interstate Agreement with the following states.     Teachers Certification
    The Academy offers a Teacher Certification Program which includes training in all aspects of neeldearts instruction. It is suited to either the novice or the experienced teacher of the needlearts who wishes to develop and refine his or her instructional skills. The certification candidate will develop teaching and presentation skills, will enhance his/her design and color capabilities, and will produce written work necessary for successful teaching of the needlearts. Book critiques, color and design notebooks, and several hands-on teaching experiences complete the certification process. Oral presentations and the display of the candidate's embroidered work are among the highlights of the Certification Workshop. In 2004, Certification Workshop is March 18 to 19 followed by Assembly on March 19 to 23. Full certification requires three years of intensive study along with participation in four Certification Weekends that coincide with the NAN Assembly held at The Fairmont Kansas City at the Plaza.

    Every state has its own requirements, so your first step should be to talk to your state Board of Education and find out what your state's specific certification requirements are. While requirements vary by state, all states do require:
  • A bachelor's degree Completion of an approved teacher training program A prescribed number of subject and education credits Supervised practice teaching
  • One cool thing about certification: as of 2000, 39 states (plus the District of Columbia) have an agreement that permits certification reciprocity. This means that if you get certified in one of those 39 states, your certification counts for all 39 states. These states include: Alabama

    Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).

    Teacher certification is the education system's process for assuring that public school teachers possess minimum qualifications. Each state determines its own certification standards. Increased mobility among teachers suggests that teacher candidates should have information about general requirements for certification and about where to locate particular state requirements. This digest provides information on certification purpose and types, how to obtain information about requirements, and prospects for change in requirements. THE PURPOSE OF CERTIFICATION Certification is a process by which the state evaluates the credentials of prospective teachers to ensure that they meet the professional standards set by the state education agency. Certification ratifies the quality of teachers' competence in subject area, educational methodology, teaching skills, and potential classroom management ability (Roth and Mastain 1984). Closely linked to certification is state program approval or institutional approval, which is the state's process of evaluating schools, colleges, and departments of education. The purpose of such approval is to ensure a common curriculum framework and professional standards so that the state's teacher education programs produce graduates who meet the state's certification requirements.
